Šodien frakcijas “No sirds Latvijai” deputāti atbalstīja Ministru kabineta iesniegtos grozījumus likumā “Par valsts pensijām”. Tajā pašā laikā mēs uzskatām, ka grozījumi nav pilnīgi un nerisina pensionāru sasāpējušos jautājumus, par kuriem vēl nesen – 18.maijā – tika runāts Latvijas Pensionāru federācijas 10.kongresā. Ar nožēlu jākonstatē, ka valdība joprojām vēlas realizēt politiku, kas nav vērsta uz pensionāru dzīves apstākļu uzlabošanu. Kaut arī Saeimā iesniegtie grozījumi paredz, ka turpmāk netiks piemēroti negatīvi pensijas kapitāla indeksi, tajā pašā laikā valdība negrasās risināt iepriekš pieļauto netaisnīgo situāciju un veikt pārrēķinu tām pensijām, kuru aprēķināšanā ir pielietots negatīvs pensijas kapitāla indekss. Partija “No sirds Latvijai” uzskata, ka šāda divkosība ir pretrunā ar sociālo atbildību un sociālo taisnīgumu. Jāņem arī vērā tas, ka apmēram 70 procenti pensionāru dzīvo nabadzībā vai tuvu tai. Tāpēc partija “No sirds Latvijai” ierosinās pilnveidot likumu “Par valsts pensijām”, paredzot iepriekš netaisnīgi aprēķināto pensiju pārrēķinu un kompensāciju izmaksu. Šodien mēs saņēmām jeb, pareizāk būtu teikt, nesaņēmām atbildes uz deputātu jautājumiem par grozījumiem likumā “Par valsts pensijām”. Kārtējo reizi Finanšu ministrija nespēj atbildēt uz jautājumiem pēc būtības – kāpēc netiek plānoti un īstenoti reāli valsts pamatbudžeta ieņēmumu palielināšanas vai pamatbudžeta izdevumu samazināšanas pasākumi, bet to vietā fiskālā disciplīna valstī ir jānodrošina uz pensionāru rēķina. Vēl jo vairāk ministrijas nihilistisko attieksmi demonstrē atbilde, ka Fiskālās disciplīnas likums nosaka, ka budžeta deficīta slieksni var pārsniegt, palielinot tos izdevumus, kuri nepieciešami gadījumā, ja jāizpilda Satversmes tiesas spriedumi. Vai tiešām sabiedrībai ir jārisina jautājumi vispirms Satversmes tiesā, lai valdība nodrošinātu taisnīgu sociālo politiku? Šāda atbilde ir papildu pierādījums Valsts kontroles secinājumiem par valsts institūciju 2014.gada pārskatiem. Valsts kontrole atkal konstatēja, ka joprojām daudzās institūcijās netiek ievēroti labas pārvaldības principi. Nav atbildības par nodokļu maksātāju līdzekļu racionālu un efektīvu izlietošanu, un ir konstatēti neatbilstoši valsts budžeta plānošanas un jau piešķirtās naudas izmantošanas gadījumi. Piemēram, 2014.gadā ir palielinājušies prettiesiski un nepamatoti avansa maksājumi, sasniedzot jau vairāk nekā 2,8 miljonus eiro. Nauda avansā maksāta gan par neizpildītiem darbiem, gan par nesaņemtiem pakalpojumiem. Izskatās, ka 2015.gadā šīs tradīcijas turpināsies, jo Saeimas Budžeta un finanšu (nodokļu) komisijā regulāri tiek iesniegti un izskatīti jautājumi par finansējuma pārdali un papildu līdzekļu piešķiršanu ministrijām. Diemžēl mainīt šo valdības un ierēdņu attieksmi nav iespējams, ja netiks mainīta attieksme pret sabiedrību un prasīta atbildība no ierēdņiem. Tāpēc vajag būtiski pilnveidot gan tiesībsargājošo iestāžu, gan tiesu sistēmas darbu. Mēs sagaidām, ka Ivars Bičkovičs, kuru šodien atkārtoti ievēlēja Augstākās tiesas priekšsēdētāja amatā, rīkosies aktīvi, īstenos izvirzītos mērķus, gan noslēdzot Augstākās tiesas reformu, gan stiprinot Tieslietu padomes lomu un funkcijas, gan stiprinot tiesu priekšsēdētāju un tiesnešu atbildību.
