Vēl vairāk - mums nebūs tāda pienesuma, kāds ir bijis agrāk, piemēram, izveidojot Augstākās tiesas Administratīvo lietu departamentu, kurš faktiski ir izveidojies, izraugoties tiesnešus no augsti kvalificētiem labākajiem mācībspēkiem ar doktora zinātnisko grādu no Latvijas Universitātes. Kāds būs visa tā rezultāts? Atbalstot šo priekšlikumu, faktiski nekāda veida attīstība attiecībā uz tiesnešiem, kuri tagad ieņem savus amatus apgabaltiesās un ir ar doktora grādu un perspektīvu strādāt tiesā nākotnē ar iespējamu paaugstinājumu un savas kapacitātes... kvalitātes celšanu, arī ar tiesu kvalifikācijas celšanu, absolūti nenotiks. Tas ir pirmkārt.
