Viens no šodien izskatītajiem jautājumiem, kas var lielā mērā interesēt sabiedrību, ir “Latvijas Nacionālās operas” nosaukuma maiņa. Lai šeit nerastos pārpratumi, mēģināšu izskaidrot lietas būtību. Rīgas centrā ir visiem labi zināma ēka, kas saucas “Latvijas Nacionālā opera” un kas pieder Rīgas domei. Šo ēku savai darbībai īrē sabiedrība ar ierobežotu atbildību, kuras nosaukums arī ir “Latvijas Nacionālā opera”. Šīs organizācijas dalībnieki, operas un baleta mākslinieki, ir izteikuši vēlmi mainīt sabiedrības nosaukumu, lai to turpmāk sauktu “Latvijas Nacionālā opera un balets”. Uzsveru, ka nav runa par to, ka tiktu mainīts ēkas nosaukums – tā arī turpmāk sauksies “Latvijas Nacionālā opera” –, un Latvijas iedzīvotājiem nav ne mazākā pamata bažām par problēmām, kādas varētu rasties, ja tiktu mainīts ēkas nosaukums. Tas netiks darīts! Kurš gan cits kā operas un baleta mākslinieki vislabāk zina, kāds būtu īstais viņu organizācijas nosaukums? Atbilstoši Latvijas Nacionālās operas likumam grozījumus šīs organizācijas statūtos ir tiesīgs izdarīt Ministru kabinets. Kā liecina Ministru prezidentes Laimdotas Straujumas vēstule Saeimas Prezidijam, Ministru kabinets šādus grozījumus ir atbalstījis. Saeimai savukārt ir jālemj par grozījumiem Latvijas Nacionālās operas likumā, jo tajā minētā organizācija turpmāk sauksies citādi. Es augstu vērtēju dažu Saeimas deputātu interesi par operu un baletu un viņu erudīciju jautājumos par latviešu operas vēsturi, tomēr sēdē izteiktie aizrādījumi par nepareiziem vēstures faktiem ir diskutējami. Turklāt man ir pamats domāt, ka operas un baleta mākslinieki arī ir pietiekami zinoši šajā jomā. Aicinu Latvijas sabiedrību cienīt mūsu operas un baleta mākslinieku viedokli un atteikties no ironizēšanas par to. Kā jau teicu, nav bažu par ēkas nosaukumu, kā arī par to, ka piedāvātie grozījumi varētu prasīt naudu no budžeta. Kopējās izmaksas, kā tiek vērtēts, būtu apmēram 13 tūkstoši eiro, un tās tiks segtas no Latvijas Nacionālās operas (turpmāk – Latvijas Nacionālās operas un baleta) pašas ienākumiem. Vēl pieminēšu diskusiju, kas izraisījās sakarā ar Mandātu, ētikas un iesniegumu komisijas priekšlikumu – kolektīvā iesnieguma par pievienotās vērtības nodokļa likmes samazināšanu apkurei tālāku izskatīšanu uzdot Ilgtspējīgas attīstības komisijai. Tas deva iespēju padiskutēt par šo ļoti būtisko jēdzienu – “ilgtspējīga attīstība”. Mums ir jāpieņem labi lēmumi. Taču, lai novērtētu, vai lēmums ir vai nav labs, vajag vērtēšanas kritēriju. Šāds kritērijs izriet no mērķa. Vienots mērķis ir nepieciešams ne vien visai Latvijas sabiedrībai, bet arī visai pasaulei. Šāda mērķa formulējumu visas pasaules vārdā var dot tikai Apvienoto Nāciju Organizācija. 