Pašreizējā brīdī ir izveidotas divas parlamentārās izmeklēšanas komisijas: viena, kā zināms, pēta Zolitūdes traģēdiju, otra meklē atbildes “Citadeles” jautājumā. Šo likumprojektu ir parakstījuši 12 deputāti, kuri ir šo divu parlamentārās izmeklēšanas komisiju locekļi no opozīcijas. Runa ir par to, ka iepriekšējā parlamentā sanāca tāds starpgadījums, ka parlamentārās izmeklēšanas komisijas galaziņojums “Latvijas Krājbankas” lietā nenonāca līdz izskatīšanai Saeimā. Iemesls bija visai prozaisks, jo likums noteic, ka šim galaziņojumam jābūt apstiprinātam no visiem - no simtprocentīgi visiem! - komisijas locekļiem, bet “Latvijas Krājbankas” gadījumā... Informācija un iemesli, kādus esmu dzirdējis, ir dažādi, bet fakts ir tāds, ka to nav parakstījuši četri komisijas locekļi, tāpēc Prezidijs nepieņēma šo galaziņojumu izskatīšanai. Esošā likumprojekta redakcija paredz, ka 14.pants tiek papildināts ar... 13.pants un 14.pants tiek papildināts ar sekojošām lietām... Tātad paredzēts 13.panta otrajā daļā noteikt, ka lēmumu par galaziņojumu pieņem ar komisijas locekļu absolūto balsu vairākumu un galaziņojumu paraksta visi... faktiski, nu, šinī gadījumā komisijas priekšsēdētājs un sekretārs. Un 14.pants tiek papildināts ar trešo daļu: “Pēc galaziņojuma publicēšanas oficiālajā izdevumā “Latvijas Vēstnesis” tajā atspoguļotos priekšlikumus konstatēto trūkumu novēršanai izskata un izvērtē tā Saeimas komisija, kura ir atbildīga par attiecīgo jautājumu.” Protams, mēs esam dzirdējuši dažādas versijas par to, kas ir parlamentārās izmeklēšanas komisijas. Savulaik, Satversmes 26.pantu pieņemot, mūsu Satversmes tēvi vēlējās šādas komisijas radīt. Es citēšu Petrevicu. Petrevics ir atzīmējis, ka faktiski izmeklēšanas komisijas ir komisijas par izmeklēšanu, un šajās izmeklēšanas komisijās mazākumam ir jādod iespēja pārliecināties... mazākumam ir tiesība paskatīties un pārliecināties, vai tiešām ir darīts viss, ko no zināmas iestādes var sagaidīt. Un vēl Petrevics atzīmēja: “Daudzos gadījumos mazākumam nav uzticības pret valdību un valdības iestādēm, un tāpēc Satversmē ir nodrošināta iespēja pārliecināties caur parlamentārās izmeklēšanas komisiju.” Godātie Saeimas locekļi! Runa ir par to, ka tas, par ko šobrīd šis likumprojekts runā, ir - lai šis galaziņojums nonāktu līdz izskatīšanai Saeimā. Un, ja ir taisnība tas, kādēļ šīs parlamentārās izmeklēšanas komisijas tiek dēvētas par... Piemēram, Solvita Āboltiņa tās nosaukusi par pļāpātuvēm, un visskaistāk ir izteikusies Ilma Čepāne, bijusī Juridiskās komisijas vadītāja, - ka parlamentārās izmeklēšanas komisija esot vieta, kur deputāti par valsts naudu izglītojas tieslietās. Valērijs Agešins ir paudis viedokli, ka neviena parlamentārās izmeklēšanas komisija nekad neesot vispār darbojusies lietderīgi. Profesionāļi tās dēvē par klaudzināšanu pa sliedēm. Rekšņa ir teicis, ka parlamentārās izmeklēšanas komisijas faktiski imitē darbību. Ja tiešām tas tā ir, tad jau nav ko pozīcijai uztraukties, un es lūdzu jūs atbalstīt šo priekšlikumu, jo jebkurā gadījumā Saeimai ir jāizskata šis galaziņojums. Un savukārt, ja opozīcija, kā savulaik Satversmes tēvi par to runāja, atklās patiešām kaut ko noziedzīgu vai arī būs kādi konstruktīvi un lietderīgi priekšlikumi, tad, es domāju, tie būtu tālāk izskatāmi un apspriežami komisijās.
