Es vispirms sniegšu dažas atbildes uz jau izskanējušiem jautājumiem vai replikām un pēc tam teikšu ļoti īsus noslēguma vārdus. Es gribētu šobrīd pieskarties vairākiem jautājumiem, kas šeit tika uzdoti, vai problēmām, kas šeit izskanēja. Pirmkārt. Krēsliņa kungs runāja par to, ka 20.gadsimta normatīvie akti slikti darbojas 21.gadsimtā. Es tam pilnībā piekrītu. Un tāpēc tas ir lielā mērā gan valdības, gan parlamenta uzdevums - reaģēt uz to situāciju, kāda mums veidojas. Pavisam drīz Saeima skatīs grozījumus Krimināllikumā, kuri ir izstrādāti saistībā ar terorisma draudu pieaugumu. Ir jāveic Latvijas likumu sakārtošana atbilstoši esošajai situācijai. Paldies Latkovska kungam par labajiem vārdiem par diasporas politiku. Šajā sakarā es gribu teikt, ka man tiešām ir prieks, ka mēs ļoti labi sadarbojamies gan ar atbildīgo Saeimas komisiju, gan arī valdības līmenī - ar Kultūras ministriju un Izglītības un zinātnes ministriju. Domāju, ka mums šobrīd jau ir izdevies panākt tādu sadarbības formu, kurā mēs tiešām ļoti efektīvi risinām daudzus jautājumus, kas skar gan kultūru, gan izglītību, gan saiknes noturēšanu ar mūsu valstspiederīgajiem. Runa ir par to, ka mēs šos jautājumus tiešām risinām efektīvi. Un arī jāsaka, ka šī politika tiek, manuprāt, adekvāti finansēta. Par to es varu teikt tiešām paldies - paldies par sapratni gan Finanšu ministrijai, gan valdībai, gan parlamentam kopumā. Mēs labi zinām, ka mūsu pirmais un galvenais uzdevums šobrīd ir noturēt Latvijas valstspiederīgajiem, Latvijas cilvēkiem, kas dzīvo ārpus Latvijas, saikni ar Latviju (lai tā būtu kāda, teiksim, biedrošanās forma - sporta sacensības un, protams, kori, deju kolektīvi vai, teiksim, kāda cita veida formāti!), vienlaikus arī nodrošinot visus tos nepieciešamos konsulāros pasākumus, kādus Latvijas valsts sniedz saviem valstspiederīgajiem, sākot no bērnu reģistrācijas un beidzot ar pilsoņu pasu maiņu - un tā tālāk, un tā joprojām. Kādi ir virzieni, kuros mums vajadzētu vairāk darboties? Manuprāt, mums tomēr vairāk un aktīvāk būtu jāstrādā, lai izglītības materiāli, teiksim, dažādi metodiskie materiāli, un skolotāji būtu vairāk pieejami daudzviet, kur dzīvo latvieši, kur dzīvo Latvijas cilvēki un kur tiešām ir interese bērnus sūtīt svētdienas skolās. Šajā sakarā varētu īpaši minēt Lielbritāniju, Īriju, nu jau arī Vāciju, Norvēģiju. Tā ka mums vēl ir daudz, ko darīt. Galvenais ir noturēt šo saikni un tad, protams, arī strādāt pie tā, lai mūsu ekonomiskā situācija būtu tāda, ka cilvēki būtu gatavi atgriezties, jo daudzi tiešām vēlas atgriezties. Taču, protams, ir arī daudzi iemesli, kāpēc nē. Šnores kungs šeit minēja to, ka viņš ir priecīgs, ka vēstures jautājumi ir nokļuvuši prioritārā kārtā. Es gribētu teikt, ka mūsu vēstures skaidrojums vienmēr ir bijis Ārlietu ministrijas darba kārtībā tāpat kā cīņa pret dažādiem, dažādiem, teiksim, Latvijai nelabvēlīgiem viedokļiem. Dažādās organizācijās - ANO, EDSO, Eiropas Padomē - mums bieži ir diskusijas ar Krievijas vēstnieku, un mēs burtiski pavisam nesen nevarējām saskaņot bēdīgi slavenā Djukova kunga izstādi