Šis likumprojekts tika sagatavots pēc frakcijas SASKAŅA deputātes Jūlijas Stepaņenko iniciatīvas un šodien ar balsu vairākumu tika nodots izskatīšanai Saeimas komisijā. Liels prieks par to, ka šo ierosinājumu atbalstīja arī citu partiju pārstāvji. Likumprojekta mērķis ir nodrošināt ģimenei vai personai, kuras apgādībā ir bērns invalīds, nodrošināt tiesības saņemt aizsargātā lietotāja statusu elektroenerģijas tirdzniecības pakalpojuma saņemšanai – iegādāties noteiktu elektroenerģijas daudzumu mājsaimniecībai par samazinātu cenu. Pašlaik Elektroenerģijas tirgus likumā ir noteiktas mērķgrupas, kurām ir piešķirts aizsargātā lietotāja statuss elektroenerģijas tirdzniecības pakalpojuma saņemšanai, – trūcīga vai maznodrošināta ģimene vai persona vai daudzbērnu ģimene (ģimene, kurā ir trīs vai vairāk bērnu). Ģimenei vai personai, kuras apgādībā ir bērns invalīds, elektroenerģijas tirdzniecības atvieglojumi ir noteikti tikai maznodrošinātas vai trūcīgas ģimenes vai personas statusa piešķiršanas gadījumā. Saskaņā ar Centrālās statistikas pārvaldes ikgadējo publikāciju bērni Latvijā... 2014.gadā Latvijā bija reģistrēti 7916 bērni invalīdi, no kuriem 444 ir ievietoti specializētajās aprūpes iestādēs, bet 7472 dzīvo mājās un atrodas vecāku apgādībā. Statistikas dati neatspoguļo datus par bērnu invalīdu skaitu, kuriem funkcionālu traucējumu dēļ nav iespējams pārvietoties ārpus dzīvesvietas un apmeklēt mācību iestādes. Tādējādi ievērojama daļa bērnu invalīdu izglītību iegūst mājās, un tas apstāklis ir saistīts ar palielinātu elektroenerģijas patēriņu – arī tāpēc, ka tiek lietotas dažādas tehniskas palīgierīces. Pēc minēto grozījumu pieņemšanas aizsargātie lietotāji, to skaitā ģimene vai persona, kuras apgādībā ir bērns invalīds, par noteiktu elektroenerģijas patēriņu maksās samazinātu cenu. Ietekmi uz valsts budžetu mēs rūpīgi izvērtējam; provizoriski tā varētu būt 471 632 eiro – ar nosacījumu, ka starta tarifa cena tiks piemērota ģimenei vai personai, kuras apgādībā ir bērns invalīds, un valsts pilnībā kompensēs pakalpojuma sniedzējam starpību par pirmajām 100 kilovatstundām. Likumprojekta sagatavošanas gaitā ir notikušas konsultācijas ar Latvijas Cilvēku ar īpašām vajadzībām sadarbības organizāciju “Sustento”. Un, ja Saeima atbalstīs likumprojektu trijos lasījumos, tad likums stāsies spēkā 2016.gada 1.janvārī. Paldies par uzmanību.".
