Kārtējo reizi gribu uzsvērt, ka šādas kopīgas maģistra programmas izveide un īstenošana tieši Rēzeknes Augstskolā ir ļoti apsveicams solis, tomēr gluži kā saucēja balss tuksnesī vēlreiz atkārtošu: deputāti kā likumdevēji nedrīkstētu radīt praksi likuma apiešanai ar līkumu. Tas neatbilst labas pārvaldības principiem. Šoreiz negribu pieminēt to, ka likumprojektam uz katru lasījumu ir jauns nosaukums, bet vērst jūsu uzmanību uz likumprojekta 3.pantu, kurā apgalvots, ka par kopīgās studiju programmas apguvi piešķirtais maģistra grāds atbilst Latvijas izglītības klasifikācijā noteiktajam Eiropas kvalifikāciju ietvarstruktūras 7.līmenim. Likumdevējs pašreiz, neiedziļinoties programmas saturā un sasniedzamajos rezultātos, apgalvo, ka ar krietni mazāku kredītpunktu skaitu un īsākā laikā nekā citās maģistra studiju programmās šīs programmas beidzēji būs sasnieguši atbilstošo līmeni. Protams, šo argumentu varētu mēģināt atspēkot ar 2.pantā atrunāto, ka nepieciešama vismaz trīs gadu ilga pieredze robežapsardzībā, bet, salīdzinot ietvarstruktūras aprakstā norādīto un līgumā par šīs programmas īstenošanu norādītajiem programmas rezultātiem, diemžēl nācās secināt, ka maģistra programmas rezultāti pilnībā nesasniedz Eiropas kvalifikācijas ietvarstruktūras 7.līmeni. Piemēram, ietvarstruktūrā norādīts, ka 7.līmeni sasniegušajiem ir jāapgūst ļoti specifiskas zināšanas, kuras ir pamats oriģinālai domāšanai un izpētei. Savukārt maģistra studiju programmā piedāvātajā netiek prasīta šī oriģinālās domāšanas kvalitāte un specifiskās zināšanas robežapsardzes jomā, bet tikai spēja kritiski novērtēt organizācijas attīstības potenciālu vadības principu kontekstā un šo principu pielietojumu robežu pārvaldībā. Tāpat ietvarstruktūras 7.līmenim atbilstīgs mācīšanās rezultāts ir jaunu zināšanu un procedūru radīšana, kā arī sarežģītu un neprognozējamu darba apstākļu vadīšana un pārveidošana, kas prasa jaunas stratēģiskas pieejas. Bet programmā nekas tamlīdzīgs netiek paredzēts. Tajā aprobežojas ar prasmi izstrādāt uz pierādījumiem pamatotas rekomendācijas nolūkā uzlabot robežu drošību un nodrošināt uz izlūkošanas datiem balstītu stratēģisku pieeju Eiropas robežu kontroles pārvaldībā. Jaunas stratēģiskas pieejas un stratēģiska pieeja nav gluži viens un tas pats. Vēlreiz gribu uzsvērt, ka pilnībā atbalstu valsts kvalitatīvu aizsardzību un Latgales attīstību, bet aicinu deputātus neuzņemties Dieva lomu un likumā neapgalvot to, kas, spriežot pēc pārējiem pieejamiem dokumentiem, pilnīgi noteikti netiks sasniegts.
