• 2015_03_26_292-seq562 spokenText "  Godājamie radioklausītāji! Šajā sēdē tika izskatīts likumprojekts “Grozījumi Parlamentārās izmeklēšanas komisiju likumā”. Sabiedrībā bieži vien ir priekšstats, ka parlamentārās izmeklēšanas komisijas pārsvarā nodarbojas tikai ar secinājumiem, tukšu pļāpāšanu, un līdz ar to šis likumprojekts uzsver, ka lēmums par galaziņojumu, kuru pieņem parlamentārās izmeklēšanas komisijas locekļi, tiek pieņemts ar absolūto balsu vairākumu. Grozījumos ir paredzēta arī norma, ka parlamentārās izmeklēšanas komisijas priekšlikumi un tie atzinumi, ko tā ir devusi, obligāti jāizskata atbildīgajās Saeimas komisijās. Un līdz ar to Nacionālā apvienība arī, saprotot šī likumprojekta svarīgumu, uzskatīja, ka līdzatbildīgai par šiem grozījumiem jābūt ne tikai Juridiskajai komisijai, bet arī Valsts pārvaldes un pašvaldības komisijai, kā to arī Saeima akceptēja. Vēl šajā sēdē tika izskatīti grozījumi Administratīvo teritoriju un apdzīvoto vietu likumā. Dažus no tiem bija iesniedzis mūsu frakcijas deputāts Jānis Dombrava, un šo priekšlikumu būtība bija tāda, lai pēc iespējas labāk saskaņotu valsts un pašvaldību intereses teritoriju robežu mainīšanā. Un, kopīgi strādājot visai komisijai, tika izstrādāts formulējums, ka administratīvās teritorijas robežu var grozīt Ministru kabinets, ja pašvaldības, kuru administratīvās teritorijas robeža tiek grozīta, ir pieņēmušas lēmumu – atbalstīt robežu grozīšanu. Šajā gadījumā no ārpuskārtas budžeta līdzekļiem to nevar izdarīt, jo to vienkārši vairs nav. Un, ja mēs grozām šobrīd budžetu ar Saeimas kopējo lēmumu, tad kādam atkal būs šie līdzekļi jāatņem. Es ļoti negribētu, piemēram, lai pedagogiem, kuriem ir apsolīts algu pielikums, šobrīd tiktu tas apstādināts. Un līdz ar to tad tiešām ļoti slavējama ir šī Barčas kundzes iniciatīva – neapliekamo minimumu pensionāriem turpmāk virzīt nākošā gada budžetā un pie tā strādāt arī turpmāk. Vēl jāatzīmē, ka šajā sēdē tika pieņemta arī Eiropas Parlamenta vēlēšanu likuma un Saeimas vēlēšanu likuma grozījumu tālāka virzība. Šo grozījumu būtība slēpjas tajā vēsturiskajā pieredzē, kas Latvijai jau bijusi divdesmitajos, trīsdesmitajos gados un arī pēc Latvijas neatkarības atjaunošanas. Lai neveidotos sīkpartijas, gan uz Eiropas Parlamenta vēlēšanām, gan uz Saeimas vēlēšanām var startēt partijas, kurās ir 500 biedru, vai partiju apvienības, kurās ir 500 biedru, un šīm partijām un partiju apvienībām jābūt dibinātām gadu pirms Saeimas vēlēšanām. Tas tādēļ, lai būtu demokrātija, tomēr vienlaikus nebūtu sadrumstalotības politiskajā spektrā. Taču, kā uzsvēra Nacionālās apvienības frakcijas vietnieks Cilinska kungs, nozīmīga vieta jāatvēl arī nevalstisko organizāciju attīstībai, jo ne visi cilvēki sabiedrībā iesaistīsies politiskajās partijās, tāda ir realitāte. Vēl gribu uzsvērt, ka šajā nedēļā Nacionālās apvienības frakcija ir ļoti strādājusi pie tā, lai kopā ar atbildīgo ministriju – Tieslietu ministriju – savestu kārtībā VDK dokumentu izpētes komisijas darbību. Es vakar runāju ar komisijas vadītāju vēstures zinātņu doktoru Kangera kungu, viņš ir apmierināts ar to virzību, kāda notika vakardienas sarunās, kurās piedalījās Ministru prezidente Straujumas kundze, Tieslietu ministrijas valsts sekretārs un viņš kā komisijas vadītājs, ar to modeli, kā tiks nodrošināta zinātniskā vadība un uzraudzības vadība un kā noritēs pētnieku darbs, un kā beidzot atalgojums būs nonācis līdz pētniekiem.
