Saeimas šīsdienas sēdē tika skatīti gan pagājušajā nedēļā neizskatītie darba kārtības punkti, gan arī notika vēl viena Saeimas sēde ar dažādiem būtiskiem un nozīmīgiem jautājumiem. Kā būtiskākos es akcentēšu divus no tiem. Pirmām kārtām tika skatīts likumprojekts “Pašvaldību finanšu izlīdzināšanas likums”, kas paredz izstrādāt jaunu modeli, kā finansiāli tuvināt nabadzīgākās pašvaldības turīgākajām. Pašreizējā kārtība tā arī līdz galam nav atrisinājusi to, ka visas pašvaldības spētu apmierināt savas finansiālās vajadzības, tāpēc ik gadu pašvaldības saņēma arī valsts finansējumu. Bija radušās arī citas problēmas esošā modeļa ietvaros, jo, piemēram, pēc administratīvās reformas veikšanas finanšu sadalījums kļuva neproporcionāls iedzīvotāju skaitam novados attiecībā pret republikas pilsētām. Un arī vēl dažādu citu iemeslu dēļ bija pamats ieviest sistemātiskas izmaiņas. Jaunā modeļa būtiskākā atšķirība ir tā, ka visvairāk iegūst tās pašvaldības, kuras nodarbojas ar saimniecisko darbību, kā arī tās, kurās ir veikta virkne citu uzlabojumu. Lai gan Nacionālā apvienība atbalstīja šos grozījumus, tomēr mēs neesam līdz galam apmierināti ar Finanšu ministrijas piedāvājumu un tāpēc uz otro lasījumu iesniegsim konkrētus priekšlikumus šī likumprojekta uzlabošanai. Šobrīd problēmu mēs saskatām tajā, ka galvenie ieguvēji no jaunā modeļa tik un tā paliks lielās pilsētas un attīstības centri, kuriem jau tāpat ir pieejami papildu līdzekļi kaut vai, piemēram, ar Eiropas Savienības fondu starpniecību. Tāpēc viens no iespējamiem variantiem, kuru Nacionālā apvienība plāno virzīt, ir noteikt speciālu kritēriju, kas atbalstītu tieši tās teritorijas, kuras atrodas valsts pierobežā, un, tieši pretēji, – samazināt kritērijus attiecībā uz teritorijām, kuras atrodas kāpu aizsargzonās, jo ir paredzams, ka pēc jaunā modeļa lielākā daļa Latgales saņems mazāk. Pēc mainītiem kritērijiem gan Latgale, gan Ziemeļvidzeme, gan Dienvidkurzeme saņemtu vairāk no šī izlīdzināšanas fonda. Papildus tam Nacionālā apvienība uzskata, ka, lai patiešām panāktu likuma mērķi par pašvaldību finanšu izlīdzināšanu, būtu jāievieš papildu apgrūtinājumi attiecībā uz republikas pilsētām, jo pašreiz piedāvātajā likumprojekta redakcijā tiek būtiski stiprināts tas, ka lielākās ieguvējas no jaunās sistēmas būs tieši lielākās pilsētas. Otrs jautājums, kurš, mūsuprāt, ir būtisks Latvijas iedzīvotājiem, ir grozījumi Patērētāju tiesību aizsardzības likumā, kas paredz ierobežot tā saucamo ātro kredītu biznesu. Šis visnotaļ ienesīgais bizness ir iedzinis parādu jūgā ļoti daudz Latvijas iedzīvotāju un ģimeņu. Grozījumi paredz ierobežot parādsaistību apmērus, jo pašlaik iespējamais parāds var vairākas reizes pārsniegt aizdevuma summu. Nacionālā apvienība uzskata, ka šī biznesa nozare būtu vēl vairāk jāierobežo. Līdz ar to mūsu priekšlikumi paredzēja ierobežot aizdevēju darba laiku un palielināt cilvēku vecumu, no kura var pieteikties ātrā kredīta aizdevuma saņemšanai. Mēs, piemēram, paredzam noteikt, ka soda naudas apmērs par kavējumu nevar pārsniegt 100 procentus no aizdevuma, kā arī vēl citus ierobežojumus. Ja šos priekšlikumus pieņemtu, tie būtiski aizsargātu Latvijas patērētājus no nesamērīgām parādsaistībām un spētu ieviest samērīgumu attiecībā uz aizņemtā kredīta un soda naudas apmēru. Un visbeidzot. Nacionālās apvienības vārdā vēlos sveikt visus klausītājus tuvojošajos valsts svētkus – 4.maijā un aicinu ikvienu piedalīties gan publiskajos pasākumos, gan arī šaurākā ģimenes lokā atzīmēt šo būtisko notikumu, kas norisinājās pirms nu jau vairāk nekā 25 gadiem, tik tiešām izvērtēt katram un uzdot sev jautājumu: “Kādēļ man ir nepieciešama šī valsts?” Paldies par jūsu uzmanību!".
