Tiesībsargājošo iestāžu nespēja veikt savus pienākumus, labas pārvaldības un atbildības trūkums valsts pārvaldē ir radījis situāciju, ka par nelikumīgiem un nelietderīgiem valsts budžeta izdevumiem valsts amatpersonas paliek nesodītas.
