Nacionālā apvienība ir gandarīta, ka pēc saspringta valdības un Saeimas darba ir pieņemts 2015.gada budžets, kas ir sociālais un drošības budžets. Tā pieņemšana bija viens no pirmajiem jaunās valdības un Saeimas izaicinājumiem, apzinoties, cik izšķirošā brīdī atrodas Latvija. Jau mazāk nekā pēc mēneša uzņemsimies Eiropas Savienības prezidējošās valsts funkcijas, tāpēc darāmā ir daudz un kavēšanās nav pieļaujama. Saeimas 18.decembra sēdē tika lemts par vairākiem būtiskiem jautājumiem, un es vēlos pievērsties dažiem no tiem. Par mikrouzņēmumu nodokli. Vienmēr esam iestājušies par prognozējamu uzņēmējdarbības vidi un visu risku izvērtēšanu pirms jaunu normu stāšanās spēkā. Mikrouzņēmumu nodoklis ir veicinājis plašas diskusijas, ekspertiem analizējot gan nodokļa lietderību, gan arī izvērtējot gadījumus, kad tas nereti ir izmantots ļaunprātīgi, lai optimizētu nodokļus. Tas ir viens no iemesliem, kāpēc tika sāktas diskusijas, vai nav nepieciešamas pārmaiņas. Nacionālā apvienība atbalsta Ekonomikas ministrijas iesniegtos priekšlikumus – saglabāt mikrouzņēmumu nodokļa likmi 9 procentu apmērā visiem šī nodokļa maksātājiem to saimnieciskās darbības pirmajos trīs gados, bet vēlāk likmi palielināt uz 12 procentiem. Tā kā aprēķini liecina, ka atbalsta pasākumi mazajiem un vidējiem uzņēmumiem veicina šī biznesa sektora iznākšanu no pelēkās zonas, kā arī tiek palielinātas sociālās iemaksas, lielākai nodokļa palielināšanai šobrīd neredzam pamatojumu. Otrs būtisks jautājums, ko šodien... kas tika skatīts Saeimā, bija par Valsts prezidenta iesniegtajām iniciatīvām, un Nacionālā apvienība pirmām kārtām pozitīvi raugās uz Valsts prezidenta izstrādāto iniciatīvu paketi. Ir vairāki jautājumi, kuriem piekrītam, bet vēl ir arī tādi, par kuriem gaidām turpmākas diskusijas. Ar Valsts prezidenta iniciatīvām ir saistīti arī vairāki grozījumi, un nu par katru no tiem atsevišķi. Grozījumi likumā “Par iedzīvotāju ienākuma nodokļa samazināšanu”. Nacionālā apvienība atbalsta Valsts prezidenta Saeimai nodoto likumdošanas iniciatīvu, kas paredz pilnveidot pašreizējo politisko partiju finansēšanas kārtību, nosakot nodokļa atlaides mazo summu ziedotājiem, bet ne vairāk kā vienas minimālās mēnešalgas apmērā. Piekrītam, ka šāda kārtība veicinās sabiedrības līdzdalību politiskajos procesos, kā arī sekmēs Politisko partiju finansēšanas caurspīdīgumu. Otrs grozījumu priekšlikums... otra iniciatīva saistīta ar Politisko organizāciju (partiju) finansēšanas likumu. Atbalstām saskaņā ar Latvijas prezidenta izveidotās ekspertu grupas secinājumiem virzīto priekšlikumu – palielināt politisko partiju dibinātāju biedru skaitu no pašreizējiem 200 uz 500 biedriem, kā arī noteikt normu, ka partijai, kura plāno startēt Saeimas vēlēšanās, ir jābūt dibinātai ne vēlāk kā vienu gadu pirms vēlēšanām. Stingrāku nosacījumu ieviešana palīdzēs stiprināt Latvijas politisko vidi, izvairoties no partiju dibināšanas kā vienreizēja vēlēšanu projekta. Diemžēl atsevišķi piemēri rāda, ka šāda taktika nereti tiek izmantota arī politisko