Tomēr es neatkārtošu to, ko teica kolēģi. Es pievērsīšos vienam citam jautājumam, kurš ir tieši pēdējās nedēļās ļoti aktuāls, proti, tā ir šī “Rīgas Satiksmes” un Rīgas domes politika... šī sabiedriskā transporta politika. Un tātad šonedēļ Valsts pārvaldes un pašvaldības komisijas paspārnē tika izveidota Pašvaldību lietu apakškomisija, kurā mēs skatījām arī šo jautājumu. Uz komisiju bija uzaicinātas visas iesaistītās puses. Diemžēl uzaicinātā Rīgas dome neuzskatīja par vajadzīgu ierasties un arī atsūtīt jebkādu informāciju, lai pamatotu savu pozīciju. Tāpat arī “Rīgas Satiksme”... Nu, dīvainā kārtā bija tās vadību skārusi gripas epidēmija, tādēļ viņi neieradās. Bet citas iesaistītās puses ieradās, un sēdē mēs... nu, faktiski guvām daudz jaunas svarīgas informācijas. Un viena no tādām, manuprāt, svarīgākajām lietām, ko mēs noskaidrojām, ir tātad... Faktiski Rīgas dome un Rīgas mērs pārmet valdībai un Saeimai, ka iepriekš, 2008. un 2009.gadā, tika no valsts budžeta apmaksāta nerīdzinieku pārvadāšana Rīgas sabiedriskajā transportā. Uzklausot Satiksmes ministriju un Autotransporta direkciju, mēs konstatējām, ka šī nauda, kas iepriekš tika dota no valsts budžeta, nekādā gadījumā nebija saistīta ar nerīdzinieku pārvadāšanu; vienkārši šīs grupas, ko bija iespējams atbalstīt kādreiz no valsts budžeta, bija plašākas, bet tad, atnākot valstī krīzei un iestājoties taupības politikai, šīs grupas, protams, tika, tā teikt, samazinātas, vienlaikus ļaujot pašvaldībai to izvērtēt – savu iespēju robežās atbalstīt kādas no šīm grupām. Tāpat arī uzklausījām Valsts kontroli, no kuras ziņojuma secinājām par ļoti daudzām lietām, par nesaimnieciskumu un tā tālāk, kas valda “Rīgas Satiksmē”. Tāpat arī VARAM pārstāvji minēja veselu virkni lietu, kas tātad būtu jāveic pašai “Rīgas Satiksmei”, – to skaitā šo “zaķu” ķeršana, to skaitā šo te nelegālo pārvadātāju ierobežošana. Tas dotu ieņēmumus “Rīgas Satiksmei”, un nemaz nebūtu nepieciešams meklēt naudu kaut kur citur. Tātad faktiski pašai no sākuma ir jāpaskatās uz sevi, jāveic vesela virkne mājasdarbu, lai pēc tam tad ietu pie... vispār pie valdības un risinātu vai domātu, vai tas ir pareizi vai nav pareizi – visiem valsts iedzīvotājiem tātad maksāt par... par rīdzinieku vadāšanu tajā skaitā. Un vēl viena lieta, kas šonedēļ ir izskanējusi, – “Rīgas Satiksmes” apmaksātās reklāmas, kurās tiek vainota valdība un tiek teikts, ka valdība absolūti negrib iesaistīties pārvadāšanā. Virkne deputātu gan no VIENOTĪBAS, gan no Nacionālās apvienības, gan no Zaļo un Zemnieku savienības tomēr uzskatīja, ka tā nav taisnība, jo valsts jau šobrīd Rīgas domei apmaksā invalīdu pārvadāšanu, tāpat arī kompensē tos maršrutus, kuri izved ārpus Rīgas. Tātad faktiski šī reklāma... nu, es pat teiktu, klaji melo vai maldina Latvijas iedzīvotājus. Tāpēc mēs ar vēstuli vērsāmies NEPLP, tātad Nacionālajā sabiedrisko... elektronisko plašsaziņas līdzekļu padomē, lai tā izvērtē šo reklāmu. Un mēs arī lūdzām, lai tā faktiski pārtrauc šo maldinošo reklāmu raidīšanu medijos. Tāpat es pats uzrakstīju vēstuli KNAB, kurā tātad argumentēju, ka, manuprāt, šīs reklāmas faktiski ir partijas “SASKAŅA” Rīgas domes politiskā reklāma, kurā tā pauž savu politisko viedokli. Un tātad es lūdzu šo reklāmu uzskatīt pirmām kārtām par administratīvo resursu izmantošanu politiskās partijas labā. Tāpat arī uzskatu, ka šie līdzekļi no partijas “SASKAŅA” budžeta būtu arī jāatmaksā faktiski “Rīgas Satiksmei” valsts budžetā. Diemžēl šajā gadījumā Saeima... Saeimai nav tiesību pārāk iejaukties Rīgas domes darbā, jo Rīgas dome tomēr ir atsevišķi vēlēta institūcija. Tāpat ir vēlētāji, kas par viņu balsojuši, un vienai vēlētāju varai ir ierobežotas iespējas iejaukties otrā vēlētāju varā, taču, skatoties uz nesaimnieciskumu, kas valda Rīgas domē un “Rīgas Satiksmē”, frakcija “VIENOTĪBA” tātad ir lēmusi tomēr spert soļus šīs kaut kādas patvaļas ierobežošanai, un mēs tuvākajā laikā iesniegsim grozījumus – tātad likumprojektu, kurā būs paredzēts, ka “Rīgas Satiksmes” šo te tarifu politiku vērtē regulators. Proti, regulatoram būs tiesības izmest no tarifa ārā tādus izdevumus kā ziedojumus arodbiedrībai LABA vai, piemēram, šīs te pašas dārgās mašīnas, par ko ir runa. Ir vēl vesela virkne tātad citu šo nesaimniecisko izdevumu, kas absolūti nav attiecināmi uz tarifos iztērēto naudu. Tātad tas faktiski ierobežos Rīgas domei iespēju šos tarifus uzpūst un iekļaut tajos nezin ko. Paldies radioklausītājiem par uzmanību. Uz tikšanos!".
