Iesniegto likuma grozījumu autori, nekonsultējoties ar Latvijas Nacionālo arhīvu, tam no 2016.gada 1.janvāra paredz uzlikt Totalitārisma seku dokumentēšanas centra funkcijas, taču nav veikts nekāds aprēķins, cik tas valstij varētu izmaksāt un kā tiks nodrošināts finansējums. Svētais gars šajā jautājumā nepalīdzēs. Uzliekot Latvijas Nacionālajam arhīvam Totalitārisma seku dokumentēšanas centra funkcijas, tam būtu ar izziņām jāapkalpo visa pieprasījumu sistēma. Tāpat tam jau šogad būtu jāapraksta VDK kartotēkas, jāpārņem datubāze un jāpārprogrammē informācija par vairāk nekā 35 tūkstošiem personu, kā arī jāpārņem citi VDK dokumenti un jānodod tie atklātībā no 1.janvāra. Kur tam būtu nauda un kas to darītu? Ja likumprojekta autori nav paredzējuši tam finansējumu, tad to izdarīt ir pilnīgi nereāli. Nododot arhīvam dokumentus un ar likuma grozījumiem paģērot, lai bez atbilstoši nodrošināta finansējuma no 2016.gada 1.janvāra dokumenti būtu pieejami, bet no 2017.gada 1.janvāra tūkstošiem dokumentu būtu publicēti, daļa dokumentu vairs nebūtu pieejama, bet to publicēšanas ideja pilnībā tiktu degradēta. Un, ja kāds mēģinās teikt, ka tam ir nepieciešams novirzīt tos līdzekļus, kas ir domāti VDK dokumentu izpētes komisijas vajadzībām, tad jāatgādina, ka Saeima vēl tikai izskatīs likumprojektu par VDK dokumentu zinātnisko izpēti. Šie līdzekļi līdz zinātniekiem nav nonākuši, un tie ir domāti pilnīgi citām... paredzēti citām vajadzībām. Kvalitatīvus zinātniskus komentārus, kas reizē ir saprotami sabiedrībai, līdz 2017.gada 1.janvārim nevar paspēt sagatavot, un Saeima pati ir lēmusi VDK dokumentu zinātnisko izpēti veikt līdz 2018.gada 31.maijam un tad publicēt. Atbilstoši šim lēmumam savu darbu ir plānojusi arī VDK dokumentu izpētes komisija. Šie ierosinātie likumprojekti, kas paredz grozījumus VDK likumā, neļaus realizēt likuma “Par bijušās Valsts drošības komitejas dokumentu saglabāšanu, izmantošanu un personas sadarbības fakta ar VDK konstatēšanu” mērķi - zinātniski, vēsturiski un juridiski izpētīt un izvērtēt materiālo un morālo kaitējumu, ko VDK nodarījusi Latvijas valstij un tās iedzīvotājiem. Bez zinātniskiem paskaidrojumiem nododot sabiedrības vērtējumam VDK dokumentus, it īpaši aģentu kartotēku, nekāda saskaņa netiks panākta. Drīzāk otrādi! Atceros, ka 2014.gadā, Juridiskajā komisijā apspriežot šī likuma grozījumus, dažs labs šī flanga... “Saskaņas Centra” deputāts ierosināja VDK (Starpsauciens no frakcijas SASKAŅA: ““Saskaņas Centra” nav!”)... VDK dokumentus sakurināt. Uzskatu, ka iesniegtie likuma grozījumi ir arī sabiedrības kurināšana. Iepriekš minēto likumprojekta trūkumu dēļ aicinu balsot “pret” iesniegto likuma grozījumu nodošanu Juridiskajai komisijai.".
