Apzinoties, ka Valsts prezidentu, visticamāk, šoreiz vēl vēlēs Saeima jau pēc nepilniem pieciem mēnešiem, ir svarīgi izvirzīt konkrētas prasības Valsts prezidenta amata kandidātiem. Mums neder vienkārši prezidents ar vārdu, uzvārdu un personas kodu. Ja iedzīvotāji nevar uzticēties prezidentam, kuru Saeima ievēlējusi, lai tiktu aizstāvētas sabiedrības intereses, valsts drošība, kopējās ekonomiskās intereses un tiktu vairota nācijas pārticība, tad šādam prezidentam ir niecīga vērtība. Tieši tādēļ Latvijas Valsts prezidenta amata kandidātiem nepieciešams izvirzīt kritērijus, kas šo latiņu kaut nedaudz paceļ augstāk par pašreizējām vispārējām prasībām. Pirmkārt. Valsts prezidentam jābūt ar augstāko izglītību. Par to šeit, manuprāt, nav vietas diskusijām, ņemot vērā, ka pat bērnudārza audzinātājām obligāta ir augstākā izglītība. Otrkārt. Nevainojamā reputācija, kas ierakstīta likumā, izvēloties Valsts prezidenta amata kandidātus, diemžēl līdz šim nav skatīta kā būtisks kritērijs. Tādēļ, manuprāt, daudz būtiskāk - jo īpaši pašreizējā ģeopolitiskajā situācijā - ir runāt par nepieciešamību Valsts prezidenta amata kandidātiem vēl pirms ievēlēšanas saņemt pirmās kategorijas pielaidi valsts noslēpumam. Tas ļautu jau laikus izvairīties no situācijām, ar ko saskārušies vairāki politiķi, kas nominēti augstiem amatiem, bet vēlāk spiesti tos pamest, jo faktiski nespēj pilnā apjomā pildīt sev uzticētos pienākumus, vienlaikus tādā veidā iedzīvotāju acīs diskreditējot arī valsts varu un kopējo priekšstatu par politiķiem. Neaizmirsīsim, kolēģi, ka šeit mēs debatējam par prasībām Valsts prezidentam, kuram būtu jāpanāk ievērojams sabiedrības uzticības pieaugums. Vienlaikus tas ir arī jautājums par sabiedrības kopējās uzticības līmeni valsts varai, kas pašreiz ir kritiski zems. Tāpēc te nav runa tikai par cilvēku ar konkrētu vārdu, uzvārdu un personas kodu. Te ir runa par cilvēku, kurš spēj vienot nāciju! Es ceru, ka klātesošie deputāti apzinās šo likuma grozījumu nozīmi un Latvijas izaugsmes vārdā tos atbalstīs. Paldies.".
