Ar šāda likumprojekta pieņemšanu mēs, no vienas puses, dodam iespēju sagatavot salīdzinoši nelielu skaitu augstākā līmeņa robežsargu, bet, no otras puses, parādām visai Latvijas sabiedrībai, ka likums nav stabils pamats un garants valsts funkcionēšanai, jo to var viegli piemērot pēc vajadzības, tātad - arī radot jaunu likumu. To apliecina arī šī likuma tapšana. Mums bija iespēja risināt šo jautājumu pēc būtības, neradot precedentu. Arvīds Platpers jau pirms pirmā balsojuma vērsa jūsu uzmanību uz iespējamiem risinājumiem: vai nu grozīt esošo likumu - Augstskolu likumu -, vai arī aicināt Ministru kabinetu grozīt Ministru kabineta noteikumus Nr.36 “Iepriekšējā izglītībā vai profesionālajā pieredzē sasniegtu studiju rezultātu atzīšanas noteikumi”. Diemžēl priekšlikumi netika sadzirdēti. Gribu vērst jūsu uzmanību uz to, ka šobrīd mēs otrajā lasījumā balsojam par pilnīgi jaunu ne tikai likumprojekta redakciju, bet arī... mainījies ir arī likumprojekta nosaukums. Interesanti, vai trešajā lasījumā mums atkal tiks piedāvāta jauna redakcija?! Ar šādu likumu mēs radām pamatotu risku - Eiropas kopējā izglītības telpā neuzticēties Latvijā pieņemtajiem augstākās izglītības likumiem, jo šāda likumprojekta redakcija atļauj iegūt maģistra grādu ar ievērojami mazāku kredītpunktu skaitu nekā citās maģistra studiju programmās Latvijā un Eiropas vienotajā izglītības telpā. Likuma redakcija neparedz prakses pielīdzināšanu konkrētam kredītpunktu skaitam. Vēlreiz uzsveru - šis nav jautājums par to, vai deputāti atbalsta vai neatbalsta Latgales reģiona attīstību, šis ir jautājums par izņēmuma radīšanu gadījumos, kad ir iespējami citi risinājumi. Es aicinu ievērot labas pārvaldības principu un atturēties no šādu precedentu radīšanas. Pateicos.".