1987.gadā pie Apvienoto Nāciju Organizācijas izveidotā Bruntlandes komisija formulēja mērķi – ilgtspējīga attīstība. No šī mērķa tad arī izriet kritēriji, pēc kuriem vērtēt jebkurus lēmumus. Mani vērojumi rada bažas par to, vai sabiedrībā un arī Saeimā ir šī jēdziena vienota izpratne. Esmu par to daudz lasījis, runājis un rakstījis, tāpēc īsi sniegšu savu izpratni par to, ko nozīmē ilgtspējīga attīstība. Vispirms atļaušos aizrādīt, ka attīstība un izaugsme nav sinonīmi, kā to reizēm nākas dzirdēt arī no Saeimas tribīnes. Izaugsme nozīmē kvantitatīvas pārmaiņas, bet attīstība – kvalitatīvas pārmaiņas. Vai vienmēr kvantitatīvas pārmaiņas noved pie kvalitatīvām pārmaiņām? Vai var būt izaugsme bez attīstības? Latvijas “veiksmes stāsts” liek domāt, ka izaugsme ne vienmēr rada attīstību, ja ilgtspējīga attīstība ir mērķis tikai uz papīra. Ilgtspējas jēdzienu skaidrošu īsi: šodienas problēmas nedrīkst risināt uz nākotnes rēķina, un tas attiecas ne tikai uz budžetu un naudu. Ilgtspējas jēdzienu nedrīkst jaukt ar ilgtermiņa jēdzienu, kā to mēs šodien dzirdējām arī no tribīnes. Bruntlandes komisijas ziņojumā ir runa par trim ilgtspējīgas attīstības dimensijām – vides dimensiju, ekonomikas dimensiju un sociālo dimensiju. Tas nozīmē, ka jebkurš lēmums ir jāskata visās trijās šajās vienlīdz svarīgajās dimensijās. Turklāt vides dimensija nozīmē ne tikai dabas vidi, bet arī tiesisko, reliģisko, etnisko, kultūras vidi un arī citus vides aspektus. Diemžēl ierasta prakse ir vērtēt lēmumus tikai vienā – ekonomikas dimensijā, kā tas būtu šajā gadījumā, virzot jautājuma par pievienotās vērtības nodokļa likmi apkurei izskatīšanu Budžeta un finanšu (nodokļu) komisijai. Nenoliedzu, ka tas ir arī šīs komisijas jautājums, taču tā ir tikai viena no trim dimensijām. Uzskatu, ka ir pienācis pēdējais laiks ilgtspējīgu attīstību pārnest no papīra uz reālo dzīvi. Precizēju, ka mans balsojums “par” šajā jautājumā bija nevis balsojums par pievienotās vērtības nodokļa likmes samazināšanu, bet gan par jautājuma nodošanu tālākai nopietnai izskatīšanai. Visbeidzot pieminēšu Latvijas Reģionu apvienības vārdā sagatavoto frakcijas vadītāja Daiņa Liepiņa iesniegumu, kurā tiek apšaubīts, vai Saeimas bibliotēkas lasītavas telpās novietotā Kārļa Leiškalna dāvinātā glezna, kurā attēloti 7.Saeimas deputāti, atrodas īstajā vietā. Nevērtēšu šīs gleznas māksliniecisko vērtību, nedz arī to, cik lielā mērā tur attēlotie notikumi atbilst vēsturiskajai patiesībai. Tiem, kuri nav bijuši Saeimas ēkā, pateikšu, ka bibliotēkas lasītava ir tā telpa, kur Saeimā ienācis cilvēks saskaras ar Latvijas Republikas Saeimas vēsturi. Šeit ir izvietotas plāksnes ar visu iepriekšējo Saeimu deputātu sarakstiem un dažādi svarīgi vēsturiski dokumenti. Mans viedoklis ir, ka šajā vietā daudz piemērotāks būtu, piemēram, Jāņa Čakstes portrets, jo vēsturiskā skatījumā viņa devums Latvijas parlamentārajai demokrātijai tomēr ir daudz nozīmīgāks nekā atsevišķu 7.Saeimas deputātu devums, kurš turklāt nav vērtējams viennozīmīgi. Pateicos par uzmanību. Un sveicu visus Latvijas iedzīvotājus ar priecīgo notikumu, ko mēs gaidām, – pēc 37 stundām būs atnācis pavasaris. Lai pavasaris ienāk arī mūsu sirdīs! Paldies.".