UNESCO. Mēs bijām gatavi sadarboties, lai būtu kvalitatīva izstāde... Tā ka notiek gan cīņa pret vēstures falsifikāciju, gan Latvijas vēstures skaidrošana mūsu vēstniecībā, mūsu vēstniekiem ārpus Latvijas, arī Ārlietu ministrija rīko seminārus diplomātiem, kas ir akreditēti, par dažādiem jautājumiem. Tā ka šī darbība notiek. Šeit jau iepriekš minēja par Krimas tatāriem. Es gribētu atgādināt, ka Latvija bija viena no pirmajām valstīm, kura skaidri izteicās par viņiem gan Eiropas Savienībā, gan EDSO. Un arī es esmu personīgi mudinājis EDSO augsto komisāri, es esmu par to runājis EDSO ministru sanāksmē un ANO Cilvēktiesību padomē. Krimas tatāru aizsardzības jautājums būs augstu mūsu darba kārtībā, tāpēc šeit es nevarētu piekrist, ka mēs kaut kādā veidā būtu maz darījuši, taču, protams, mēs saskaramies ar zināmu starptautisko institūciju nevēlēšanos šos jautājumus aktualizēt, tāpēc šeit mums ir jāveido plaša koalīcija ar citām Eiropas Savienības dalībvalstīm. Un mēs to arī darīsim dažādos starptautiskos forumos. Kiršteina kungs, es īsti nesapratu, kā būs tad, ja mēs visus nepilsoņus izsūtīsim? Tad mums tas eksports būs tāds pats uz galviņu kā Igaunijā? Ja tā ir tāda interesanta ekonomiskā politika, tad es to atstātu varbūt ekonomikas ekspertiem diskutēšanai. Man tiešām ir prieks, ka katrās Saeimas debatēs parādās kādas jaunas inovatīvas idejas, bet, ziniet, es domāju, ka tā ir mūsu ekonomikas galvenā problēma. Un nu saistībā ar Minskas vienošanos. Redziet, tā ir vienošanās, ko ir parakstījusi gan Ukraina, gan Krievija, gan arī tā saucamie Luhanskas un Doņeckas pārstāvji. Tā faktiski ir vienīgā vienošanās, kurā ir arī Krievijas paraksts. Labāku modeļu šobrīd mums nav. Un mēs laikam nevarēsim pašas Ukrainas vietā izdarīt vairāk, nekā šobrīd var izdarīt Ukraina visu šo procesu virzībā. Tāpēc, lai arī cik slikta būtu vienošanās - un vienam otram tā liekas -, tā ir vienīgā, kas šobrīd varētu normalizēt situāciju Ukrainas austrumos. Te arī diezgan daudz runāja par augsto pārstāvi ārlietās - par Mogerīni kundzi. Es tomēr gribētu teikt, ka pirmām kārtām augstā pārstāvja uzdevums ir visu 28 dalībvalstu viedokļu koordinācija. Jā, tajā pārdomu dokumentā, kas tika iesniegts diskusijai Eiropas Savienības Ārlietu padomē, Latvijai, tāpat kā daudzām citām dalībvalstīm, ne viss bija pieņemams. Tieši tāpēc tas ir pārdomu dokuments, kas rosina diskusiju, nevis lēmumu projektus. Un gan kā prezidējošā, gan arī turpmākā Eiropas Savienības dalībvalsts mēs savu viedokli tajos jautājumos, kas ir principiāli, paudīsim skaļi, skaidri un saprotami. Pimenova kungs ieteica noslēgt Rīgas miera paktu. Es ļoti gribētu cerēt, ka mūsu prezidentūras laikā situācija Ukrainas austrumos uzlabosies tiktāl, ka mēs varēsim runāt tiešām par stabilizāciju, bet diemžēl ziņas, ko mēs saņemam kaut vai laikā, kamēr notiek šīs Saeimas debates, nav pārāk labas. Par sadarbību ar Baltijas valstīm, ko minēja Bērziņa kungs, un par to, ka gan vienotība, gan saskaņa mūsu starpā ne vienmēr ir tik vienota un saskanīga. Redziet, bieži gadās tā - mazāk gan politiskajos