Un šajā likumā, ko patiesībā mūsu pašvaldības jau ļoti sen gaida, ir, komisijasprāt, vairākas ļoti būtiskas normas. Pirmām kārtām es gribētu atzīmēt to, ka finanšu izlīdzināšanas formula ir vienkārša, samērā labi saprotama un ļoti racionāla. Tātad - kā darbojas šī jaunā finanšu izlīdzināšanas formula? Izvērtējot pašvaldību ieņēmumus, tiek konstatēts, kurai pašvaldībai tie ir vislielākie, rēķinot uz vienu nosacīto iedzīvotāju. Un, proti, ir jāpaskaidro arī nosacītā iedzīvotāja jēdziens. Uzskaitot pašvaldībā deklarēto iedzīvotāju skaitu un ņemot katru cilvēku kā vienu vienību, kam papildus tiek pieskaitīts ar zināmu koeficientu bērnu skaits līdz skolas vecumam, skolas vecuma bērnu skaits, kam atkal ir cits papildu koeficients, un senioru skaits, kam atkal ir papildu koeficients. Tāpat šim nosacīto iedzīvotāju skaitam tiek pieskaitīta ar zināmu koeficientu klāt arī pašvaldības teritorija, ņemot vērā to, ka, jo lielāka ir pašvaldības teritorija, jo pašvaldībai ir vairāk izdevumu infrastruktūras uzturēšanai un līdz ar to ir lielāka šī finanšu nepieciešamība. Pēc tam ar formulas palīdzību, ar koeficientu 60 procenti, tiek izlīdzināta starpība starp šiem svērtajiem ienākumiem uz vienu nosacīto iedzīvotāju līdz vidējam līmenim valstī. Šajā jaunajā likumā vairs neparādās tāds jēdziens kā pašvaldības finanšu nepieciešamība, ar ko līdz šim pašvaldībām bija zināmas grūtības. Tagad to var uzzināt laikus, jo tas ir Finanšu ministrijas veikts aprēķins. Pēc vecā likuma strādājot, pašvaldībām pašām bija daudz grūtāk izrēķināt savu tuvāko nākotni, to, kādas būs šīs iespējamās iemaksas vai izmaksas no pašvaldību izlīdzināšanas fonda. Šobrīd... līdz ar jauno likumu, ja tas stāsies spēkā, pašvaldībām strādāt būs daudz vienkāršāk, jo tās pašas varēs veikt šos aprēķinus un tādā veidā arī vieglāk plānot savu nākamo darbību tuvākajiem, nu, piemēram, trim gadiem. Komisija izvērtēja arī laika grafiku. Proti, lai likums stātos spēkā un varētu tikt piemērots jau no nākamā gada 1.janvāra, bet, protams, ar zināmiem pārejas periodiem, tad valdībai, strādājot pie nākamā gada budžeta un pie Budžeta ietvara likuma turpmākajiem trim gadiem, būtu ļoti svarīgi zināt jau šī gada kontrolskaitļus, teiksim tā, vēlākais, jūlijā, lai varētu sekmīgi gatavot budžeta likumprojektu paketi. Un tāpēc pēc intensīvām diskusijām komisija ir nonākusi pie secinājuma, ka pats racionālākais veids, kā mēs varētu virzīties uz priekšu, būtu noteikt pietiekami garu priekšlikumu iesniegšanas termiņu, lai mēs varam uzklausīt Latvijas Pašvaldību savienības un atsevišķu pašvaldību viedokli. Latvijas Pašvaldību savienība savu viedokli nesen ir formulējusi arī savā domes sēdē, kuras rezolūciju mēs esam saņēmuši. Un tur ir vairāki ieteikumi. Tāpēc komisija aicina noteikt likumprojektam steidzamību, lai mēs varētu šajā pavasara sesijā paspēt šo likumprojektu izskatīt un pieņemt, un tas stātos spēkā kā likums. Tāpēc komisijas vārdā es aicinu noteikt likumprojektu par steidzamu.".
