Es ļoti augstu vērtēju izveidoto sabiedrības iniciatīvu platformu www.manabalss.lv un šo iespēju, ka, savācot 10 tūkstošus parakstu, Saeimā var nonākt priekšlikumi. Mandātu, ētikas un iesniegumu komisija ir lēmusi priekšlikumu par pievienotās vērtības nodokļa likmes samazināšanu apkurei nodot Ilgtspējīgas attīstības komisijai. Cienījamie deputāti! Saeima Ilgtspējīgas attīstības komisiju izveidoja, lai tā nodrošinātu parlamenta iesaisti Latvijas ilgtermiņa un vidēja termiņa stratēģisko plānu izstrādes sistēmā nosprausto Latvijas ilgtermiņa un vidēja termiņa mērķu izpildes uzraudzībā, to izpildes analīzē. Protams, komisija ir, un tai jābūt arī platformai, kurā runā par jaunām iniciatīvām, kas vērstas uz Latvijas nākotni. Bet vēlreiz atkārtoju: runa ir par vidēja termiņa un ilgtermiņa stratēģiskajām virzībām. Vai šī iniciatīva saistīta ar Latvijas vidēja vai ilgtermiņa attīstības stratēģiju? Manuprāt, tā vistiešāk saistīta tikai ar budžetu un ar Latvijā pastāvošo nodokļu sistēmu. Starp citu, pret nodokļiem un budžeta priekšlikumiem visā pasaulē izturas ārkārtīgi uzmanīgi. Piemērs: nevienā no pasaules valstīm nodokļu vai budžeta jautājumi netiek iekļauti to jautājumu lokā, par kuriem vispār ir iespējams referendums, kur viss tiek izšķirts ar tautas vairākuma atbalstu. Pat trīs gadus mēs šeit diskutējam un neesam beiguši diskutēt par pašvaldību referendumiem, un ne reizi nekur vēl nav izvirzījies priekšlikums par to, ka varētu pakļaut arī pašvaldību budžetus vērtēšanai šādā veidā. Kā es būtu rīkojies, un ko es būtu ieteicis Mandātu, ētikas un iesniegumu komisijai gadījumā, ja viņi būtu uzaicinājuši...? Bet, tā kā šī uzaicinājuma nebija, es to atļaujos teikt šobrīd. Pēc visiem saņemtajiem, arī rakstiskajiem, atzinumiem domāju, ka īstā vieta tādā gadījumā būtu arī Budžeta un finanšu (nodokļu) komisija vai... Es esmu dzirdējis no deputātiem, ka jautājums ir ļoti, ļoti sociāls, tāpēc ka tas skar ārkārtīgi daudzus cilvēkus, kuri nevar samaksāt par apkuri, kuriem ir problēmas. Un tam var arī piekrist, un, visticamāk, iesniedzēji to tā arī ir domājuši, kā es sapratu no ziņotāja. Tādā gadījumā, iespējams, mūsu Sociālo un darba lietu komisija, kurā ir ļoti lieli profesionāļi, izvērtētu to un atrastu, iespējams, daudz efektīvākus - vēl daudz efektīvākus! - veidus, kā palīdzēt cilvēkiem, kuri nevar nomaksāt (No zāles dep. A.Barčas starpsaucieni. Dep. A.Lejiņš aplaudē.) un kuriem tas būtu zināms atvieglojums. Godātie deputāti! Es vēlreiz atzīstu, ka šāda iniciatīva... šāda iniciatīvu iesniegšanas platforma ir ļoti laba un ka mums nebūtu arī jāierobežo, neskatoties uz to, ko es teicu par budžetu un referendumiem... ka mums nevajadzētu ierobežot to jautājumu loku, par kuriem iniciatīvas var iesniegt. Bet es tomēr aicinu to atdot atpakaļ Mandātu, ētikas un iesniegumu komisijai, uzaicināt - beidzot uzaicināt! - arī komisijās - Sociālo un darba lietu komisijā un Budžeta un finanšu (nodokļu) komisijā - (No zāles dep. A.Elksniņš: “Kas tas par klubu?”) izdiskutēt pēc būtības šo jautājumu un tad to likt dienaskārtībā, nevis šobrīd nodot Ilgtspējīgas attīstības komisijai. Protams, ja jūs uzskatīsiet, ka Ilgtspējīgas attīstības komisija ir tā, kurā var diskutēt un kurai var dot visu un par jebko, tad mēs diskutēsim. Bet neaizmirstiet, ka tādā gadījumā acīmredzot pēc kāda laiciņa es atkal šeit stāvēšu! Tikai 400 parakstu šobrīd trūkst marihuānas legalizācijai. Tas jautājums arī nonāks pie jums. (No zāles dep.
