Pirmā tēma ir par likumdošanas darbu un par izskatāmo likumprojektu kvalitāti un to virzības ātrumu jeb tempiem šeit, Saeimā. Šī ir pirmā Saeima, kurā es esmu deputāte, un man jau no pirmajām darba dienām Saeimā bija... radīja problēmas tieši daudzu iesniegto likumprojektu kvalitāte. Un šodien... varu kā piemēru minēt to, ka šodien mēs pagarinājām termiņu priekšlikumu iesniegšanai likumprojekta “Kredītiestāžu un ieguldījumu brokeru sabiedrību darbības atjaunošanas un noregulējuma likums” otrajam lasījumam. Kolēģi, kuri strādā Budžeta un finanšu (nodokļu) komisijā, mani informēja par to, ka ir iesniegts aptuveni 400 dažādu papildinājumu un priekšlikumu šim likumprojektam, ko izstrādājusi Finanšu ministrija. Un tas neliecina par labu darba kvalitāti un par labi sagatavotu likumprojektu. Tāds iesniegto priekšlikumu daudzums uz otro lasījumu Saeimā – tas ir vienkārši nepieņemami! Es uzskatu, ka tas liecina tikai par to, ka likumprojekts nav kvalitatīvi sagatavots, nav pietiekami izdiskutēts. Otrs likumprojekts, attiecībā uz kuru es personīgi balsoju “pret”, bija otrajā lasījumā skatītais likumprojekts “Grozījums likumā “Par nodokļiem un nodevām””. Izpētot šo likumprojektu, es saskāros ar lielām neskaidrībām – ar to, ka anotācija būtībā nepamato, kādēļ šis grozījums likumā ir jāveic. Es uzskatu, ka arī tas likumprojekts nav sagatavots. Ir vajadzīga gan nopietnāka sagatavošanās, anotāciju gatavojot no iesniedzēju puses, gan arī ne tik steidzīgi tas likumprojekts būtu jāvirza otrajā lasījumā, ja iedziļinās likumprojekta saturā. Otra tēma, par kuru es gribu runāt, – tas ir mans personīgais un arī mūsu frakcijas satraukums par situāciju, kāda kulminējās šeit, Saeimā. Tas ir saistīts ar ētiskiem jautājumiem, ar morālas un ētiskas dabas jautājumiem. Tas ir, manuprāt, nepieņemami un satraucoši, ka gandrīz neviena Saeimas sēde nepaiet bez tā, ka mēs skatām jautājumus vai nu par Saeimas deputātu ētikas kodeksa pārkāpumiem, vai nu par, kā šodien mēs skatījām... Šodien skatījām lēmuma projektu “Par Saeimas atļauju uzsākt kriminālvajāšanu pret Jūrmalas pilsētas tiesas tiesnesi Tatjanu Bormani”. Situācija valstī un sabiedrībā ir pietiekami sarežģīta. Agresija, vardarbība un dažādas citādas negācijas kulminējas, bet tām līdzi seko... vai arī to pamatā ir tieši šo morāles vērtību neievērošana jeb ignorēšana. Un es domāju, ka, iespējams, diskusija par šiem jautājumiem būtu jāpārceļ no Saeimas Mandātu, ētikas un iesniegumu komisijas uz visu Saeimas diskusiju telpu, lai runātu par to, ka šāda situācija mums ir jāaptur un ir jāmaina uz labāku, jo deviņdesmito gadu sākumā bija tāds spārnots teiciens, ko toreizējais Ministru kabineta priekšsēdētājs teica, – ka mēs uzvarēsim nevis ar karaspēku, bet ar gara spēku. Tagad mēs mēģinām audzēt mūsu karaspēku, bet mūsu gara spēks, manuprāt, iet mazumā, un visas šīs satraucošās lietas, kas ir, – korupcija, ētikas normu pārkāpumi – par to tikai liecina. Un, ja mēs nespēsim savu gara spēku atjaunot un sakārtot savas morāli ētiskās vērtības, tad nekādi karaspēki un nekādi ieguldījumi no mūsu kopējās budžeta naudas mūsu bruņoto spēku stiprināšanā efektu nedos, jo karavīri jau arī ir stipri ne jau ar savām bruņām, bet ar savu garu, ar savu attieksmi pret valsti, ar savu attieksmi pret pienākumu, ar savām morāli ētiskajām vērtībām.
