Gribu atgādināt, ka šis likumprojekts ir sagatavots Juridiskajā komisijā un Tiesu politikas apakškomisijā, jo tika konstatēts, ka, veicot Augstākās tiesas reorganizāciju, tātad likvidējot Augstākās tiesas palātas, ir notikušas dīvainas lietas un ir atstātas divas vakances. Un savukārt trīs Augstākās tiesas tiesnešiem tiek piedāvāts pāriet uz apgabaltiesu. Un vēlos vēlreiz uzsvērt un atgādināt, ka gan apakškomisija, gan Juridiskā komisija neskaitāmās sēdēs izvērtēja šo normu gan no atbilstības Satversmei viedokļa, gan arī no tā, kādā veidā tad būtu jārīkojas Augstākajai tiesai un vai Augstākā tiesa pilnīgi precīzi izpilda likumdevēja lemto. Un, lemjot to, ka pēc diviem gadiem tāda pati problēma būs arī Augstākās tiesas Civillietu palātā... Un, lai nerastos līdzīga situācija, tātad tika sagatavoti šie grozījumi. Tas, ko es vēlos uzsvērt, - ka pirms otrā lasījuma Juridiskās komisijas deputāti, it īpaši deputāts no opozīcijas, kurš diemžēl lielāko daļu no apakškomisijas sēdēm neapmeklēja, vēlreiz atvēra debates par šo, mēģināja šo likumprojektu ļoti kritizēt. Un vēl ļaunāk bija tas, ka, kritizējot ne tikai kolēģus un tās debates, kuras neskaitāmas reizes jau ir bijušas tiešām par nodokļu maksātāju naudu un kurās kolēģi ir piedalījušies un meklējuši optimālu risinājumu... paldies arī Barčas kundzei, jo tika piedāvāts risinājums vienam cilvēkam atrast īpašu pensiju... kādā veidā to, kas varētu apdraudēt visu izdienas pensiju... pensiju likumdošanas sistēmu mūsu valstī... Tātad šajās neskaitāmajās sēdēs tika meklēts risinājums, kas atbilstu gan Satversmei, gan arī būtu juridiski korekts. Savukārt šajā komisijas sēdē Elksniņa kungs atļāvās ļoti rupji apvainot Tieslietu ministrijas ierēdni, pasakot, ka viņi ir izstrādājuši čiku. Un es tiešām gribu vēlreiz pateikt paldies Tieslietu ministrijas ierēdņiem, kuri pilnīgi precīzi izpildīja gan Tiesu politikas apakškomisijā, gan Juridiskajā komisijā lemto un uzdoto politisko uzstādījumu, un šie risinājumi ir atrasti juridiski korekti. Tā ka debates notika arī pirms otrā lasījuma, lai gan neviens priekšlikums nav iesniegts saskaņā ar Saeimas kārtības ruļļa 95.pantu, jo, protams, deputātiem situācijā, kad ir pilna komisija ar kamerām, ļoti patīk izrādīties. Bet tātad komisija rezultātā nobalsoja un atbalstīja šo likumprojektu otrajā lasījumā, un es aicinātu arī jūs atbalstīt šo likumprojektu otrajā lasījumā.".
