Tāpēc priekšlikums paredzēt, ka sabiedriskā transporta tarifa pamatotību izvērtē neatkarīga kompetenta iestāde, varētu būt laba iespēja izbeigt šīs neauglīgās diskusijas, kas bieži tiek kultivētas tikai tādēļ, lai radītu augsni politiskām spekulācijām, nevis kaut ko reāli risinātu sabiedrības labā. Tikko jūs atkal dzirdējāt vienu no tādām. Diemžēl, iepazīstoties ar piedāvāto likumprojektu, ir jāsecina, ka arī šis ir kārtējais šāds izgājiens. Es kā cilvēks, kas desmit gadus ir nodarbojies ar sabiedrisko pakalpojumu regulēšanu un kas ir bijis viens no tiem, kam no nulles, no nekā ir bijis jāizveido šis reālais regulēšanas mehānisms šajā valstī, jāizstrādā visa nepieciešamā sekundārā likumdošana, izmantojot labāko pasaules praksi un ņemot vērā Latvijas specifiku, un kam kādu laiku arī ir nācies visu to vadīt, atļaušos drosmīgi apgalvot, ka es kaut ko tomēr saprotu no regulēšanas. Taču man tiešām nav skaidrs, kādā veidā būs iespējams īstenot šīs likumprojektā ietvertās normas, ko jūs tagad piedāvājat, vēl jo vairāk - sasniegt to, ko jūs tikko sasolījāt sabiedrībai. Izlasot šo likumprojektu, rodas sajūta, ka šī likumprojekta virzītāji vispār nav pacentušies iegūt pat elementāru sajēgu par to jomu, kurā viņi ir iesnieguši šos priekšlikumus, - pat pamatprincipu un terminu līmenī. Viņi jaucas tajos un nespēj tos korekti piemērot. Arī tagad debatēs es nedzirdēju, kā praktiski šis priekšlikums, ko jūs piedāvājat, var tikt sekmīgi īstenots. Vispirms jau - kā to varēs salāgot ar citām normām citos normatīvajos aktos, kas regulē sabiedrisko transportu? No anotācijas izriet, ka likumprojekta virzītāji vispār nav lietas kursā par tām, jo apgalvo, ka likumprojekts tās neskars... piemēram, normas Sabiedriskā transporta pakalpojumu likumā, Autopārvadājumu likumā, likumā “Par pašvaldībām”, kā arī mūsu tik svēti ievērotajā Eiropas likumdošanā paredzētās normas, piemēram, regulu par sabiedriskā pasažieru transporta pakalpojumiem. Ja jūs neesat lietas kursā, tad atgādinu: mums šī regula arī ir obligāti jāpilda! Un jūsu zināšanai: šī regula savulaik bija viens no galvenajiem iemesliem, kāpēc sabiedriskais transports netika iekļauts šinī likumā - likumā “Par sabiedrisko pakalpojumu regulatoriem”. Savukārt runāt par šo priekšlikumu tikai no praktiskā aspekta bez ironijas vispār nav iespējams, jo savā anotācijā jūs rakstāt: “(..) galvaspilsētas sabiedriskā transporta cenas un to ekonomiskais pamatojums netiek regulēti (..). (..) Šobrīd valsts nevar būt pārliecināta, ka piestādītajos rēķinos iekļautie tarifi ir pamatoti (..).” Cienījamie likumprojekta autori, ja jums, gatavojot šo priekšlikumu, nav sanācis iepazīties ar to, kā tiek noteikti sabiedriskā transporta tarifi, un jūs neesat lietas kursā par regulējumu, tad nu ziniet, es jums pateikšu: šāds regulējums pastāv. Vēl vairāk! Šo regulējumu ir sagatavojusi jūsu pašu vadītā valdība (No frakcijas SASKAŅA starpsaucieni: “Opā!”; Ai, ai, ai!”), un tas notiek saskaņā ar Ministru kabineta noteikumiem. Manuprāt, Nr.341. Varbūt... (Starpsaucieni no zāles.) Un tad piedāvājums būtu varbūt šāds: ja jūs gribat tiešām kaut ko sakārtot un novērst visu šo jezgu, kas rodas saskaņā ar jūsu pašu izstrādātajiem valdības noteikumiem, tad sāciet ar šiem noteikumiem, nevis ķerieties pie likumprojekta... kā tas dejotājs, kuram dejot traucē grīda! (Zālē smiekli.) Un vai zināt, kas jums tur rezultātā sanāk? Jums šis likumprojekts... Es jums pateikšu: šis likumprojekts - pretēji jūsu apgalvotajam! - nodrošinās sabiedrībai nevis braukšanas maksas samazinājumu, bet gan pieaugumu. Un jūs taču to varējāt noskaidrot, konsultēties ar kādu, kas sajēdz, ko jūs tur esat uzrakstījuši. Šādu likumprojektu var atbalstīt tikai tas, kuram vispār nav nekādas sajēgas par tajā rakstīto, pārējos es, kolēģi, aicinu atturēties no šāda likumprojekta atbalstīšanas, lai, pārfrāzējot vienu visiem zināmu anekdoti, ļautu viņiem mēģināt vēlreiz. Bet jums, Ķirša kungs, kā vienam no šīs iniciatīvas autoriem, es uzdāvināšu šos Ministru kabineta noteikumus (Dep. V.Ķirsis paceļ abas rokas: “Man ir!”; no frakcijas SASKAŅA: “Met viņam!”), ar kuriem jums vajadzētu pastrādāt. (Starpsaucieni. Aplausi.)".
