Un piedalīšos šajās te diskusijās un tātad uzpasēšu, lai šis jautājums nenoklustu, bet virzītos. Ir viens jautājums, kas saistīts ar šo “Rīgas satiksmes” lietu. Proti, arodbiedrības. Mēs esam pēdējās nedēļas laikā dzirdējuši, nu, pieaugošu problēmu, ka arodbiedrības ir tāds jauns veids, kā faktiski cilvēkus, varbūt pat viņiem pašiem negribot un nezinot, nedaudz pat piespiedu kārtā iesaistīt politiskajās cīņās. Tomēr, kā jau mēs paši labi saprotam, tad, ja arodbiedrība saņem... teiksim, konkrēta arodbiedrība “LABA” saņem naudu no sava darba devēja, proti, no “Rīgas satiksmes”, tad skaidrs, ka par tās politisko neitralitāti vai neatkarību īsti nevar būt runa. Tāpēc es esmu iecerējis šo jautājumu tomēr pētīt dziļāk un skatīt iespēju, kā šo sistēmu sakārtot, jo tomēr līdzīgi kā... Piemēram, ir tāds sava veida... hibrīdkara paveids, ko organizē mūsu austrumu kaimiņš, ir dažādi, teiksim, komentāri interneta portālos, kas savā veidā tomēr rada tādu sabiedrisko domu... Arī arodbiedrības, kuras spiestā veidā ierodas uz dažādiem mītiņiem, rada tādu pūļa efektu un var kalpot par faktoru sabiedrības domas izmaiņām. Tādēļ šis jautājums tika nodots izstrādei Finanšu ministrijai. Un šonedēļ šajā apakškomisijā Finanšu ministrija nāca klajā ar savu konceptuālo redzējumu, piedāvājumu, kurš tad tika likts deputātiem uz galda apspriešanai. Debates bija ļoti karstas, bet vairums deputātu uzskatīja, ka šis piedāvājums ir labs vai vismaz virzāms uz priekšu. Kur ir tā problēma šādā pašvaldību finanšu izlīdzināšanas fondā? Ko vispār nozīmē izlīdzināšanas fonds? Tas nozīmē, ka savā ziņā bagātajām... vienkārši izsakoties, bagātajām pašvaldībām tiek nauda nedaudz atņemta – tā tiek pārdalīta par labu tām pašvaldībām, kurām tik viegli neiet. Protams, kā jau tas ir saprotams, tad ir neapmierināti gan tie, kam ņem nost, gan arī tie, kam dod. Varbūt kādam liekas, ka vajadzētu dot vairāk. Tāpēc šis ir tāds ļoti... arī ļoti jutīgs process, kurā ir daudz, teiksim, neapmierinātu interešu, un līdz ar to ļoti daudzi izsakās negatīvi. Bet process kā tāds tomēr jāvirza, un tas ir pareizs. Un, manuprāt, galvenais pluss, kas ir šinī Finanšu ministrijas piedāvājumā. Vienalga, cik labi pašvaldība, teiksim, veicina attīstību savā teritorijā, viņa tiek pievilkta līdz tādam sava veida iztikas minimumam vai tādam vidējam rādītājam, kas absolūti... kas īsti nemotivē spert soļus attīstībai. Tomēr jaunais modelis paredz palīdzību: tomēr tas atalgo tās pašvaldības, kuras vairāk dara attīstības vārdā, – atalgo tās ar lielākiem ienākumiem. Un tajā pašā laikā tas motivē faktiski visas pašvaldības tomēr domāt par attīstību. Par šo jautājumu noteikti būs vēl ļoti daudzas debates. Ir ļoti svarīgi, lai šo reformu varētu palaist jau ar 2017.gada 1.janvāri. Tas nozīmē, ka šis likumprojekts faktiski līdz Jāņiem vai vismaz kādā ārkārtas sēdē vasarā ir jāpieņem jau galīgajā lasījumā, jo par šo jautājumu mēs noteikti dzirdēsim vēl daudz un dikti.
