Tad man arī būs tas prieks jums izstāstīt savu un savas frakcijas viedokli par šodien lemto. Vispirms jāsaka, ka šodienas sēdē atkal tika izsludināts pārtraukums un šoreiz to aicināja pasludināt opozīcijas partijas. Izskatās, ka gan VIENOTĪBAS, gan Zaļo un Zemnieku savienības deputāti par to bija lielā priekā, jo abu šo partiju pārstāvjus neredzu šeit pie “Frakciju viedokļu” mikrofoniem. Katrā ziņā varu teikt to, ka, iespējams, šis pārtraukums patiešām bija vērtīgs, jo šodien... VIENOTĪBA centās, nu, faktiski Budžeta un finanšu (nodokļu) komisija centās kā steidzamu darba kārtībā iekļaut Pašvaldību finanšu izlīdzināšanas likumu un skatīt to pirmajā lasījumā. Tā, protams, ir nepieļaujama steidzamība, sevišķi ņemot vērā daudzos jautājumus, kas šī likumprojekta sakarā radušies gan pašvaldību vadītājiem, gan... jā, pamatā jau pašvaldību vadītājiem, bet, protams, arī iedzīvotājiem un mums, Saeimas deputātiem. Par pašvaldību finanšu izlīdzināšanas principu varu minēt tikai Latgales pašvaldību viedokli. Tās ir ieteikušas šajā modelī iestrādāt arī tādu rādītāju kā attālums no Rīgas, jo nevienam nav noslēpums, ka Latvijā faktiski visa ekonomiskā attīstība varētu tikt dalīta divās daļās – Rīga un Pierīga, tātad šī teritorija, un pārējā Latvijas teritorija. Līdz ar to pašvaldībām, kas atrodas tālāk no Rīgas, tiešām ir grūti nodrošināt savu funkciju izpildi, grūti noturēt iedzīvotājus, un vēl daudzas citas problēmas pamatā gulstas uz pašvaldību pleciem, bet valdības atbalsts bieži vien izpaliek. Tāpat šodien tika lemts par Maksātnespējas procesa administratoru likuma nodošanu komisijām. Šo likumprojektu izstrādāja mūsu frakcija. Diemžēl Saeimas vairākums to neatbalstīja. Mēs katrā ziņā uzskatījām, ka pašreizējais maksātnespējas administratoru juridiskais regulējums, tā teikt, nav pietiekams, pirmkārt, jau tādēļ, ka šobrīd Latvijā nav tādas vienas kopīgas organizācijas, kas spētu apvienot visus maksātnespējas administratorus un nodrošināt vienādus viņu darba vērtēšanas kritērijus, lai mēs varētu būt droši par šī amata un šīs profesijas darboņu godaprātu. Mūsu priekšlikums paredzētu arī nodrošināt disciplinārās atbildības mehānismus un, protams, sodus tiem maksātnespējas administratoriem, kuri, tā teikt, nepildītu likumu labi. Šodien Saeimā bija plašas diskusijas par tikumības jautājumu. Manuprāt, ļoti labi mūsu frakcijas viedokli pauda deputāts Ivars Brīvers, kurš aicināja mūs šajās diskusijās nezaudēt galvu un, tā teikt, viens otram neizknābt acis, it sevišķi runājot par tikumību, bet saglabāt pieklājības normas pašiem deputātiem savā darbā un, protams, arī rūpēties par visas mūsu nācijas, tautas un, protams, arī jauniešu un bērnu izaugsmi Latvijā. Tikumības jēdziens parādās gan Satversmē, gan Eiropas... tātad starptautiskos dokumentos, un no tā nav jābaidās, bet katrā ziņā, kā jau teicu, mums jābūt spējīgiem ieklausīties citam citā un jāmēģina pieņemt kādu lēmumu. Šodien, manuprāt, svarīgs ir arī likumprojekts par akcīzes nodokli. Tas tika nodots komisijām. Attiecībā uz nodokļa palielināšanu alkoholiskajiem dzērieniem – kolēģis no Nacionālās apvienības jau diezgan plaši par to runāja – es atzīmēšu tikai divas lietas. Pirmkārt, mēs bieži vien runājam, ka akcīzes nodokļa celšana var palielināt kontrabandas apmērus, un šodien te izskanēja arī Latgales