Pateicoties SASKAŅAS frakcijas deputātu jautājumiem izglītības un zinātnes ministrei Mārītei Seilei, divas nedēļas atpakaļ Saeimas mājaslapā tika publiskoti dienesta pārbaudes materiāli saistībā ar projekta “Par portālu www.skolas.lv” attīstību. Mērķis šai pārbaudei ir bijis viens - izvērtēt atbildīgo amatpersonu rīcību un atbildību par nepieciešamību atmaksāt Eiropas Savienības finansējumu vairāk nekā pusotra miljona eiro apmērā papildus jau iztērētajiem par šo projektu trīsarpus miljoniem eiro. Rēķinu par vairāk nekā pusotru miljonu eiro Izglītības un zinātnes ministrijai ir sagatavojusi un iesniegusi Centrālā finanšu un līgumu aģentūra vienlaicīgi ar atzinumu par simtprocentīgu korekciju attiecībā uz ERAF līdzekļu izlietojumu no ministrijas puses. Zīmīgi, ka dienesta pārbaudi attiecībā uz projektu “Par portālu www.skolas.lv” izglītības un zinātnes ministre Mārīte Seile ierosināja tikai 2015.gada 20.janvārī, proti, pēc CFLA atzinuma saņemšanas, kad atkāpties jau vairs nebija kur. Neskatoties uz to, ka Ministru kabinets lika Izglītības un zinātnes ministrijai uzsākt šo pārbaudi jau pagājušā gada 7.oktobrī, kad izglītības un zinātnes ministres pienākumus pildīja Ina Druviete, laikam VIENOTĪBAS partiju pārstāvošajām ministrēm nebija iespējams satikties un parunāt par ministrijas problēmām, un līdz ar to Seiles kundzei nācās visu sākt no nulles. Lasot Izglītības un zinātnes ministrijas dienesta pārbaudes ziņojumu, rodas tieši tāds iespaids, ka ministrija pēkšņi, negaidīti un no nulles ir uzzinājusi par to, ka tā ilgus gadus, sešus gadus, ir strādājusi pie konkrēta un, kā tagad apgalvo ministrijas pārstāvji, tik svarīga, vajadzīga un visiem nepieciešama projekta “Par portālu www.skolas.lv”. Četrdesmit lapaspušu garā ziņojuma sausais atlikums ir ietverts divu lapu garos secinājumos, kuru galvenā būtība ir sekojoša: atbildīgie ministrijā vairs nav amatos, daļa no ierēdņiem vairs nestrādā, pārējo personu disciplināratbildībai iestājies noilgums. Atslodzei no nopietnās lasāmvielas tur ietverti arī fantasmagoriski ieraksti no sērijas: “IZM nav atrodami, bet bija un pēc tam pazuduši dokumenti... bet nevar izslēgt, ka viss ir noticis pēc labākās kārtības.” Savukārt vēršanās tiesībsargājošajās iestādēs ir iespējama vienīgi pret projekta vadītāja J.Bēniķa pakalpojumu kvalitāti. Pats Bēniķis, kā izrādās, strādāja IZM uz uzņēmuma līguma pamata. Attiecīgi viņam nevar piemērot disciplināratbildību. Bet kā projekta vadītājs tieši Bēniķis - un tikai Bēniķis! - ir atbildīgs par akciju sabiedrības “Datorzinību centrs” darbu kvalitāti un atbilstību tehniskajai specifikācijai. Tas tā ir pēc IZM domām. Īpatnēji, ka portāla www.skolas.lv projektu realizēja Izglītības un zinātnes ministrija, atbildīgās iestādes funkcijas veica Vides aizsardzības un reģionālās attīstības ministrija, par sadarbības iestādi tika noteikta Finanšu ministrijas pakļautībā esošā Centrālā finanšu un līgumu aģentūra, bet dienesta pārbaudes materiālos nav neviena vārda par atbildīgo ministru vai koalīcijas politiķu rīcības izvērtējumu. Kāda loma šī projekta īstenošanā ir bijusi koalīcijai? Vistiešākā, jo portāla www.skolas.lv projekts tika skatīts arī koalīcijas partneru darba grupā par ES struktūrfondu un Kohēzijas fonda jautājumiem. Tāpēc arī ir saprotama nevēlēšanās meklēt atbildīgos. Rītdien premjere Laimdota Straujuma vai bijušais premjers Valdis Dombrovskis, ieplešot acis, varēs sacīt, ka neko nav zinājuši par vējā izkaisītiem miljoniem. Tāpat, iepazīstoties ar dienesta pārbaudes komisijas ziņojumu, ir jāaizdomājas, ka komisijā vaiga sviedros ir... vajadzēja strādāt arī ne pārāk gudriem un zinošiem ekspertiem, lai disciplināratbildības kontekstā vērtētu laika