Un es, pretēji iepriekšējiem runātājiem, vēlos uzsvērt, ka viss, ko mēs šeit runājam šajās debatēs par likumprojektu, tiesai vēlāk būs saistoši, interpretējot konkrēto tiesību normu; proti, tas, kā šī likumdevēja griba ir ietērpta konkrētajā normā, tas, ko mēs šeit debatējam gan komisijas vārdā, gan Judina kungam paužot Juridiskās komisijas sēdē lemto, gan arī deputātu sacītais, kuri atbalsta konkrēto Juridiskā biroja priekšlikumu. Tas viss ietilpst tiesību normu teleoloģiskajā un arī vēsturiskajā tulkošanā. Un tie, kuri ir studējuši jurisprudenci, saprot, ka ar gramatisko un burtisko likuma lasīšanu neviens tiesnesis tiesu nespriež. Vēl nedaudz par civiliedzīvotājiem un humanitārajām tiesībām. Latvija kā demokrātiska valsts ir pievienojusies ne vien Ženēvas 1949.gada konvencijai, bet arī virknei citu starptautisko tiesību dokumentu, kuri aizsargā civiliedzīvotājus, un mans, tāpat kā jebkura Latvijas Republikas Saeimas deputāta, pienākums ir tiešām rūpēties par civiliedzīvotājiem. Šis grozījums Krimināllikumā nekādā gadījumā nav vērsts pret civiliedzīvotājiem vai pret palīdzības sniegšanu civiliedzīvotājiem, un šīs spekulācijas tik tiešām neviena Latvijas Republikas tiesa, lai arī kā varbūt vēlāk kāds gribētu šo likumu interpretēt, nepieļaus. Līdz ar to, kolēģi, šis priekšlikums, kuru ir iesniedzis Juridiskais birojs un par kuru mēs šobrīd debatējam, ir tikai un vienīgi tehniska rakstura - izteikt konkrēto redakciju, ka Latvija pilda starptautiskās saistības attiecībā uz civiliedzīvotājiem un humanitārajām tiesībām. Godātie kolēģi, es tiešām aicinu atbalstīt šo likumprojektu. Šis likumprojekts nav tapis steigā. Tas ir izskatīts vairākās pastāvīgās krimināltiesību darba grupas sēdēs Tieslietu ministrijā, tas ir izskatīts vairākās darba grupas sēdēs Iekšlietu ministrijā, pie tā ir uzsākts darbs jau 11.Saeimas laikā, un šobrīd vairāku mēnešu ilgais darbs ir noslēdzies, un, manuprāt, tas ir noslēdzies ļoti laba likumprojekta veidā. Ņemot vērā to, ka līdzīgi likumprojekti top visā Eiropas Savienībā, jo Ukrainā notiekošais un Ukrainā notiekošā izmantošana, lai finansētu teroristiskās organizācijas, diemžēl skar arī citas Eiropas valstis, es redzu, ka šis mūsu likums tiešām ir... arī kā prezidējošajā valstī tapis likums ir ļoti labs pamats, kas var palīdzēt citām valstīm. Mēs saprotam Ukrainā notiekošo, mēs atbalstām civiliedzīvotājus, un mums sirds tiešām ir pie šiem civiliedzīvotājiem. Un šis likumprojekts ir vajadzīgs tieši viņiem.