mērķu īstenošanai, saskaldot vēlētāju elektorātu. Uzskatām, ka politisko partiju stabilitāte ir arī viens no galvenajiem veidiem, kā pildīt vēlētājiem dotos solījumus. Savukārt partijas spēja pulcēt ap sevi ne mazāk kā 500 biedrus liecina, ka partijas paustajām idejām un politiskajiem uzstādījumiem ir pietiekami liels atbalsts sabiedrībā. Un trešais grozījums ir saistīts ar Saeimas vēlēšanu likumu. Nacionālā apvienība jau iepriekš, jau 2011.gadā, ir aktualizējusi jautājumu par tautas vēlētu Valsts prezidentu, piedāvājot arī prezidentam konkrētas pilnvaras, piemēram, tiesnešu iecelšanu. Tomēr toreiz Saeima minēto likumprojektu komisijām nenodeva. Neraugoties uz to, šī jautājuma aktualitāte nav zudusi. Ņemot vērā sabiedrības daļas vēlmi ieviest tautas vēlēta Valsts prezidenta institūtu, Nacionālās apvienības iepriekš pausto nostāju un esošo ģeopolitisko situāciju, Nacionālā apvienība uzskata, ka, pirmkārt, sabiedrībā ir nepieciešama plaša diskusija par tautas vēlēta Valsts prezidenta ieviešanas mērķiem, izvērtējot visus “par” un “pret” argumentus, kā arī ieviešanas laiku. Šāda diskusija ir īpaši svarīga situācijā, kurā kaimiņvalsts Krievija īsteno agresiju pret Ukrainu. Esošajā situācijā jebkura neizsvērta rīcība var ietekmēt gan Latvijas valsts drošību, gan nākotni. Otrkārt, neviens no piedāvātajiem likumprojektiem neparedz Valsts prezidenta amata kandidāta priekšvēlēšanu finansēšanas kārtību. Minētās kārtības trūkums, it īpaši patlaban, ir pretrunā ar naudas varas mazināšanas principu politikā. Neesot skaidram un sabiedrībai saprotamam regulējumam, pastāv iespēja, ka Valsts prezidenta priekšvēlēšanu kampaņā tiktu iesaistīti naudas līdzekļi, kuru izcelsme meklējama Latvijai naidīgās valstīs ar mērķiem, kas neapšaubāmi ir pretēji Latvijas interesēm. Un, treškārt, nav pieļaujama situācija, kurā viens no Latvijas valsts pamatakmeņiem – Valsts prezidenta institūts – tiek pārveidots steigā un par katru cenu. Šāds secinājums rodas, vērtējot atsevišķu Saeimas deputātu vēlmi nodot komisijām nekvalitatīvus likumprojektus, pat nenovēršot tajos iestrādātās pretrunas. Savā ziņā to var uzskatīt par huligānismu pret Satversmi. Līdz ar to nav izprotama arī atsevišķu deputātu rīcība, kuru vidū, cita starpā, ir arī atzīti konstitucionālo tiesību eksperti. Pamatojoties uz iepriekš teikto, Nacionālā apvienība neatbalsta likumprojekta nodošanu komisijām, bet no nākamā gada uzsāks diskusijas par Valsts prezidenta institūta nākotni. Noslēgumā gribu piebilst, ka Nacionālā apvienība tikko kā aizvadītajā kongresā ir izvirzījusi uzdevumu par savas pārstāvības palielināšanu nākamajā Saeimā. Ir ievēlēta jauna valde, un mēs turpmāk mērķtiecīgi strādāsim, pārstāvot savu vēlētāju intereses un stiprinot latvisku Latviju. Tāpat par vienu no saviem mērķiem esam izvirzījuši Latgali, stiprinot to nacionālajā un ekonomiskajā līmenī. Un visbeidzot vēlu visiem priecīgus un gaišus Ziemassvētkus un laimīgu Jauno gadu pirms ļoti atbildīga un saspringta darba cēliena jau pavisam drīz –2015.gadā. Paldies.".
