Es ļoti priecājos, ka šīs ārpolitikas debates mēs aizvadām ar Eiropas Savienības karogu fonā, kas spilgti simbolizē lielo notikumu, kas nosaka mūsu valsts dzīvi šajā pusgadā, - Latvijas valsts prezidentūru Eiropas Savienības Padomē. Pēdējos mēnešos man ļoti bieži sanāk satikt daudzus šodienas Eiropas Savienības lēmumpieņēmējus, kas kā Eiropas Savienības valstu diplomāti ir stāvējuši pie atjaunotās Latvijas šūpuļa un ar bažām un cerībām raudzījušies, kas sanāks no tikko dzimušā bērna - Latvijas valsts. 1991.gadā Latvijas izaicinājumi bija milzīgi un jautājumu par Latvijas pastāvēšanu bija ļoti, ļoti daudz. Šīs atmiņas, kuras mums saistās arī ar barikāžu laiku, ko mēs šobrīd atzīmējam, mums spilgti liek solidarizēties ar mūsu likteņa biedriem ukraiņiem, kuri tieši tādus izaicinājumus un pārdzīvojumus pārdzīvo šobrīd. Piemēram, Eiropas Komisijas pirmais viceprezidents Timmermana kungs atceras, kā no savas istabas tagadējā viesnīcā “Rīdzene” bažīgi klausījies šāvienos Bastejkalnā 1991.gada janvāra traģiskajos notikumos. Daudzi no viņiem jautāja tāpat, kā mēs tajā tālajā laikā sev jautājām: “Kas būs ar Latviju un kāda būs Latvija?” Šodien, kad jau 10 gadus esam NATO, Eiropas Savienībā, norēķināmies ar eiro un visbeidzot pašlaik vadām Eiropas Savienību kā Eiropas Savienības Padomes prezidējošā valsts, mūsu panākumi šķiet galvu reibinoši, bet tie, protams, ir nākuši pacietīgā, rūpīgā un neatlaidīgā darbā. Mēdz jokot, ka patiesa politiskā brieduma brīdis ikvienai Eiropas Savienības dalībvalstij ir tās prezidentūras pusgads un ka tā laikā valsts kļūst par nobriedušu, īstu Eiropas Savienības dalībvalsti. Šajā prezidentūras pusgadā briedīsim un pieaugsim arī mēs šeit, Saeimā, jo pašlaik Latvija, vadot Eiropas Savienības Padomes darbu, ļoti daudzos starptautiskos formātos runā visas Eiropas vārdā. Nereti Eiropas institūcijās un dalībvalstīs valda uzskats, ka prezidentūra kopumā ir tikai valdības darīšana un ka tās prioritātes ataino tikai valdības iecerētās darbības. Latvijas gadījumā tā tas noteikti nav, jo Saeima ar Eiropas lietu komisijas starpniecību ir vienmēr bijusi cieši iesaistīta Latvijas aktivitātēs Eiropas Savienībā. Ikdienā tas saistīts ar nacionālo pozīciju apstiprināšanu Eiropas lietu komisijā, pirms Latvijas viedoklis tiek pausts attiecīgajās padomēs. Prezidentūras laikā Eiropas lietu komisija apstiprina prezidentūras mandātus par būtiskākajām Eiropas Savienības likumdošanas iniciatīvām. Tikai nelielā daļā Eiropas Savienības dalībvalstu parlamentu ir tik cieša nacionālo likumdevēju iesaiste Eiropas Savienības lēmumu pieņemšanā. Mēs esam ļoti lepni par to, ka parlamenta iesaistes arhitekti izvēlējās tieši šo modeli un ka iknedēļas diskusijas par Eiropas Savienības politikām ar atbildīgajiem ministriem mūsu komisijā ir ierasta prakse. Es ceru, ka mēs ar ministriem kopā šo praksi arī veiksmīgi turpināsim. Un paldies visiem deputātiem par aktīvo iesaisti Eiropas lietu komisijas darbā! Savukārt Eiropas prezidentūras parlamentārās dimensijas ietvaros Saeima Rīgā rīko piecas augsta līmeņa konferences, kurās katrā piedalīsies no 100 līdz pat 350 dalībniekiem - parlamentārieši, komisāri un augsta līmeņa starptautiskie eksperti. Jau pavisam drīz - 1.februārī - šajā pašā zālē, mūsu Sēžu zālē, uz pirmo no šīm konferencēm pulcēsies visu Eiropas Savienības dalībvalstu parlamentu Eiropas lietu komisiju priekšsēdētāji, kas sēdēs jūsu, kolēģi, darba vietās. Šobrīd paredzēts, ka līdztekus tādiem jautājumiem kā Eiropas Enerģētikas savienība un Transatlantiskās partnerības līgums ar ASV COSAC Rīgas konferencē tiks apspriests arī jautājums par