Proti, pirmais – tā ir ziņa zemniekiem. Budžeta un finanšu (nodokļu) komisija ir sagatavojusi atsevišķu likumprojektu “Grozījumi likumā “Par akcīzes nodokli””, kas paredz grozīt pārejas noteikumus un tādējādi atlikt nepieciešamību iezīmēt jeb iekrāsot degvielu, kas paredzēta lauksaimniecības vajadzībām. Proti, šis grozījums paredz likuma spēkā stāšanos pārcelt no 1.jūlija uz šā gada 30.oktobri. Šis grozījums nepieciešams tādēļ, lai ļautu zemniekiem sagatavoties šai lietai. Un patiesībā šobrīd ar iesaistītajām organizācijām vēl notiek ļoti plašas diskusijas, kādu modeli Latvija izvēlēsies, un mums ir iespējas par to vēl diskutēt tātad faktiski līdz rudenim. Es domāju, ka šī ir ļoti laba ziņa zemniekiem. Otra, manuprāt, laba ziņa visiem Latvijas iedzīvotājiem: mēs esam uzsākuši darbu pie likumprojekta “Pašvaldību finanšu izlīdzināšanas likums”. Pirmām kārtām es gribu teikt paldies Finanšu ministrijai, kas ir spējusi samērā īsā laikā šo likumprojektu izstrādāt un apspriest ar visām Latvijas pašvaldībām. Diskutējamā vēl ir daudz, bet sākums, manuprāt, ir ļoti labs. Mēs šodien noteicām šim likumprojektam steidzamību, un tā bija nepieciešama saistībā ar nākamā gada budžeta plānošanas grafiku, jo likumam ir jābūt līdz galam pieņemtam šajā, pavasara, sesijā, lai valdība, strādājot pie nākamā gada budžeta un turpmāko gadu budžetiem, varētu visus šos skaitļus ņemt vērā. Jaunajā likumprojektā ir daudzas ļoti svarīgas lietas. Pirmkārt, tas atvieglos pašvaldību finanšu prognožu aprēķināšanu, kas līdz šim bija ļoti smagnēja. Otrkārt, tas stimulēs pašvaldības attīstīt savu saimniecisko darbību, jo no to aktivitātes būs atkarīgs arī šis saņemamās vai maksājamās naudas summas lielums izlīdzināšanas fondā. Un formula, kas ir iestrādāta likumprojektā, ir samērā vienkārša. Dažos vārdos to raksturošu: tiek aprēķināts nosacītais iedzīvotāju skaits pašvaldībā, kur ietilpst visi pašvaldības iedzīvotāji... ar koeficientu 1, un papildu koeficienti ir bērniem līdz skolas vecumam; cits – lielāks – papildu koeficients ir skolas vecuma bērniem, un ir arī papildu koeficients pensionāriem, plus vēl arī papildu koeficients par teritorijas lielumu. Šajā formulā tiek izlīdzināti 60 procenti no starpības, kas ir pašvaldības vērtētie ieņēmumi, un vidējais līmenis Latvijas pašvaldībās uz vienu iedzīvotāju. Galarezultāts būs tāds: šobrīd starp bagātāko un trūcīgāko Latvijas pašvaldību ir piecas reizes liela starpība, turpretim pēc izlīdzināšanas mehānisma pielietošanas šī starpība samazināsies līdz divām reizēm. Un nobeigumā, dārgie radioklausītāji, vissirsnīgākie sveicieni jums visiem un jūsu tuvajiem cilvēkiem Latvijas valsts atjaunošanas svētkos – 4.maijā! Paldies.".