periodu no 2009.gada 2.jūlija līdz 2013.gada 1.aprīlim, paturot prātā, ka Valsts civildienesta ierēdņu disciplināratbildības likums noteic divu gadu noilguma termiņu disciplinārpārkāpumiem. Turpretim iespēja pret atbildīgajām amatpersonām vērsties civiltiesiskā kārtā - un šajā ziņā noilgums ir 10 gadi - nav pieminēta nevienā teikumā no 40 lapām, kur nu vēl apsvērta iespēja Izglītības un zinātnes ministrijai iesniegt prasību tiesā pret akciju sabiedrību “Datorzinību centrs”. Šim uzņēmumam Reformu partijas izvirzītā ministra Ķīļa laikā neizrakstīja pat nevienu līgumsodu, savukārt ministra Vjačeslava Dombrovska laikā mierīgi tika palaista garām iespēja atgūt valstij kaut daļu no iztērētajiem līdzekļiem, izmantojot projektā ievies... līgumā atrunāto garantiju. Pieprasījumu komisijas sēdē IZM parlamentārais sekretārs Smiltēna kungs sniedza kolosālu atzinumu: “Ministru kabinets atzīst, ka visi šie uz portālu iztērētie 5 miljoni ir apgūti.” Kas tad tos ir apguvis jeb, precīzāk formulējot jautājumu, - kas no tā ir ieguvis? Lūk, ieguvēju Top 3. Pirmais. SIA Microsoft Latvia vairāk nekā 800 tūkstošus eiro saņēma par priekšizpētes veikšanu, tehnisko projekta izstrādi un uz līguma pamata pieaicināto ekspertu konsultācijām. Otrais. SIA Lattelecom - gandrīz pusmiljonu eiro par projekta uzturēšanas un administrēšanas pakalpojumu sniegšanu. Un visbeidzot - akciju sabiedrība “Datorzinību centrs”, kas par programmatūras licenču piegādi, informācijas sistēmu pamatfunkcionalitātes izstrādi un - uzmanību! - ieviešanu kopumā no IZM ir saņēmusi (No frakcijas SASKAŅA: “Nozaga!”) 2 miljonus 91 tūkstoti 671 eiro un 75 centus. Latvijas valsts ieguvēju sarakstā nefigurē, jo Latvijas valsts šajā gadījumā uzstājas kā dažu privātu kompāniju sponsors. Tiesa gan, no Lattelecom iepirktie serveri, pēc IZM parlamentārā sekretāra apgalvojuma, tiks izmantoti ministrijas vajadzībām. Nu ko, paldies, ka nenodosim metāllūžņos! Bet vai tādēļ mēs nevarētu uzskatīt šo 5 miljonu eiro valsts līdzekļu izšķērdēšanu Izglītības un zinātnes ministrijā par vienu no grandiozākajām Latvijas nodokļu maksātāju apzagšanām? (No frakcijas VIENOTĪBA: ““Rīgas satiksme”!”) Izglītības un zinātnes ministrija ziņo medijiem, ka materiāli par dienesta pārbaudi ir iesniegti izvērtēšanai prokuratūrai. Prokuratūra ziņo medijiem, ka ir pieprasījusi no IZM papildu materiālus. Tā kā līdz šim, neskatoties uz SASKAŅAS deputātu pieprasījumu, IZM iesniegumu prokuratūrai neviens nav redzējis, ir grūti spriest, kādus materiālus IZM ir iesniegusi prokuratūrai un kādu materiālu prokuratūrai tagad pietrūkst. Skaidrs ir viens, ka valdības vadītājas Straujumas uzdevums - izvērtēt atbildību par zaudējumu radīšanu valstij - ir izpildīts. Atbildība ir izvērtēta, bet atbildīgo, kurus gaida cilvēki... atbildīgo nav! Turklāt akciju sabiedrība “Datorzinību centrs” ar pilnu sparu turpina apgūt miljonus, Nacionālajam veselības dienestam izstrādājot elektroniskās veselības kartes, Slimību profilakses un kontroles centram - uzraudzības informācijas sistēmu par pacientiem, bet Zāļu valsts aģentūrai - programmatūru negadījumu ar medicīnas ierīcēm reģistrācijai. Vēl vairāk! Kā ziņo mediji, akciju sabiedrība “Datorzinību centrs” nule kā tikusi pie jauna pasūtījuma no Izglītības un zinātnes ministrijas. Uzņēmums uzvarējis iepirkumā! Šoreiz - nacionālās zinātniskās darbības informācijas sistēmas izveidei (No zāles dep. I.Zariņš: “Par cik?”) par “nieka” 287 tūkstošiem eiro. Informācija, kas norāda uz pieņēmumu, ka pretendents citu iepirkuma līgumu varētu nebūt izpildījis kvalitatīvi, nevar tikt uzskatīta par objektīvu pamatojumu izslēgšanai no dalības konkursā - tā skaidro Mārītes Seiles vadītā ministrija žurnālistiem.
