Visu cieņu Mandātu, ētikas un iesniegumu komisijai par tās veikumu, par centieniem iedziļināties tautsaimniecības procesos, runājot par to, kāda sociālā un ekonomiskā nozīme Latvijas laukos ir kažokzvēru biznesam, par to, kādu pienesumu tā dod budžetam un tā tālāk, bet, pārfrāzējot kādas mums visiem labi zināmas dziesmas vārdus, kurā teikts, ka “dziesma nav par krekliem, bet ir par sirdsapziņām”, šodien mums vajadzētu runāt nevis par šo diskusiju, kas tagad notiek, bet gan par to, vai šī tautas iniciatīva... vai ir pamatoti to izskatīt, un, ja ir pamatoti to izskatīt, tad kā mums vislabāk to būtu izdarīt, lai šo demokrātiski un likumīgi īstenoto tautas iniciatīvu, kuru saskaņā ar Saeimas kārtības rulli ir iesnieguši vairāki tūkstoši mūsu pilsoņu... kā mums to labāk ir izdarīt. Kolēģi, lai stiprinātu... es jums atgādināšu varbūt... Lai stiprinātu demokrātijas iespējas mūsu valstī, savulaik mēs paši esam izveidojuši šādu instrumentu, ar kura palīdzību tauta varētu piedalīties likumdošanas procesā. Tātad mēs esam noteikuši, kas mūsu valsts pilsoņiem ir jāizdara, lai viņi varētu iesniegt šādu savu likumdošanas iniciatīvu. Un, kā es saprotu no ministra... no Mandātu, ētikas un iesniegumu komisijas ziņojuma, tad tauta ir izpildījusi šīs mūsu noteiktās prasības - tā ir sagatavojusi un iesniegusi šādu iniciatīvu Saeimā saskaņā ar tiem nosacījumiem, kurus mēs paši savulaik esam tai noteikuši. Tātad, ja šis instruments, ko mēs esam radījuši, nav bijis domāts tikai kā fikcija, kā iespēja vienkārši tautai “nolaist tvaiku”, tad es uzskatu, ka šinī situācijā mums kā tautas priekšstāvjiem, ja mēs vēlamies godprātīgi pildīt savus pienākumus un esam to zvērējuši savas tautas priekšā, šādas tautas iniciatīvas izskatīšana Saeimā būtu jāvirza tā, lai tā tiktu izskatīta ar vislielāko rūpību un kompetenci, kādu vien Saeima šādai tautas iniciatīvai var sniegt. Tātad saku vēlreiz: visu cieņu Mandātu, ētikas un iesniegumu komisijas veikumam! Mandātu, ētikas un iesniegumu komisija ir tiešām kārtīgi pastrādājusi, bet, ņemot vērā to, kā ir organizēts darbs Saeimā, sadalot deputātus komisijās, kur katra komisija ir specializējusies konkrētā jomā, kurā tai ir vislielākā kompetence Saeimā, es redzu, ka pareizā kārtība, kādā mums būtu jārīkojas, izskatot šādas tautas iniciatīvas, ir šāda: lēmuma sagatavošana, kādu šodien ir mēģinājusi sagatavot Mandātu, ētikas un iesniegumu komisija, būtu jāuztic tai komisijai, kurai ir vislielākā kompetence tajā jomā, par kuru ir jāsagatavo šāda tautas likumdošanas iniciatīva. Citādi tas, kā tas notiek tagad, īsti neatbilst... Šis process... šis tautas iniciatīvas izskatīšanas process īsti neatbilst ne tam, ko mēs esam zvērējuši savas tautas priekšā, ne patiesas demokrātijas, ne arī veselās loģikas principiem. Jo kas sanāk, darbojoties pēc šādas kārtības? Pēc šādas kārtības sanāk tā, ka Saeimā vienkārši pietiek ar vienu komisiju, ar Mandātu, ētikas un iesniegumu komisiju, kura ir kompetenta lemt par visām jomām un pieņemt lēmumu visas Saeimas vārdā, un virzīt tālāk to apstiprināšanai. Un rezultātā mēs jau nonākam... varam nonākt vispār līdz tik absurdai situācijai, ka mums vispār... ka mēs, visi pārējie, varam iet mājās un neko nedarīt, jo, ja jau šādu likumdošanas iniciatīvu var izskatīt Mandātu, ētikas un iesniegumu komisija un pieņemt savu lēmumu, tad arī jebkuru citu likumdošanas iniciatīvu var izskatīt Mandātu, ētikas un iesniegumu komisija. Tāpēc mans priekšlikums šodien ir atturēties atbalstīt šo Mandātu, ētikas un iesniegumu komisijas lēmumu, lai tādējādi dotu iespēju Mandātu, ētikas un iesniegumu komisijai sagatavot jaunu lēmumu. Un šī lēmuma būtība tad būtu sekojoša: Mandātu, ētikas un iesniegumu komisija nāk klajā ar ziņojumu, tā pasaka, vai šī tautas iniciatīva ir bijusi leģitīma, un, ja tā ir leģitīma, tad ziņo par šīs iniciatīvas būtību un tālāk piedāvā atbildīgo komisiju, kurai būtu vislielākā kompetence izvērtēt šo iniciatīvu. Un tad jau šī komisija nāk klajā ar savu ziņojumu pēc būtības, ko tālāk darīt ar šo tautas iniciatīvu. Kolēģi, es aicinu atbalstīt šo manu iniciatīvu un vispirms vēršos pie savas frakcijas kolēģiem, to skaitā pie Vitālija Orlova, kurš ir Mandātu, ētikas un iesniegumu komisijas priekšsēdētājs un, es uzskatu, ir krietni pastrādājis. Es ceru uz visu Mandātu, ētikas un iesniegumu komisijas locekļu atbalstu manam priekšlikumam, ja vien viņi neuzskata, ka viņu pienākums ir turpināt strādāt visu mūsu vietā. Es vēršos arī pie visiem pārējiem kolēģiem, it sevišķi pie valdošās koalīcijas deputātiem (No zāles dep. A.Bērziņš: “Un kuri balsoja?”), jo tieši jūsu balsojums būs tas izšķirošais, kas parādīs, vai šī tautai dotā demokrātiskā iespēja ir tiešām reāls instruments vai vienkārši fikcija. Tātad vēlreiz es aicinu... Mans priekšlikums ir atturēties no šā Mandātu, ētikas un iesniegumu komisijas sagatavotā priekšlikuma atbalstīšanas. Pārfrāzējot visiem zināmo dziesmu, jāteic tā: šodien mēs runājam nevis par kažokiem, bet gan par tautas tiesībām uz demokrātisku iespēju, ko mēs paši tai esam devuši. (No zāles dep.
