Satversmes 66.pantā ir rakstīts: “Ja Saeima pieņem lēmumu, kurš saistīts ar budžetā neparedzētiem izdevumiem, tad lēmumā jāparedz arī līdzekļi, ar kuriem segt šos izdevumus.” Mēs pat īsti nezinām, cik lieli ir šie izdevumi, un mums nav paredzēts šos izdevumus jebkādā veidā segt - vismaz es neesmu redzējis šādu lēmuma projektu! Un iespējams, ka to ir nepieciešams darīt, mēs to varam paredzēt ar pārejas noteikumiem, bet pārejas noteikumi šobrīd netika piedāvāti šajā likumprojektā. Tas, ko es tikko noskaidroju pie Barčas kundzes, - tas tiešām ir pilnīgi nepieļaujams, ka Budžeta un finanšu (nodokļu) komisijas sekretariāts nebija informējis priekšlikuma iesniedzēju par to, kad viņas priekšlikums tiks skatīts komisijas sēdē. Tas ir nepieļaujami, ka netiek uzaicināta pati šī persona - deputāts, kurš ir iesniedzis priekšlikumu, - aizstāvēt savu priekšlikumu, pārrunāt, lai komisija var pieņemt atbilstošu lēmumu, pamatojoties uz iesniedzēja apsvērumiem.