jautājumos, bet vairāk daudzos praktiskos jautājumos -, ka mēs savstarpēji konkurējam. Tā ir realitāte! Tajā pašā laikā ir daudzi būtiski jautājumi - kaut vai šobrīd Austrumu partnerība, situācija Ukrainā, drošības politikas jautājumi -, kur, es domāju, par mūsu, Baltijas valstu, koordināciju un vienotību šaubu nav. Šeit mēs, visas valstis, redzam situāciju ļoti, ļoti līdzīgi. Dolgopolova kunga minētās atsevišķās lietas, piemēram, Baltkrievijas prezidenta vēlēšanas... Ne jau pašas vēlēšanas bija problēma, bet gan tas, ka pēc tām notika ļoti brutāla, vardarbīga demonstrāciju apspiešana. Mēs ļoti gribam cerēt, ka tieši te mūsu piedāvātā dialoga ietvaros varbūt viens otrs jautājums, viena otra problēma, kas citādi varbūt būtu pašā Baltkrievijā, varētu tikt novērsta. Mums ir plāns, kādā veidā sadarbību ar Baltkrieviju stiprināt, tostarp, kā es jau arī savā uzrunā minēju, stiprināt, teiksim, šīs vispārcilvēciskās, vispārpolitiskās vērtības un tiesības. Ārlietu ministrija nekādā veidā nevar ietekmēt Eiropas Centrālo banku, tā nekad nav bijusi Ārlietu ministrijas funkcija. Šeit ir citi instrumenti - mums ir Latvijas Banka, mums ir Finanšu ministrija. Es zinu, ka kolēģi pilnīgi noteikti šeit darbojas. Visbeidzot par pozīcijām, to saskaņošanu, Ārlietu ministrijas lielāku koordinējošo lomu. Es zinu, ka... un arī mums pašiem dažreiz gan valdībā, gan arī ministrijā, nu, nav īsti patīkami gatavot pēdējā mirkļa pozīcijas vai dokumentus. Bet ņemiet vērā, ka bieži vien diskusijas, kas notiek Eiropas Savienības ietvaros, un šo lēmumu sagatavošana, lai cik lēni un sakārtoti, kā mums liktos, strādā Eiropas birokrātija, notiek tiešām arī ar zināmiem rāvieniem. Un mēs tiešām centīsimies darīt visu, lai pozīcijas kolēģiem Eiropas lietu komisijā būtu pieejamas savlaicīgāk. Bet es arī aicinu dažreiz rēķināties ar to realitāti, kādā mēs dzīvojam. Nobeigumā es tiešām gribētu pateikt lielu paldies visiem, kas piedalījās debatēs. 12.Saeimā šīs bija pirmās debates par ārpolitiku. Es domāju, ka tās bija samērā interesantas, aktīvas. Izskanēja daudz labu vārdu - paldies par tiem. Izskanēja daudz kritikas - saku paldies arī visiem kritiķiem. Mēs centīsimies ņemt vērā daudzus priekšlikumus. Ir priekšlikumi, kurus... es jau komentēju... kurus mēs neuzskatām par pamatotiem vai par kritiku. Un tas, ko es gribētu teikt, - ka 2015.gads pasaulē, Eiropā un arī Latvijā būs ļoti, ļoti sarežģīts gads. Gan tie izaicinājumi, kas ir vērsti pret mūsu drošību, gan izaicinājumi, ar kuriem Latvija saskaras kā prezidējošā valsts, - kopumā tie būs ļoti nopietni. Es domāju, ka šis gads būs tikpat sarežģīts, izaicinājumiem bagāts kā pagājušais gads. Tāpēc es ļoti lielā mērā ceru uz to, ka mūsu ļoti labā sadarbība ar Valsts prezidentu, Saeimas priekšsēdētāju, Saeimu kopumā, Ministru prezidentu, Ministru kabinetu, ministriem turpināsies un ka mēs visi kopā spēsim šos izaicinājumus pārvarēt. Saku tiešām lielu paldies un ceru, ka jau 2016.gada debatēs mēs varēsim atskatīties gan uz mūsu prezidentūru, gan nospraust jaunus, arī ambiciozus, ārpolitikas mērķus. Paldies par uzmanību.
