Taču, runājot bez jokiem, manā vērtējumā, šis tiešām ir viens no labākajiem publiskajā sektorā radītajiem dokumentiem, kādu esmu lasījis. Tas ir uzrakstīts latviešu valodā, bez izaicinājumiem, bez pievienotās vērtības, bez inovatīvās kapacitātes, bez ilgtspējīgās izaugsmes. Ziņojums ir apjomīgs, taču tā apjoms nav mākslīgi radīts. Ziņojumā ir aprakstītas daudzas konkrētas lietas, līdz pat konkrētiem priekšlikumiem par izmaiņām konkrētos likumos. Par atsevišķām ziņojuma nodaļām. Vispirms pakavēšos pie 3.daļas 1.nodaļas “Tiesības uz sociālo drošību” (ziņojuma 77.-78.lapaspuse). Lai atceramies, ka tā sauktajā Nacionālajā attīstības plānā labklājība tika noraidīta, aizstājot to ar pavisam dīvaino izrāvienu. Taču esmu pārliecināts, ka, Apvienoto Nāciju Organizācijas izpratnē, labklājība nozīmē ne tikai materiālos labumus, kas ir nepieciešams, bet nav pietiekams nosacījums labklājībai. Labklājība ietver sevī arī garīgās vērtības un vidi tās plašā izpratnē - dabas vidi, sociālo vidi, kultūrvidi un citus vides aspektus. Tāpēc es atzīstu par pareizu to, ka tiesībsarga ziņojuma vadmotīvs ir labklājība, turklāt šī vārda dziļākajā un pilnīgākajā izpratnē. Tāpēc piekrītu šīs nodaļas secinājumam: Latvijas sasniegumi ekonomisko rādītāju ziņā nav noliedzami, tomēr tie panākti, pilnībā aizmirstot par prioritātēm. Cilvēktiesības un sociālā drošība. Jā, Latvijas politikā tiek uzskatīts, ka ekonomiskie rādītāji, tātad skaitļi, ir svarīgāki par cilvēkiem. Un faktiski to pašu pasaka bijušais premjerministrs Valdis Dombrovskis pagājušā gada 17.septembrī: “Iedzīvotājiem jāļauj sajust ekonomiskās izaugsmes augļus.” Tātad “veiksmes stāsta” augļus Latvijas iedzīvotāji līdz šim nav sajutuši. Es saprotu, ka tiesībsargs nevar izsekot līdzi visu Saeimas komisiju darbam, nedz arī piedalīties visās Saeimas sēdēs, tāpēc mūsu, deputātu, pienākums ir bez ekonomiskajiem rādītājiem atcerēties arī par prioritātēm - Latvijas cilvēkiem. Kas gan šajā nodaļā man liekas diskutējami - ka sociālā drošība var tikt paaugstināta, palielinot minimālo algu. Saprotu, ka izsaucu uguni uz sevi, taču esmu gatavs diskutēt un argumentēt savu viedokli, ka minimālās algas paaugstināšana drīzāk ir politisks triks, kas diez vai uzlabos mazāk aizsargāto iedzīvotāju stāvokli. Proti, tā rezultātā var palielināties bezdarbs, it īpaši ārpus Rīgas, un līdz ar to palielinātos reģionālā nevienlīdzība, kas jau tagad, pēc Eurostat datiem, Latvijā ir visaugstākā no visām Eiropas Savienības valstīm. Drīzāk sociālo nevienlīdzību varētu mazināt, paaugstinot neapliekamo minimumu - nezinu, vai tas šobrīd ir reāli iespējams, - vai beidzot atgriežoties pie domas par progresīvajām iedzīvotāju ienākuma nodokļa likmēm, kā tas ir lielākajā daļā Eiropas valstu un kā tas bija trīsdesmito gadu Latvijā. Atbalstāmi man šķiet III daļas 1.1.apakšnodaļā “Par grozījumiem likumā “Par valsts pensijām”” izteiktie priekšlikumi (ziņojuma 80.lappuse). Ceru, ka tie nepaliks tikai tiesībsarga ziņojumā, bet tiks izskatīti un izvērtēti. Nākamā, ko vēlos pieminēt, ir 4.1.apakšnodaļa “Par māju īpašniekiem uzliktā pienākuma kopt piegulošo teritoriju samērīgumu” (ziņojuma 102.-104.lappuse). Šie jautājumi ir apspriesti arī Latvijas Reģionu apvienības frakcijā, un, manuprāt, frakcijas deputātu secinājumi lielā mērā sakrīt ar to, kas ir piedāvāts tiesībsarga ziņojumā. Arī 4.4.apakšnodaļa “Par nekustamā īpašuma nodokļa palielināšanu neapstrādātai lauksaimniecības zemei” (ziņojuma 108.-109.lappuse) satur priekšlikumus, kas ir atbalstāmi un kalpo Latvijas interesēm. Saprotu, ka vieglāk būtu par to nerunāt, tomēr runāšu par to, kas ir 2.5.apakšnodaļas “Diskriminācijas aizlieguma pārkāpums rases, nacionālās, etniskās piederības dēļ” virsrakstā, bet nav tekstā - par latgaliešu valodu. Nav tādas tautas kā latgalieši, bet ir latgaliešu valoda, kurai ir sava rakstība un kurā runā latvieši, apmēram desmitā daļa Latvijas iedzīvotāju. Tāpēc latgaliešu valoda arī ir latviešu valoda, tātad valsts valoda. Tomēr diskriminējošā attieksme pret latgaliešu valodu ir vērojama, un tai var būt pat ļoti bīstamas sekas, ko mēs varbūt šobrīd vēl neapzināmies.
