Vispirms vēlos izteikt pateicību ārlietu dienestam par darbu Eiropai un pasaulei tik nemierīgajā 2014.gadā. Aizvadītais gads raksturojams kā nopietniem drošības izaicinājumiem un ģeopolitiskām pārmaiņām piepildīts laiks. Notikumi Ukrainā pievērsuši pasaules uzmanību visa gada garumā. Un nav šaubu par to, ka norises mums tik netālajā Eiropas valstī bijušas un joprojām saglabājas Latvijas ārpolitikas centrā. Nav noliedzams, ka kopējā drošības situācija Eiropā ir kļuvusi nestabilāka. Jautājumi par draudu līmeni Latvijai un jaunu auksto karu Eiropā diemžēl ir kļuvuši par regulāri apspriestu tematu. Tomēr vienlaikus varam arī skaidri redzēt, ka izaicinājumi Eiropas drošībai ir pievērsuši globālu uzmanību un Krievijas realizētā politika ir veicinājusi plašu nosodījumu un kopīgu NATO reakciju, īstenojot kolektīvās aizsardzības, kā arī alianses klātbūtnes un redzamības pasākumus reģionam. Šajos apstākļos pieaugošu nozīmi gūst aizvadītajā gadā Latvijā nodibinātais NATO Stratēģiskās komunikācijas izcilības centrs. Manuprāt, šobrīd nav jāšaubās par vārda “sabiedrotie” nozīmi. Mēs skaidri redzam, ka Latvijas dalība NATO ir bijusi absolūti pareiza ģeopolitiska izvēle un tieši dalība NATO ir mūsu valsts drošības garants. Mūsu ārpolitikā daudz vairāk ir bijis jādomā par valsts ārējās drošības stiprināšanu, jāmeklē iespējas Ukrainas krīzes risināšanai, kā arī jāpieņem būtiski lēmumi attiecību veidošanā ar Krieviju. Pagājušajā gadā notikušas ievērojamas pārmaiņas gan mūsu divpusējās, gan starptautisko organizāciju ietvaros veidotajās attiecībās ar Krieviju; tas izskaidrojams ar Krievijas īstenoto politiku Ukrainā un Krimas aneksiju. 2014.gadā tika ieviesta virkne ierobežojošu pasākumu pret Krieviju, kuru vienīgais mērķis bijis atturēt Krieviju no agresijas Ukrainā un panākt starptautisko tiesību principu ievērošanu. Vienlaikus vēlos uzsvērt, ka arī nākotnē jācenšas rast diplomātiskus risinājumus attiecībās ar Krieviju. Pozitīvi atzīmējamas ārlietu ministra nesenās vizītes Kijevā un Maskavā; tas apliecina Latvijas kā Eiropas Savienības prezidējošās valsts vēlmi un spēju būt konstruktīvai un meklēt iespējas risinājumiem sarunu ceļā arī šādos šķietami bezcerīgos politiskajos apstākļos, kad ik dienu turpinās kaujinieku uzbrukumi Ukrainas armijas spēkiem valsts austrumos. Tajā pašā laikā aicinu ārlietu ministru arī turpmāk prioritāri meklēt diplomātiskus risinājumus un izvairīties no emocionālu vai sasteigtu lēmumu pieņemšanas, kas nevar veicināt mierīgu situācijas noregulējumu Ukrainā, bet var radīt nevēlamas sekas Latvijai, mūsu lauksaimniekiem, piensaimniekiem, zivju pārstrādes un tranzīta nozarēs strādājošiem cilvēkiem. Diskusijās par drošības politiku nedrīkstam aizmirst terorisma un radikālā ekstrēmisma draudus. Notikumi Francijā, Beļģijā un citviet mums ir atgādinājuši, ka terorisma problemātika ir aktuāla ne vien Tuvajos Austrumos, Āfrikā un citos attālos reģionos, bet arī Eiropā. Mēs nedrīkstam šim agresijas veidam ļaut attīstīties, tādēļ aktīvi jāturpina atbalstīt globālo cīņu ar terorismu. Godātie kolēģi! Latvija ir turpinājusi uzturēt ciešus divpusējos kontaktus ar Austrumu partnerības un Centrālāzijas valstīm. Īpaši es vēlos atzīmēt Valsts prezidenta ieguldījumu šo attiecību stiprināšanā. Šis sadarbības virziens ir iekļauts arī mūsu prezidentūras Eiropas Savienības Padomē prioritāro jautājumu lokā. Aicinu šo sadarbības virzienu turpināt attīstīt, arī beidzoties Latvijas prezidentūrai, lai nodrošinātu šo savstarpēji izdevīgo politisko un ekonomisko kontaktu tālāku attīstību. Uzskatu, ka sadarbībai ar Austrumu partnerības un Centrālāzijas valstīm jābūt mūsu ārpolitikas ilgtermiņa prioritātei. Runājot par šo sadarbību, vēlos arī atzīmēt parlamentārās diplomātijas un politiskā dialoga iespējas, un kolēģus aicinu tās aktīvi izmantot. Šeit jāatzīmē gan mūsu divpusēji veidotie kontakti ar citu valstu parlamentiem, gan arī daudzpusējais dialogs dažādos starpparlamentu sadarbības formātos un organizācijās. Būdams Latvijas delegācijas Starpparlamentu Savienībā vadītājs, es vēlos atzīmēt šīs 166 pasaules valstu parlamentus pārstāvošās organizācijas nozīmi. Starpparlamentu Savienība savā darbībā cenšas sekmēt demokrātijas un parlamentārās diplomātijas attīstību pasaulē. Starpparlamentu savienības izstrādātie kopējie principi parlamentu atbalstam paredz pieredzes apmaiņas programmas attīstības valstu parlamentiem. Arī Saeima iesaistās šādās parlamenta attīstību veicinošās palīdzības programmās, visaktīvāk nododot savu pieredzi jau minētajām Austrumu partnerības valstīm - Gruzijai, Ukrainai, Moldovai, Azerbaidžānai, Armēnijai un Baltkrievijai. Starpparlamentu savienība un, protams, arī Latvijas delegācija tic, ka demokrātijas, likuma varas, cilvēktiesību, dzimumu līdztiesības, ekonomiskās un sociālās attīstības principu īstenošana un atbalsts minēto mērķu sasniegšanai turpinās parlamentārās demokrātijas, miera, stabilitātes un ekonomiskās izaugsmes attīstību pasaulē. Un noslēgumā vēlos novēlēt visiem Latvijas prezidentūras Eiropas Savienības Padomē nodrošināšanā iesaistītajiem būt atbildīgiem, veiksmīgiem un, protams, arī izturīgiem, īstenojot mūsu valsts pirmo prezidentūru. Es patiesi ceru, ka nākamajās ārpolitikas debatēs mēs varēsim atskatīties uz Latvijas sekmīgi īstenoto prezidentūru Eiropas