Un mēs zinām, ka ir, sacīsim, vecais variants un ir jaunais variants, kas pēc reformām ir paredzēts. Tur ir savi budžeta līdzekļi, bet šis ieviešanas process parasti tiek finansēts no reformu ierosinātāja līdzekļiem. Un mans priekšlikums ir sakarā ar to, ka likumprojektā ir paredzēts, ka 2016.gadā nevienai pašvaldībai izlīdzinātie ieņēmumi nevar būt mazāki par ieņēmumiem šogad - 2015.gadā, un, lai to nodrošinātu, uz nākošo gadu Finanšu ministrija plāno pašvaldībām noteikt ieņēmumu pieauguma ierobežojumu, proti, daļai pašvaldību ieņēmumi jau pēc izlīdzināšanas vēlreiz tiks izņemti, lai tos atdotu tām pašvaldībām, kurām ieņēmumi pēc izlīdzināšanas ir mazāki nekā 2015.gadā. Mans priekšlikums ir... mana priekšlikuma būtība ir nosacījums, ka ieņēmumi nevar būt mazāki kā 2015.gadā un tos nodrošina no valsts budžeta līdzekļiem, bet tomēr no reformu ieviesēja līdzekļiem, nevis no pašu pašvaldību atkal iekšpusē pārdalītajiem līdzekļiem. Un to varētu izdarīt, piešķirot vienreizēju papildu dotāciju. Tas, manuprāt, būtu tikai loģiski un taisnīgi. Finanšu ministrija ir aprēķinājusi, ka tam būtu nepieciešami 10 miljoni eiro, bet Latvijas Pašvaldību savienības aprēķins ir daudz pieticīgāks. Un tiešām Latvijas Pašvaldību savienība rēķina, vadoties pēc reāliem faktiem un arī pēc iepriekšējā priekšlikuma. Bet par to nav runa! Man tagad ir lūgums atbalstīt vismaz šo priekšlikumu, jo, pēc LPS aprēķiniem, tie ir tikai 2 miljoni eiro, un es domāju, ka būtu tikai loģiski un taisnīgi šo reformu ieviest tiešām uz reformu izstrādātāja rēķina.
