Mans mērķis, piesakoties debatēt, īstenībā bija tāds - uzrunāt jūs un aicināt nebalsot “par” steidzamības statusa piešķiršanu šim likumprojektam. Diemžēl tas fakts jau ir noticis, bet es gribu pateikt tos argumentus, kurus es katrā ziņā būtu teikusi arī iepriekš, runājot par šo jautājumu. Saistībā ar pēdējām atziņām, ko Ašeradena kungs izteica par Latvijas Pašvaldību savienības domes lēmumu, es gribu jums teikt, ka domes lēmums tomēr skan citādi un ar to jūs varat iepazīties, jo Latvijas Pašvaldību savienība ir nosūtījusi katram Saeimas deputātam šo dokumentu paketi, kurā ir gan domes lēmums, gan analīze šim likumprojektam, gan informējošie papildu materiāli, un, ja jūs vēlaties izveidot savu patstāvīgu viedokli par šo jautājumu, tad jūs to ļoti labi varat izdarīt. Bet es tomēr atkārtošu un pateikšu, ka galvenās atziņas domes lēmumā ir tādas, ka jaunais modelis satur atsevišķus pozitīvi vērtējamus elementus, taču kopumā nenodrošina pašvaldību ilgtspējīgu finansēšanu, jo pārkāpj galveno līdz šim atzīto principu - valsts līdzatbildību par reģionālo attīstību. Jaunais modelis perspektīvā pēc pārejas perioda daļai pašvaldību pasliktina finansēšanas iespējas, un tāpēc domes lēmuma 1.punkts ir domes aicinājums, ka nav pieļaujama steidzamības noteikšana Saeimā iesniegtajam jaunajam likumprojektam “Pašvaldību finanšu izlīdzināšanas likums”, jo, lai šis likums varētu tiešām pozitīvi darboties, sekmēt pašvaldību demokrātijas attīstību, pašvaldību nostiprināšanu, ir jānovērš vairāki būtiski trūkumi. To varētu izdarīt normālā šī likumprojekta izskatīšanas gaitā, jo tad būtu pietiekams laiks šīm diskusijām komisijās. Un mans viedoklis ir tāds, ka šis jautājums būtu jāskata ne tikai Budžeta un finanšu (nodokļu) komisijā, bet arī Valsts pārvaldes un pašvaldības komisijā, kā arī Tautsaimniecības, agrārās, vides un reģionālās politikas komisijā. Jo mēs visi zinām, ka nauda - tā ir koncentrēta politika. Vai arī otrādi: politika - tā ir nauda. Un, ja mēs nopietni nerunājam par šiem jautājumiem, tātad mēs nopietni nerunājam par visām tām politikām, kuras pašvaldībām jārealizē, gan pildot uzdevumus, kas izvirzīti ministriju izstrādātajos valsts politikas dokumentos, gan arī... Kā mēs atceramies, tad demokrātiskā valstī pašvaldībām ir tiesības arī pašām uz savu politiku, par ko te vispār netiek runāts. Runājot par šo jautājumu, es gribētu pieminēt notikumu, kas visai klusi un nemanāmi pagāja garām pagājušajā nedēļā gan sabiedrībai, gan arī acīmredzot lielākajai daļai no jums, kolēģi! Tā bija Latvijas Zinātņu akadēmijas un Latvijas Pašvaldību savienības kopīgi rīkotā konference “Vietējo padomju loma Latvijas neatkarības atgūšanā”. Un šajā konferencē un arī pēc tam... Šī ir tā grāmata, kurā ir apkopoti gan vēstures materiāli, gan liecības, gan zinātnieku viedokļi par šo periodu! Tālavs Jundzis, profesors Tālavs Jundzis, tās ievadtekstā ir pateicis to pašu kvintesenci par pašvaldībām.
