• 2015_04_30_297-seq411 spokenText "  Labdien, cienījamie radioklausītāji! Es runāšu īsi. Latvijas Reģionu apvienības vārdā gribu pieskarties tikai diviem jautājumiem – diviem likumprojektiem. Pirmais – par partiju finanšu palielināšanu. Esam šodien gandarīti, ka tomēr vairums deputātu šajā brīdī nepiekrita... neatbalstīja šo partiju finansējuma palielinājumu, un tam ir daudz iemeslu, ne tikai tie, kurus uzskaitīja kolēģis. 600 tūkstoši, kas būtu nepieciešami, varbūt nav tāda summa, kas ļoti būtiski ietekmētu nākošā gada vai tuvāko gadu budžetus, par ko mēs varētu diskutēt, tomēr mēs uzskatījām, ka tā ir saruna par mūsu pašu attieksmi pret vēlētājiem, par solījumiem. Neatkarīgi no tā, no kura brīža stājas spēkā šie partiju finansējuma likuma grozījumi, tomēr ir svarīgi par tiem šajā brīdī diskutēt, pirmkārt, un, otrkārt, tos arī noraidīt, un tas arī rezultātā tika izdarīts. Protams, mēs neesam pret to, ka partijām būtu jāsaņem finansējums no valsts budžeta, un tomēr tam ir jābūt samērīgam. Un viens no mūsu priekšlikumiem būtu zināmā mērā to piesaistīt iekšzemes kopproduktam (ja reiz tas palielinās summāri, tad palielinās arī šis finansējums, bet ja tas samazinās, tad samazinās arī partiju finansējums), nevis noteikt konkrētu summu. Tas bija viens tāds mazs priekšlikums, ko es paudu debatēs, un mani kolēģi arī... vairāki, kuri piedalījās, izteica savus viedokļus, jo mums šis likumprojekts bija ļoti svarīgs, atbildot uz mūsu vēlētāju izteiktajiem viedokļiem. Otrs jautājums ir par pašvaldību finansējumu, par jauno likumu – Pašvaldību finanšu izlīdzināšanas likumu, kurš ir ļoti nepieciešams pašvaldībām un par kuru Latvijas Pašvaldību savienība un tajā ietilpstošās visas Latvijas pašvaldības jau ir diskutējušas vairākkārt un ilgstoši, un tomēr mēs uzskatījām, ka šajā brīdī steidzamība varbūt nebija tas veids, kādā tas būtu jārisina. Ir jādod iespēja pašvaldībām to vēl izdiskutēt, tāpēc mēs balsojām pret steidzamību, bet katrā ziņā mēs atbalstām šī likumprojekta tālāku virzību ar domu sakārtot pašvaldību finanšu izlīdzināšanas sistēmu, un aicinu visas Latvijas pašvaldības, kuras varbūt klausās šos frakciju viedokļus, būt aktīvām, pašām aktīvi paust savus viedokļus caur partiju frakcijām, iesniegt tos. Priekšlikumu iesniegšanas termiņš ir 15.maijs, kas, kā zināms, sakrīt ar Latvijas Pašvaldību savienības kongresu, kurš notiks Smiltenē šogad. Es ceru, ka mēs līdz tam arī saņemsim no jums zināmus priekšlikumus un varēsim, es domāju, vēl turpināt diskusiju par šī likuma uzlabojumiem. Un treškārt. Es gribu Latvijas Reģionu apvienības vārdā uzrunāt Latvijas iedzīvotājus sakarā ar svētkiem, kuri tuvojas šajās dienās, kurus mēs visi atzīmēsim gan valstī, gan... es aicinu šo svētku noskaņu radīt arī ģimenēs, būt aktīviem un apzināties to, cik patiesībā skaistā, brīvā un neatkarīgā valstī mēs dzīvojam un cik daudz mums ir dots. Tāpēc es visus sveicu mūsu Latvijas valsts neatkarības atjaunošanas svētku reizē un aicinu visus aktīvi piedalīties svētku norisēs. Paldies.".

All Latvian authorities have already discussed many times and long, and yet we believed that, at this point, the urgency was not the way in which it should be dealt with by the local authorities, which is why we voted againstbut, in any case, we are in favour of moving the bill forward with the idea of a system of municipal financial smoothing, and I call on all the local authorities, who may listen to the views of those factions, to be active, to actively express their opinions via party factions ,the deadline for submission of the proposal is 15 May, which, you know, the Congress of the Latvian Local Government, which will take place in Smiltené this year, I hope that we will also receive some proposals from you in the meantime, and I think that further discussion will continue.
