Jo, jā, liels ir to latviešu skaits, kuri dzīvo ārpus Latvijas šobrīd, bet tā nebūtu problēma, tās būtu pat iespējas... Bet problēma ir latviešu mazais skaits Latvijā, un tendence kļūst, protams, pavisam kritiska, jo īpaši ņemot vērā, ka jauniem cilvēkiem būs joprojām izaicinājums - doties pasaulē, gūt pieredzi, gūt izglītību, un nebūtu saprātīgi to liegt. Tas nozīmē, ka emigrācija tā vai tā turpināsies. Un, kā mēs dzirdam arī šodien, mums būs imigrācijas draudi no citiem reģioniem. Un, protams, tas vispirmām kārtām ir saistīts ar Latvijas ekonomisko stāvokli, ar Latvijas globālo konkurētspēju. Bet vienmēr mums būs svarīgi, lai ikviens, kurš ir gatavs atgriezties Latvijā, zinātu ikvienu iespēju atgriezties šodien vai rīt. Un tas jau ir jautājums par kvalitatīvu informāciju, kas sasniedz pēc iespējas vairāk tautiešu ārzemēs, un tas ir tas praktiskais jautājums sadarbībai starp Ārlietu ministriju, citām ministrijām un Saeimu. Divi skaitļi no pētījumiem par diasporu. Pirmais: 10-15 procenti ir gatavi atgriezties tuvākajā laikā pie zināmiem nosacījumiem. 10-15 procenti - tas nebūtu nemaz tik maz. Bet tas kritiskais jautājums ir: cik daudzos gadījumos sakrīt šī gatavība atgriezties Latvijā ar iespējām viņiem pilnvērtīgi strādāt un dzīvot Latvijā? Un vēl svarīgāk: cik daudzi zina par šo sakritību, par šīm iespējām un vēlmi? Un otrais: 15 procenti no tautiešiem ārzemēs ir saistīti ar diasporas organizācijām. Un šeit es teikšu: tikai 15 procenti! -, ņemot vērā to, ka šobrīd mūsu diasporas politikā valsts saikne ar tautiešiem ārzemēs tiek galvenokārt veikta tieši caur diasporas organizācijām. Tātad lielu daļu no tautiešiem ārzemēs šī informācija vai nu nesasniedz, vai sasniedz ļoti fragmentāri un pastarpināti. Tātad - ko darīt?