Savienības Padomē, uz tās sasniegumiem Eiropas konkurētspējas, digitālās darba kārtības, kā arī globālās lomas stiprināšanā. The threat level for Latvia and a new Cold War in Europe have unfortunately become a regular subject to debate, but we can also see clearly that the challenges to Europe's security have brought global attention and Russia's policy has been strongly condemned; andthe joint NATO response to the collective defence and the presence and visibility of the alliance in this region, under a growing role in Latvia, in the last year, there is no question of the importance of the' allies' in Latvia at this moment on the role of the' allies '. Seeing Latvia's membership of NATO has been an absolutely right geopolitical choice and that direct membership of Nato is the guarantor of our national security in Our Foreign Policy much more has been to think about strengthening the country's external security, exploring opportunities for the Ukrainian crisis, as wellit will also be necessary to take substantial decisions in the development of relations with Russia in the relations between our bilateral and international organisations, both within our bilateral and international organisations; this is explained by Russia's policy in Ukraine and the annexation of Crimea in 2014a series of restrictive measures against Russia, the sole aim of which has been to prevent Russia from aggression in Ukraine and to push for respect for the principles of international law, I would like to emphasise that in future, efforts should also be made to find diplomatic solutions to Russia's recent Pozitive Foreign Minister's recentthe visits to Kiev and Moscow; this confirms Latvia's willingness and capacity to be constructive in the way the European Union is negotiated and to look for options for negotiations in such a seemingly desperate political climate, with the continuing attacks of militants on Ukrainian military forces on a daily basis. At the same time, in the east of the country, I call on the Foreign Minister to continue, as a matter of priority, to seek diplomatic solutions and avoid emotional or hasty decision-making that cannot contribute to a peaceful settlement of the situation in Ukraine, but can have undesirable consequences for Latvia, our farmers, the dairy farmers ,in the processing and transit sectors for workers in the processing and transit sectors, we should not forget the threat of terrorism and radical extremism in the Notices of France, Belgium and elsewhere that the problem of terrorism is acute, not only in the Middle East, Africa and othersin remote regions, but also in Europe, we must not allow this type of aggression to develop, and therefore actively continue to support the global fight against terrorism, Mr Glass colleague, that Latvia has continued to stay in close bilateral contacts with the countries of the Eastern Partnership and Central Asia. To mark the President's contribution to this relationship, this direction of cooperation has also been included in the European Union Council of Ministers' priority to further develop this cooperation, including at the end of the Latvian Presidency, in order to ensure this mutually beneficial political andfurther to the development of economic contacts, I think that the cooperation with the Eastern Partnership and Central Asian countries should be a long-term priority of our foreign policy, when it comes to this cooperation, I would also like to mention the possibility of parliamentary diplomacy and political dialogue, and I call on colleagues to actively take their active use of SheitI should mention both our bilateral contacts with the parliaments of other countries and the multilateral dialogue between the various interparliamentary delegations in the interparliamentary and parliamentary delegations to the Interparliamentary Union, I would like to mark the meaning of this 166 national parliaments representing the parliaments of the World Parliaments. As part of its actions, the Union seeks to promote the development of democracy and parliamentary diplomacy in the world, with the common principles for parliamentary support developed by the Parliaments of the Interparliamentary Union, the national parliaments of the developing countries will also be involved in the parliamentary development assistance programmes ,the Eastern Partnership countries mentioned - Georgia, Ukraine, Moldova, Azerbaijan, Armenia and Belarus - and, of course, the Latvian delegation believe that the implementation of the principles of democracy, the rule of law, the rule of law, gender equality, economic and social development, and support for those objectivesfurther to the development of parliamentary democracy, peace, stability and economic growth in the world, I would like to conclude by wishing all of the Latvian Presidency-in the Council of the European Union to be accountable, successful and, of course, resistant to the success of our country's first Presidency. I hope that in the forthcoming foreign policy debate we will be able to look back on the success of the Latvian Presidency in the Council of the European Union, on its achievements in strengthening Europe's competitiveness, the digital agenda and the global role, so that we are all good!
