Kā jau to varēja sagaidīt, ņemot vērā vakardienas visas debates par budžetu un ņemot vērā arī šo ļoti īpašo budžeta pieņemšanas grafiku, tika novirzīts 1 miljons eiro sadalei, un es ceru, ka kolēģi un arī jūs, tie mūsu kolēģi, kas darbojaties koalīcijā, apzināties, ka tie ir tikai 0,013 procenti no visa budžeta. Un par tiem - un tikai par tiem! - mēs, deputāti, varam atbildēt. Un šos 0,013 procentus valdība mums piespēlēja kā tādam mazulim grabulīti, un mēs godprātīgi par to papriecājāmies, paspēlējāmies un sajutāmies aplaimoti, un par to atļāvām valdībai pašai sadalīt vairāk nekā 2,30 miljonus eiro no līdzekļiem neparedzētiem gadījumiem. Bet apetīte jau aug ēdot un izskatās, ka Ministru kabinetam ir iepaticies būt šim dāsnajam Ziemassvētku vecītim, būt dāsnam Ziemassvētkos. Kā citādi mēs varētu izprast šo Saeimas lēmuma projektu, kurš paredz no Saeimas budžeta programmas pārdalīt vēl 2,8 miljonus eiro programmai “Līdzekļi neparedzētiem gadījumiem”? Un vai mēs gaidām tagad kaut kādus īpašus meteoroloģiskos apstākļus? Vai Nacionālās drošības padomei ir kādas ziņas par apdraudējumiem Latvijai? Kam ir plānots vieglu roku sadalīt nu jau 5 miljonus eiro šajā programmā “Līdzekļi neparedzētiem gadījumiem”? Un kādus problēmjautājumus parlamentam aiz muguras valdība grasās risināt? Tajā pašā laikā, apspriežot valsts budžetu 2015.gadam, mums nebija iespējas atbalstīt praktiski neko - ne papildu finansējumu rehabilitācijas pasākumiem, ne pedagogu algām, ne veselības veicināšanas pasākumiem. Un, cienījamie deputāti, es vēlos vērst jūsu uzmanību uz to, ka šajā priekšlikumā paredzēts, ka Saeimai plānotos līdzekļus mēs pārdalām no kapitāliem izdevumiem. Vai tiešām tikai mūsu frakcijai ir sajūta, ka kaut kas nav kārtībā? Pirmkārt, mums ir jāuzdod jautājums, kāpēc tikai decembra beigās mēs paši esam pamanījuši, ka līdzekļi nav izlietoti atbilstoši plānotajam, un veicam pārdali, uzticot šos līdzekļus sadalīt valdībai pēc savas saprašanas? Otrkārt, mums būtu jāatbild uz jautājumu, kāpēc šajā gadījumā netiek piemērota ikgadējā valsts budžetā pieņemtā norma, kas paredz rīcību tieši šajos gadījumos, kad investīciju projekta ieviešana ir aizkavējusies. Likumīgi un atbildīgi būtu šos līdzekļus pārskaitīt apropriācijas rezervēs, lai nākamgad izmantotu ēkas Jēkaba ielā 6/8 tālākai rekonstrukcijai. Tā vietā līdzekļi steigā tiks iztērēti šogad, lai no jauna tos atkal papildus ieplānotu 2015.gada budžetā. Tā nav atbildīga un vienlīdzīga attieksme pret visām institūcijām, un diemžēl kārtējo reizi jāpārliecinās, ka nestrādā princips “Viena taisnība un viens likums visiem”. Diemžēl tas nav priekš visiem! Ministru kabinets atvēlēja jums, augsti godātie pozīcijas deputāti, iespēju sadalīt 2015.gada budžetā 1 miljonu eiro, pretī prasot dāsnu Ziemassvētku dāvanu - atļauju valdībai pašai sadalīt vēl 2,8 miljonus eiro. Pat tad, ja smagu sirdi esat balsojuši par 2015.gada budžetu, tad šī ir tā reize, kad vajadzētu apzināties, ka Saeimai ar saviem lēmumiem ir jārāda paraugs sabiedrībai. Aicinu neatbalstīt šos grozījumus, ļaujot nākamo gadu iesākt ar 2,89 miljonu eiro lielāku finanšu rezervi kaut vai tāpēc, lai nākamgad, kad būs vajadzīgi līdzekļi kaut kam būtiskam, valdībai būtu mazākas iespējas aizbildināties, ka nav naudas. Un vēl gribu piebilst, ka arī šorīt, izlasot ziņas, ka tiem cilvēkiem, kuriem ir joprojām vajadzīga rehabilitācija un kuri ir cietuši Zolitūdes traģēdijā, kā arī bojāgājušo tuviniekiem, kam joprojām ir vajadzīga šī rehabilitācija, līdzekļi ir beigušies. Varbūt cienīsim to sabiedrības daļu, kura ir pelnījusi, lai mēs pamanītu to, ka viņiem mūsu atbalsts ir ļoti vajadzīgs! Pateicos. (NSL frakcijas aplausi.)".