vēl ciešāku nacionālo parlamentu iesaisti Eiropas lēmumu pieņemšanas procesā. Un man ir liels prieks par prezidentūras atklāšanas dienu, ko kolēģis Kalniņa kungs jau minēja kā bezprecedenta gadījumu, - ka mēs atklājām prezidentūru tieši ar Eiropas komisijas komisāru viesošanos Saeimā un diskusijām ar parlamenta pārstāvjiem un mūsu sociālajiem partneriem. Cienījamie kolēģi! Dāmas un kungi! Kā daudzās iepriekšējās runās jau tika teikts, Latvijas prezidentūras laiks sakrīt ar virkni ļoti būtisku izaicinājumu, kuriem risinājumi meklējami mūsu prezidentūras prioritātēs un kuri atspoguļosies arī Saeimas rīkoto parlamentāro konferenču darba kārtībās. Nodarbinātības jomā Eiropa šobrīd saskaras ar ievērojamu izaicinājumu - sabiedrības novecošanos, kas pastāv līdztekus ļoti augstam jauniešu bezdarbam. Augsts jauniešu bezdarbs nozīmē, ka neprasmīgi izmantojam jauno cilvēku enerģiju un radošumu, jauniešos radot nereti atstumtības sajūtu, kas galu galā var apdraudēt Eiropas kopējās vērtības, ja jaunā paaudze jūtas ignorēta, nevis iesaistīta. Tāpēc paldies Bērziņa kungam par neseno diskusiju par programmu “Jauniešu garantija” mūsu Saeimas apakškomisijā! Arī Latvija tātad ir sākusi darboties ar “Jauniešu garantiju”, un es aicinu visus Saeimas deputātus kopā ar mūsu jauniešu biedrībām iesaistīties tās veidošanā un darbības uzraudzībā. Diemžēl Eiropas Savienība dažādu iemeslu dēļ patlaban nav īpaši pievilcīgs mērķis ārvalstu investīcijām - iemesli ietver niecīgu ekonomisko izaugsmi un tiesiskā regulējuma, īpaši darba tirgus regulējuma, neelastīgumu. Smagas cīņas šajā jomā mēs esam mēģinājuši izcīnīt arī šeit, Saeimā, strādājot ar Darba likuma izmaiņām, un zinām, cik grūti ir panākt šīs nepieciešamās izmaiņas. Vācijas kanclere Merkele bieži min trīs ļoti svarīgus, Eiropas Savienību spilgti raksturojošus skaitļus: Eiropas Savienībā dzīvo 7 procenti no visiem pasaules iedzīvotājiem, Eiropas Savienība saražo 25 procentus no kopējā visas pasaules iekšzemes kopprodukta, un 50 procentus no visiem tēriņiem sociālajam nodrošinājumam iztērē tieši Eiropas Savienības valstis. Lai mēs varētu turpināt tādu modeli, lai mēs varētu nodrošināt šo labklājību savām sabiedrībām, mums ir jāpanāk lielāka konkurētspēja, īpaši panākot to, ka jaunieši - viņi ir mūsu nākotne! - tiek pienācīgi nodarbināti. Jauniešu nodarbinātības līmenis daudzās Eiropas Savienības valstīs šobrīd nav pieņemams, jo dažās no tām jauniešu bezdarbs ir pat 40 procentu līmenī. Un visbeidzot. Iepriekšējie runātāji daudz runāja par Krievijas milit��ro agresiju Ukrainā un arī islāma fundamentālisma ekspansiju Irākā, Sīrijā un Lībijā. Savā ziņā mēs varam teikt, ka laikraksta Charlie Hebdo redakcijas nošaušana ir saistīta vai ir salīdzināma ar tādu kā savdabīgu 11.septembri Eiropā. Tas ļoti lielā mērā arī izmainīja mūsu prezidentūras akcentus. Šinī gadījumā tas tikai pierādīja to, ka, domājot par agresiju, kuru šobrīd veic Krievijas Federācija neatkarīgās Ukrainas teritorijā, mēs nedrīkstam aizmirst par to, kas notiek Eiropas Savienības dienvidos. Prezidentūra Eiropas Savienībā - tas vispirmām kārtām ir mūsu pienākums, mūsu solidaritātes pienākums. Latvija no dalības Eiropas Savienībā ir ieguvusi ārkārtīgi daudz: mūsu iekšzemes kopprodukts, pateicoties dalībai Eiropas Savienībā, ir pieaudzis par veseliem 20 procentiem, neskatoties uz ļoti smago ekonomisko krīzi, ko mēs piedzīvojām 2009.gadā. Pusgadu mēs pieliksim savu varbūt dažreiz vēl nedaudz trauslo, bet noteikti apņēmības pilno plecu kopējam Eiropas Savienības projektam, kas mums pašiem kā Eiropas Savienības dalībvalstij ir devis tik ļoti daudz.
