Vispirms es gribu pateikt paldies par ziņojumu un paldies par veiksmīgo sadarbību, kas jums ar Cilvēktiesību un sabiedrisko lietu komisiju ir bijusi gan iepriekšējā sasaukumā, gan tagad. Un paldies jūsu birojam, kas vienmēr ir atsaucies mūsu aicinājumiem un piedalījies komisijas sēdēs. Es arī nepieskaršos pilnīgi visām tām svarīgajām tēmām, ko tiesībsargs savā ziņojumā ir pieminējis. Cilvēktiesību un sabiedrisko lietu komisijai bija iespēja ar šo Jansona kunga ziņojumu iepazīties šonedēļ savā sēdē. Taču es vēlos mūsu, deputātu, uzmanību vērst uz bērna tiesībām uzaugt ģimenē. Tiesībsargs to kā prioritāti jau nosauca ziņojumā minētajam gadam - 2014.gadam. Un jāteic, ka šī problēma, sāpīgā lieta Latvijā ir ilgstoša. Un, papētot tiesībsarga ziņojumus, es paskatījos, ko par šo jautājumu tiesībsargs raksta 2012.gada ziņojumā. Citēju: “Būtiski ir uzsvērt, ka valsts pienākums ir nevis šķirt bērnu no ģimenes, bet censties novērst trūkumus, kas apdraud bērna drošību ģimenē. Līdz ar to ir nepieciešams pilnveidot vecāku izpratni par bērna vajadzībām un emocionālo audzināšanu. Savukārt valsts, pašvaldības, sociālā dienesta un bāriņtiesas rīcībā esošie resursi dod iespēju ģimenei sniegt nepieciešamo atbalstu šādu prasmju un iemaņu pilnveidošanai, kā arī sniegt palīdzību ģimenes dzīvesvietas labiekārtošanā.” 2013.gada ziņojumā ir norādīts, ka valsts un pašvaldības primārais pienākums ir censties novērst trūkumus, kas apdraud bērna attīstību, labklājību un drošību ģimenē, meklējot alternatīvus risinājumus, nevis šķirot bērnu no ģimenes. Tam jābūt tikai kā galējam līdzeklim, ja nav iespējams novērst bērna attīstībai nelabvēlīgos apstākļus, viņiem paliekot vecāku aprūpē. Un šajā ziņojumā minētais lielais bērnu skaits institūcijās norāda uz to, ka valsts nav veikusi visu nepieciešamo, lai ikvienam bērnam nodrošinātu tiesības izaugt ģimenē. Es šajā tiesībsarga ziņojumā minētos teikumus uzskatu par ceļamaizi un darba uzdevumu Saeimai, lai patiešām šajā sasaukumā mēs atrisinātu šo jautājumu un nonāktu pie tā, ka katram bērnam ir tiesības augt ģimenē. 2015.gadam plānotajos uzdevumos tiesībsargs savā ziņojumā kā prioritāru jautājumu min arī šīs bērna tiesības izaugt ģimenē, tāpat kā ieslodzīto personu bērnu tiesības uz saskarsmi ar vecākiem. Ļoti svarīgs ir jautājums par tehniskajiem palīglīdzekļiem un to kvalitāti, lai bērniem ar invaliditāti atvieglotu spēju pārvietoties. Tiesībsargs gatavos rekomendācijas bāriņtiesām, veicot dzīves apstākļu pārbaudes, un sekos līdzi darbībām saistībā ar apdrošināšanas iemaksu algas indeksa ietekmi uz pensijas apmēru. Tie ir tikai daži no šajā ziņojumā minētajiem tiesībsarga uzdevumiem šim gadam. Es atgādināšu to, ko Jansona kungs jau citēja. Ziņojumā viņš min, ka par pasākumu izpildes termiņu bija noteikts, piemēram, 2014.gada pēdējais ceturksnis, tomēr grozījumi tiesību aktos nav pieņemti. Godātie kolēģi, tas ir adresēts Saeimai! Tas ir uzdevums mums - ņemt vērā tiesībsarga rekomendācijas, diskutēt par tām un sekot līdzi, lai tas, kas jau ir pieņemts, tiktu arī īstenots - izpildīts reāli izpildvarā un dzīvē. Ļoti daudzi tiesībsarga priekšlikumi ir saistīti ar lielu finansējumu. Tas šodien izskanēja arī debatēs par pensijām. Bet ļoti daudzi priekšlikumi ir saistīti arī ar labu gribu un pienākuma izpildi, un es aicinu ikvienu no mums iepazīties ar tiesībsarga ziņojumu rūpīgi un atrast tajā savu teikumu, ko izpildīt un turpmāk ņemt vērā.
