Apskatot minētā likumprojekta hronoloģiju un arī iepriekšējo Saeimas sabalsoto, es varbūt savu runu nestrukturēšu pēc tā, ko es domāju par to, cik nolikto atslēgu princips ir labs vai slikts, cik tam ir pozitīvo ieguvumu vai arī negatīvo. Tagad atgādināšu jums, ka sākotnēji debates par nolikto atslēgu principu tika uzsāktas 2012.gada 27.februārī, nododot izskatīšanai grozījumus Maksātnespējas likumā, un tās tika uzsāktas ar tādu vadmotīvu, ka tādējādi tiktu dota iespēja vismaz 100 tūkstošiem cilvēku atgriezties aktīvajā ekonomiskajā apritē - arī tiem, kuri bija spiesti pamest valsti smagās kredītu nastas dēļ. Un 2012.gadā tika deklarētas idejas, ka kredītiestādēm būtu jāuzņemas solidāra atbildība par kredītu buma radītajām sekām. Šīs idejas deklarēja tie VIENOTĪBAS biedri, kuri no VIENOTĪBAS saraksta startēja vēlēšanās. Nu, pagājušajā parlamentā tas bija Valaiņa kungs. Kas notika tālāk? 2012.gada 8.novembris, pirmais lasījums. Nacionālā apvienība... Nu, debatēs uzstājās Krēsliņa kungs, debatēs uzstājās arī Seržanta kungs, un likumprojekts tika atbalstīts ar vārdiem: “Atbalstīsim, domājot par tiem cilvēkiem, kas tiešām ir uz nabadzības robežas un vienkārši nespēj šos parādus reāli atdot.” 2013.gada 28.novembris, otrais lasījums. Šāds regulējums būtu attiecināms tiešām tikai uz vienīgo mājokli. Es kopumā šādu regulējumu neizslēdzu, un acīmredzot, ja šis priekšlikums tiks atbalstīts, es gatavošu priekšlikumus, lai šo regulējumu attiecinātu uz vienīgo mājokli.” Respektīvi, ideja tiek atbalstīta. Nacionālā apvienība pasaka, ka ideja ir mazliet par plašu un ka viņi paši aktīvi iestāsies par minētās idejas striktu noregulēšanu. Toreiz uzstājās arī Olšteina kungs, kurš norādīja, ka visā pārējā Eiropā šobrīd tiek diskutēts par šo jautājumu, redzot, ka tās ir milzu problēmas, un citēja The Economist. Es citēju: “Ja Eiropas Savienība netiks galā ar privātpersonu saistībām, to var piemeklēt kārtējās krīzes vilnis”. Balsojums toreiz - “Saskaņas Centrs”, Nacionālā apvienība un Zaļo un Zemnieku savienība ar 56 balsīm šo Cvetkovas kundzes priekšlikumu atbalstīja. 2014.gada 25.septembris, burtiski divas nedēļas pirms Saeimas vēlēšanām. Dzintara Zaķa priekšlikums - izslēgt otrajā lasījumā pieņemto priekšlikumu, faktiski svītrojot nolikto atslēgu principu. Debates bija pietiekami vētrainas. Nemaldiniet klausītājus un skatītājus! Precīzi priekš stenogrammas: šis priekšlikums ir deputāta Zaķa un deputāta Demitera priekšlikums! Tātad, ja jūs runājat par kādu VIENOTĪBAS priekšlikumu, tad šeit nav šādu VIENOTĪBAS priekšlikumu!” Kaut gan toreiz patiesi Solvita Āboltiņas kundze un deviņas desmitās daļas no pašas VIENOTĪBAS nobalsoja “par” šo Zaķa kunga priekšlikumu. Viņš, starp citu, toreiz nebalsoja par šo priekšlikumu. (No zāles dep.
