Šodien es vēlos paust frakcijas SASKAŅA viedokli par Ministru kabineta izstrādāto likumprojektu “Bijušās Valsts drošības komitejas dokumentu zinātniskās izpētes likums”. Saskaņā ar likumu “Par bijušās Valsts drošības komitejas dokumentu saglabāšanu, izmantošanu un personu sadarbības fakta ar VDK konstatēšanu” VDK dokumentu zinātnisko izpēti veic Ministru kabineta izveidotā speciālā starpdisciplinārā komisija. Likumprojekts ietver regulējumu, kas nodrošina komisijas darbību tās uzdevumu veikšanai – atrisina finansiālo jautājumu un informācijas aizsardzību. Likumprojekts paredz komisijas locekļiem un citām VDK dokumentu zinātniskajā izpētē iesaistītajām personām pienākumu ievērot... pienākumu par informācijas neizpaušanu. Tādējādi komisijā un VDK dokumentu pētniecībā iesaistītajām personām būs tāds pats pienākums par informācijas neizpaušanu un atbildība kā Totalitārisma seku dokumentēšanas centra darbiniekiem. Jaunā likuma projektā arī noteikts, ka VDK dokumentu zinātniskās izpētes rezultāti ir ierobežotas pieejamības informācija. Likumprojekts paredz, ka Izglītības un zinātnes ministrijai līdz 2018.gada 1.augustam jāiesniedz Ministru kabinetā informatīvais ziņojums par VDK dokumentu zinātniskās izpētes rezultātiem. Pēc frakcijas SASKAŅA domām, izskatās, ka Ministru kabinets vienkārši ir izmisumā, jo nevar normāli organizēt savu darbu šajā jautājumā. Valdība pērn piekrita VDK dokumentu izpētes komisijas administrēšanas darbu nodot Tieslietu ministrijai, savukārt 7.aprīlī valdība nolēma komisiju nodot atpakaļ Izglītības un zinātnes ministrijas paspārnē, un pašlaik likums nosaka, ka VDK dokumenti būs publiski pieejami pēc to zinātniskās izpētes, kas būs jāveic vēl trīs gadus – līdz 2018.gadam. Pēc būtības tas ir procesa likums ar slepenības režīmu un papildu šķēršļiem, kuri neveicina nekādu atklātību. SASKAŅA neatbalsta šādu Ministru kabineta piedāvājumu, un es vēlos atgādināt, ka Saeima pirms divām nedēļām – 23.aprīlī – noraidīja frakcijas SASKAŅA deputātu iesniegto likumprojektu, kas paredzēja atklāt LPSR Valsts drošības komitejas maisu saturu. Frakcijas SASKAŅA deputāti uzskata, ka atklātība šajā jautājumā nodrošinās objektīvu pētniecību un sociālās atmiņas politikas veidošanu, jo saliedētai, sevi izprotošai sabiedrībai ir svarīgi, lai informācija būtu pieejama ne vien šauram pētnieku lokam, bet ikvienam aktīvam sabiedrības loceklim. Lai arī ir bijuši viedokļi par labu VDK maisu iznīcināšanai, šodien tajos esošais informācijas saturs tiek izmantots, lai manipulētu gan ar sabiedrības viedokli, gan ar atsevišķu šajos maisos esošu cilvēku rīcību, tāpēc SASKAŅA uzskata, ka situācija jāmaina un saturs jāatklāj.
