Es gan iebildīšu iepriekšējam runātājam no Zaļo un Zemnieku savienības frakcijas, jo, man šķiet, tieši šodien mēs virzījām jautājumu par iekrāsoto bezakcīzes dīzeļdegvielu lauksaimniekiem. Mums ir izdevies arī sarunās ar Finanšu ministriju un citām iesaistītajām pusēm panākt to. Saprotot un izprotot, ka lauksaimniekiem šobrīd ir ārkārtīgi grūti tik ātrā laikā piemēroties jaunajiem noteikumiem, mēs esam līdz šī gada 30.oktobrim atlikuši iekrāsotās dīzeļdegvielas, bezakcīzes dīzeļdegvielas, ieviešanu, jo bija paredzēts to ieviest faktiski jau tuvākajā laikā. Līdz ar to, es domāju, šis jautājums pagaidām ir vismaz atlikts un lauksaimniekiem būs iespēja šo sezonu nostrādāt pēc vecās kārtības. Šodien Saeimas sēde bija relatīvi īsa, bet papildus šim jautājumam par bezakcīzes dīzeļdegvielu bija vēl vairāki, ko būtu vērts pieminēt. Viens no tiem ir likumprojekts “Repatriācijas likums”. Šī likuma mērķis ir sekmēt un atbalstīt Latvijas pilsoņu, latviešu un lībiešu (līvu) izcelsmes personu un viņu ģimenes locekļu pārcelšanos uz pastāvīgu dzīvi Latvijā un viņu adaptāciju. Šis likumprojekts ir izstrādāts tieši tādēļ, lai repatriantiem pirmajā laika posmā pēc pārcelšanās uz dzīvi Latvijā palīdzētu adaptēties. Otrs, manuprāt, nozīmīgs likumprojekts, kas šobrīd ir iesniegts Saeimā un atbalstīts Saeimas sēdē, ir “Grozījumi Aizsargjoslu likumā”, jo šībrīža normatīvais regulējums liedz 10 metru aizsargjoslās veikt galveno cirti un 50 metru aizsargjoslās – kailcirti. Pastāvot šādiem nosacījumiem, mežu īpašnieki baltalkšņu audzēs – tieši baltalkšņu! – mežsaimniecisko darbību praktiski neveic, jo mežsaimnieciskās darbības izdevumi pārsniedz ieņēmumus jeb, citiem vārdiem sakot, šo baltalkšņu audžu kopšana ir nerentabla. Un tieši no šīm platībām upēs nokļūst lielākā daļa pāraugušo un trupes skarto baltalkšņu! Ja atceltu ierobežojumus baltalkšņu audžu apsaimniekošanai, virszemes ūdensobjektu aizsargjoslās zemes īpašnieki varētu novākt trupošās baltalkšņu audzes un veidot mērķtiecīgi apsaimniekotas mežaudzes, ko faktiski arī pieprasa likums – Meža likums, kas paredz obligātu nocirstās mežaudzes atjaunošanu un turpmāku kopšanu. Turklāt laikā, kad Laimdota Straujuma bija zemkopības ministre, mēs izstrādājām lauku attīstības plānu, kas paredz to, ka mūsu, Latvijas, galvenie resursi – lauksaimniecības zeme un meži... Runājot konkrēti par mežiem, tur ir paredzēts, ka tie ir jāapsaimnieko produktīvi, efektīvi, un šeit mūsu tautsaimniecībai tiešām ir lielas rezerves. Un šis ir mazs solītis uz to, lai mēs sakārtotu to visu. Protams, šodien tika skatīts arī jautājums par bijušās Valsts drošības komitejas dokumentu zinātniskās izpētes likumu. Tas ir jautājums par šo VDK dokumentu izpētes komisiju. Šobrīd likumprojekts ietver regulējumu, kas nodrošina komisijas darbību, tās uzdevumu veikšanu, – atrisina finansiālo jautājumu, kā arī jautājumu par informācijas aizsardzību. Un papildus varu piebilst, ka pirmajā lasījumā mēs šodien