Tā bija pietiekoši īsa, pietiekoši kodolīga, tādēļ pakavēšos pie viena cita jautājuma, kurš šonedēļ ir skatīts Saeimas Budžeta un finanšu (nodokļu) komisijā un kurš savukārt sakņojas Valsts prezidenta kancelejas un prezidenta institūcijas izveidotajā komisijā. Proti, ir runa par partiju stiprināšanu Latvijas Republikā, jo partijas veido politisko kodolu kopumā valstī. Un šobrīd tie konstatējumi šai komisijai jeb ekspertu grupai bija sekojoši: pirmkārt, partijām ir ļoti mazs biedru skaits (to mēs visi zinām), otrkārt, partijām ir diezgan pavāji ar ideoloģisko bāzi un, treškārt, partijas tiek finansētas no šaurām interešu grupām. Šonedēļ Budžeta un finanšu (nodokļu) komisijā tika lemts par valsts finansējuma palielināšanu politiskajiem spēkiem. Bet, manā izpratnē, šis finansējuma palielinājums ir tāds, kas nedod... nesasniedz vajadzīgo mērķi un rezultātu. Jo, ja šobrīd tikai 12 procentus no kopējā finansējuma, kurš tiek iedalīts politiskajiem spēkiem, finansē valsts un pārējo – privātie ziedotāji, tad dubultot šo finansējumu un cerēt, ka šauras interešu grupas neietekmēs politiskos spēkus, būtu diezgan liels naivums. Protams, saistībā ar šo jautājumu iepriekšējā nedēļā tika skatīts jautājums par grozījumiem likumā “Par iedzīvotāju ienākuma nodokli”. Tur savukārt kolēģi ir ierosinājuši ziedojumus līdz minimālajai mēnešalgai neaplikt ar... jeb atmaksāt iedzīvotāju ienākuma nodokli. Un šajā jautājumā ir ļoti skaidra Latvijas Reģionu apvienības pozīcija. Mēs uzskatām, ka šī neaplikšana ar nodokli – ir runa par ziedojumiem līdz 360 eiro – jeb šīs naudas atgūšana atpakaļ nav pieņemama. Nav pieņemama situācijā, kad mēs par interešu izglītību nemaksājam vispār, bet par izglītību un ārstniecības pakalpojumiem maksājam, proti, atļaujam atgūt līdzekļus daudz mazākā apjomā, nerunājot jau nemaz par to, ka pensijas mēs apliekam ar iedzīvotāju ienākuma nodokli, sākot ar 235 eiro. Tāpēc mēs esam iesnieguši priekšlikumus... Latvijas Reģionu apvienība ir iesniegusi priekšlikumu palielināt atbalstu ģimenēm ar bērniem, attaisnotajos izdevumos iekļaujot izdevumus par bērna interešu izglītību un pirmsskolas izglītības pakalpojumiem. Tāpat mēs rosinām palielināt neapliekamo minimumu pensijām no līdzšinējiem 235 eiro uz 360 eiro mēnesī, pielīdzinot to valstī noteiktajai minimālajai algai, un savukārt izslēgt no attaisnotajiem izdevumiem ziedojumus politiskajām partijām un to apvienībām, jo, mūsuprāt, tas pilnīgi nesasniedz to mērķi, kurš ir saistīts ar partiju neatkarības palielināšanu no šaurām interešu grupām.
