Un abi piedāvājumi četrkārtīgi – četrkārtīgi! – pārsniedza tobrīd pieejamo budžetu jeb finansējumu būvniecībai. Tajā brīdī mēs izvērtējām, no savas puses, ka šādā gadījumā, lai projektu realizētu sākotnējā, ieplānotajā apjomā, tas papildu sadārdzinājums būtu pārāk liels, bet atdeve no dalības izstādē nebūtu tik liela – faktiski vairāk nekā 7 miljonus tad projekts maksātu. Turklāt vēl bija nopietni riski, ka varētu nepagūt projektu realizēt laikā, jo termiņš, kad būtu jābūt jau paviljonam uzbūvētam un visai ekspozīcijai iekārtotai, ir šī gada maijs – 1.maijs. Mēs gājām ar savu priekšlikumu atteikties no dalības izstādē, jo gan sadārdzinājums, gan arī tas, ko es redzēju, – ka projekts nav gana kvalitatīvi realizēts... Projekta īstenošana tika uzsākta jau 2012.gadā. Laiks, man šķiet, bija pietiekams, lai varētu organizēt arī iepirkuma procedūras savlaicīgi, lai tās netiktu atliktas uz pēdējo brīdi. Un nolikta arī valdība tādā paša situācijā, kad atkārtotām iepirkuma procedūrām vairs nebija laika, nolikta tādas dilemmas priekšā, vai būtisku finansējumu piešķirt papildus vai atteikties no projekta. Par ietaupīto vai neietaupīto. Tas ir mūsu uzdevums šobrīd – rūpīgi analizēt jau veiktos maksājumus, vērtēt, vai tās vērtības, kas ir šobrīd jau radītas, ir izmantojamas arī citiem mērķiem. Ir vienošanās ar Kultūras ministriju, ka Kultūras ministrija labprāt tās radītās mākslinieciskās vērtības, kas šobrīd ir, izmantotu arī citiem kultūras pasākumiem – Latvijas simtgades svinēšanai. Šobrīd ir konkrēts uzdevums – saprast, ko no tā visa, kas ir paveikts, par ko ir jau samaksāts, var reāli izmantot.".