vārds. Es teikšu tā – kontrabanda, pēc mūsu novērojumiem, Latgales iedzīvotāju novērojumiem, arī Latgalē lielākoties ienāk nevis pāri robežai, bet... teiksim tā, no Rīgas. Respektīvi, šī kontrabanda, ja tā nonāk Latvijas teritorijā, tad ienāk nevis mazās partijās, bet diemžēl man nezināmu iemeslu dēļ pārāk lielās partijās, lielos daudzumos un tad attiecīgi tiek izplatīta visā Latvijā. Un es no savas puses arī ierosināšu šajā likumprojektā palielināt nodokli stiprajam alum, jo zinu, ka it sevišķi lauku teritorijās šis alkohola veids patiešām nodara vislielāko kaitējumu gan ģimenēm, gan visai sabiedrībai. Manuprāt, ja jau runājam par alkoholiskajiem dzērieniem, tad, iespējams, likumā tomēr būtu vērtīgi izvērtēt mehānismus, ar kādiem mēs varētu atbalstīt tiešām vietējās izejvielas izmantojošos alkohola ražotājus, vai nu tie būtu alus ražotāji, vai citu dzērienu, protams, vīnu utt., ražotāji. Katrā ziņā tas varētu veicināt arī mūsu ekonomisko izaugsmi, mazo un vidējo uzņēmumu attīstību. Vietējo pašvaldību referendumu likums. Šodien arī ļoti karstas debates bija par to. No savas puses aicinu jūs šo likumprojektu izpētīt, jo katrs no jums ir kādas pašvaldības iedzīvotājs. Un jums turpmāk tiešām varētu būt lielas iespējas ietekmēt pašvaldības darbu. Visnopietnākais jautājums, protams, ir ierosinājums atlaist pašreizējo domi un attiecīgi arī nākamo, kas tiks ievēlēta, ja jums liksies, ka tā nestrādā pietiekami labi. Bet būs arī iespējas ierosināt referendumu par mazākiem jautājumiem, piemēram, par teritorijas plānojumiem vai par pašvaldības attīstības stratēģiju. Es patiešām domāju, ka sabiedrībai aizvien aktīvāk jāiesaistās politiskajos procesos gan pašvaldībā, gan valstī, jo mums diemžēl dažas lielās partijas mēģina uzņemties iniciatīvu runāt visas sabiedrības vārdā par svarīgiem jautājumiem. Dažreiz tiešām sabiedrība varbūt ir pārāk kūtra. Šodien tika izņemts no darba kārtības jautājums par partiju finansējuma palielināšanu. Šo likumprojektu mūsu frakcija neatbalsta, uzskatām, ka šobrīd nav īstais laiks runāt par politisko partiju finansējuma palielināšanu. Un vēl jo vairāk – šis piedāvājums, kas šobrīd, tā teikt, ir atnests līdz Saeimai, bet vēl nav izskatīts, ir tikai daļa no problēmas risinājuma, jo tas finansējums tomēr nenodrošinās partijām iespēju darboties pilnīgi neatkarīgi un būt... tā teikt, neietekmējamām no lielākiem sponsoriem, ja tādi partijām ir. Un nobeigumā pavisam īsi. Gribu teikt, ka frakcijas vadītājs Dainis Liepiņš, lai gan šodien nepiedalījās Saeimas sēdē, tomēr uzskata un mēs, visi pārējie frakcijas locekļi, arī uzskatām, ka Dainim Liepiņam īstenībā nav nekādu ierobežojumu atrasties Saeimas Sēžu zālē, kaut arī viņam, protams, nav tiesību balsot, nav tiesību reģistrēties un attiecīgi – aktīvi piedalīties Saeimas sēdē. Tomēr šis jautājums šodien tika atrisināts ļoti savdabīgā veidā. Valsts policija, nevis Saeimas drošības cilvēki vai apsardzes dienests, bet Valsts policija neļāva deputātam Dainim Liepiņam ierasties Saeimas Sēžu zālē. Mēs esam pieprasījuši no Valsts policijas skaidrojumu, kas tas bija par rīkojumu, uz kāda pamata šādas darbības tika veiktas, jo, ja policija rīkojas šādi, tad arī pašvaldībās, piemēram, Ventspilī, attiecīgajiem pašvaldības deputātiem būtu jāliedz iespēja atrasties pašvaldības domes sēdēs.