atbalstījām likumprojektu “Grozījumi Patērētāju tiesību aizsardzības likumā”. Ar šiem grozījumiem plāno ieviest patērētāju ārpustiesas strīdu risināšanu, un tas nozīmē, ka ne vienmēr strīdos par to, kāda kvalitāte ir kurpēm vai kādām citām lietām, ko jūs esat iegādājušies, būtu jāiet uz tiesu. Būs izveidota atsevišķa institūcija, kura šo procesu atvieglos; daudz vienkāršāk, ātrāk to visu varēs izdarīt, un tas, protams, cilvēkiem būs daudz patīkamāk. Vēl es vēlos piebilst, ka, manuprāt, nākošnedēļ risināsies ļoti nozīmīgi notikumi, jo 11.maijs ir tā diena, kad koalīcijas partijas ir vienojušās nonākt pie viena kandidāta Valsts prezidenta amatam. Tātad mēs šobrīd esam jau ļoti tuvu tai dienai, kad mums būtu jāizvēlas nākamā... pirmā, svarīgākā Latvijas valsts amatpersona. Un šajā gadījumā es ceru, ka Zaļo un Zemnieku savienības frakcijai tiešām ir nopietni nolūki attiecībā uz Raimonda Vējoņa kandidatūru, ka tā viņu, iespējams, virzīs. Un tad, pirmdien, arī mēs, frakcija VIENOTĪBA, ļoti nopietni izvērtēsim Raimonda Vējoņa kandidatūru. Protams, arī mums pašiem ir ļoti spēcīgi kandidāti, kurus mēs esam nosaukuši, kā, piemēram, eiroparlamentārietis un bijušais aizsardzības ministrs un bijušais ārlietu ministrs Artis Pabriks, Sandra Kalniete un citi. Bet pirmdien tad mēs arī lemsim. Un, manuprāt, šajā procesā vissvarīgākais: lai rūpētos arī par Saeimas reputāciju un cilvēku, teiksim, attieksmi pret politiķiem, vissvarīgāk ir vienoties par vienu kandidātu. Tas nozīmētu skaidru, sabiedrībai saprotamu procesu, lai nebūtu tā, kā tas ir bijis iepriekšējās reizēs, kad tas ir bijis necaurskatāmi, necaurspīdīgi. Ja nav šādas skaidrības, tas raisa bažas un aizdomas par to, ka kaut kādas politiskās spēlītes varētu notikt. Bet, protams, vēl viens nozīmīgs jautājums šajā kontekstā ir par to, ka VIENOTĪBA vienmēr ir uzsvērusi, ka, lai šo procesu padarītu caurskatāmu, atklātu un saprotamu, būtu jāpieņem grozījumi Satversmē, lai padarītu Valsts prezidenta vēlēšanas atklātas. Jo ir bijuši ļoti neērti brīži Saeimas vēsturē, kad žurnālisti ir iztaujājuši deputātus un deputāti ir atzinušies, par ko viņi ir balsojuši, bet, salīdzinot ar reālajiem rezultātiem, ir izrādījies, ka deputāti – piedodiet! – melo. Un tas absolūti neceļ Saeimas prestižu, tas, tieši pretēji, to grauj, un tāpēc šādi grozījumi būtu nepieciešami. Diemžēl Saeimā šobrīd nav pietiekami daudz balsu, citas partijas neatbalsta šos grozījumus Satversmē, lai padarītu šo vēlēšanu procesu atklātu, un tāpēc man ir tāda ķecerīga doma. Es aicinātu kolēģus šo atklāto procesu nodrošināt pašiem: iesaku deputātiem, ejot balsot par Latvijas Valsts prezidentu, paņemt savas mobilās ierīces – tām visām ir kameras! – un nofiksēt to, kā viņi ir balsojuši. Līdz ar to visiem būs saprotams – iespējams, vismaz par pusi no deputātiem –, kā viņi ir nobalsojuši, un nebūs vairs vietas šādām... nu, tādām slepenām spēlēm jautājumā par to, kādā veidā tiek ievēlēts Latvijas Valsts prezidents.
