Kopumā šī nedēļa Latvijā bijusi dažādiem politiski svarīgiem notikumiem bagāta, un tāda bija arī šī Saeimas sēde, un arī komisijās tika skatīti vairāki būtiski jautājumi. Vēlos izcelt dažus no tiem. Saeimas Aizsardzības, iekšlietu un korupcijas novēršanas komisijā tika skatīti grozījumi Imigrācijas likumā. Nacionālā apvienība principiāli iebilda pret to, ka likums tika atvērts ar iemeslu samazināt sliekšņus termiņuzturēšanās atļauju iegūšanai apmaiņā pret nekustamo īpašumu iegādi. Tāpēc mūsu priekšlikumi paredz sakārtot termiņuzturēšanās atļauju piešķiršanas pašreizējo sistēmu. Tie paredz, piemēram, nodrošināt, ka termiņuzturēšanās atļauju nevar saņemt ārvalstnieks, kuram ir nodokļu parādi, kā arī gadījumos, kad aizdevums īpašuma iegādei tiek prasīts kredītiestādē, kura nav Eiropas Savienībā reģistrēta kredītiestāde. Pašreizējā kārtība nenosaka, ka, iegādājoties īpašumus, būtu nepieciešams konkrēti norādīt naudas līdzekļu izcelsmi. Līdz ar to viens no veidiem, kā kriminālās aprindas izmanto Latviju, lai veiksmīgi legalizētu savu netīro naudu, ir termiņuzturēšanās atļauju iegūšana apmaiņā pret nekustamā īpašuma iegādi. Tas nav pieļaujams. Kopumā Nacionālā apvienība iesniegusi pārdesmit priekšlikumus likuma grozījumiem. Un vēlos atgādināt, ka Nacionālā apvienība principiāli iestājas pret termiņuzturēšanās atļauju tirgošanu. Ieviestā prakse, ka termiņuzturēšanās atļaujas tiek piešķirtas apmaiņā pret nekustamo īpašumu iegādi, būtu pilnībā jāpārtrauc. Šonedēļ nerimās diskusija... un, domājams, turpmākajos mēnešos joprojām aktuāls paliks jautājums par patvēruma meklētājiem un nelegālo imigrantu kvotām. Jautājumu šonedēļ skatīja gan Koalīcijas padomē, gan Saeimas Ārlietu komisijā. Un tiek plānots, ka kopējo Latvijas pozīciju izstrādās Iekšlietu ministrija. Bēgļu un patvēruma meklētāju krīze Eiropā ilgstoši bijis viens no šķietami neatrisināmiem jautājumiem līdz pagājušajam mēnesim, kad Vidusjūrā nedēļas laikā, migrantu kuģiem apgāžoties, bojā gāja ap tūkstoš cilvēku. Latviešiem došanās bēgļu gaitās nav sveša. Un, pretojoties kvotu ieviešanai attiecībā uz nelegāli ieceļojošu imigrantu uzņemšanu, netiek noliegta nepieciešamība sniegt patvērumu tiem, kuri savā mītnes zemē saskaras ar reālu savas dzīvības apdraudējumu. Taču priekšlikums, kuru šobrīd steidzamā kārtā virza Eiropas Savienība, paredz nelegālo imigrantu uzņemšanai ieviest kvotu sistēmu, kura būtu jāievēro visām Eiropas Savienības dalībvalstīm, uzsverot nepieciešamību dalībvalstīm solidarizēties šīs krīzes risināšanā. Aiz solidarizācijas, kas visbiežāk ir labprātīgs, nevis piespiedu lēmums, slēpjas kvotu sistēmas ieviešana. Katrai dalībvalstij, balstoties uz tās IKP, iedzīvotāju skaitu, bezdarba līmeni un aktuālo izmitināmo patvēruma meklētāju skaitu, tiks noteikts konkrēts nelegālo imigrantu skaits, kas tai būs jāuzņem. Zem solidaritātes retorikas tiek mēģināts virzīt nekvalitatīvi izstrādātu, nepārdomātu un lielai daļai Eiropas Savienības dalībvalstu pilnīgi nepieņemamu sistēmu. Jāatgādina, ka imigrācijas politikas jautājumi ir katras dalībvalsts pārziņā, un šādu dokumentu virzīšana ir pretrunā ar Eiropas Savienības līgumiem. Diemžēl kārtējo reizi jāsecina, ka izvēlēta koncentrēšanās uz simptomiem, ignorējot cēloņus un iespējas tos novērst vai vismaz stiprināt Eiropas Savienības robežu kontroli un ieceļojošo indivīdu pārbaudi, un atbalstīt tos, kuri patiešām ir patvēruma, nevis labākas dzīves, kas iegūta, apšmaucot sistēmu, meklētāji. Nenoliedzot Eiropas Savienības valstu kopējo atbildību par pašreiz jau par humanitāro krīzi kļūstošo bēgļu problēmu, uzskatu, ka jāmeklē citi racionāli, patiešām solidāri un uz atbalstu vērsti risinājumi, kas gan palīdzēs bēgļu kopienām, gan nenostādīs Eiropas Savienības valstis ķīlnieču lomā. Savā ziņā līdzīgs ir jautājums par ģenētiski modificēto pārtiku, par kuru arī šodien lēma Saeimas sēdē. Nacionālā apvienība atbalstīja likumprojekta “Grozījumi Ģenētiski modificēto organismu aprites likumā” virzību. Likumprojekts paredz tiesības katrai Eiropas Savienības dalībvalstij izvēlēties, vai tā vēlas atļaut, ierobežot vai aizliegt ģenētiski modificēto kultūraugu audzēšanu. Nacionālā apvienība atbalsta šo likumprojektu, jo tas paredz, ka Latvijai ir ekskluzīvas tiesības pašai izlemt, ko tai darīt, nevis paredz, ka šī iespēja ir Eiropas Savienības gaiteņos noteikta. Šis fakts ir īpaši būtisks, ņemot vērā, ka drīzumā plānots noslēgt ASV un Eiropas savstarpējās brīvās tirdzniecības līgumu. ASV salīdzinājumā ar Eiropu ĢMO ir daudz vairāk izplatīti, tur uz to skatās daudz relaksētāk nekā Eiropā. Un, noslēdzot frakcijas viedokli, vēlos informēt, ka Nacionālā apvienība vakardien oficiāli Valsts prezidenta amata kandidatūrai nolēma virzīt Eiropas Savienības Tiesas tiesnesi, starptautisko tiesību un politikas ekspertu Egilu Levitu.
