Iepriekšējā Saeimā vairāku gadu garumā nevarēja tikt atrasts kompromiss, lai iedarbinātu šo maģistrantūras programmu. Kāpēc tā ir svarīga? Pirmām kārtām tiek dota iespēja Latvijai realizēt šādu programmu. No visām Eiropas Savienības dalībvalstīm, it īpaši no tām, kuras atrodas uz Eiropas Savienības ārējās robežas, šeit ierastos vidējā un augstākā līmeņa virsnieki, kas strādā robežaizsardzības jomā, un iegūtu maģistra grādu pie mums, Latvijā, – ne Rīgā, bet tieši Rēzeknē, Latgalē. Tas dotu iespēju attīstīt mūsu mācībspēkus reģionos, kā arī piesaistītu zināmas naudas summas Latgales reģionam. Pateicoties jaunajam komisijas vadītājam Vucāna kungam un arī komisijas deputātiem, šoreiz šāds kompromiss tiks sasniegts un tika arī otrajā lasījumā atbalstīts šis likumprojekts, kas paver iespējas augsta līmeņa – ļoti augsta līmeņa! – studiju programmu izveidot tieši Latvijā. Vēlreiz atkārtošu: nekur citur, kā vien tikai Rēzeknē. Otra lieta, ko šodien darījām. Ar to gan īpaši lepoties nevarētu. Bija paredzēts, ka no 1.februāra Latvijā sāksies elektroniskā uzraudzība un tātad tiks pielietotas elektroniskās sprādzes priekšlaicīgi no cietuma atbrīvoto ieslodzīto uzraudzībai, bet sakarā ar problēmām iepirkumos šis datums tagad tika pārcelts uz 1.jūliju. Tātad tikai no 1.jūlija šī programma sāks strādāt. Vēl viena lieta, ko gribu teikt: arī opozīcijai bieži vien ir ļoti labi priekšlikumi. Šodien Latvijas Reģionu apvienība iesniedza priekšlikumu sakarā ar tuvojošamies Valsts prezidenta vēlēšanām – padarīt šīs vēlēšanas Saeimā atklātas. Diemžēl, protams, balsu, lai grozītu mūsu Satversmi, pietrūka, to atbalstīja tikai pati Latvijas Reģionu apvienības frakcija un VIENOTĪBAS frakcijas deputāti. Es domāju, priekš sabiedrības tas būtu ļoti svarīgi – zināt, kā deputāti balso par Latvijas augstāko amatpersonu. Ceru, ka iespējams, ka sabiedrības spiediena rezultātā mēs varbūt pavasarī vēlreiz atgriezīsimies pie šī jautājuma, bet iepriekšējā pieredze, arī pašam parakstot iepriekš šādus priekšlikumus, rāda to, ka ne visas politiskās partijas ir gatavas atklāti balsot par Latvijas Valsts prezidentu.
