Cilvēktiesību un sabiedrisko lietu komisija izskatīja likumprojektu “Grozījumi Bērnu tiesību aizsardzības likumā” pirmajam lasījumam. Šie grozījumi attiecas uz Bērnu tiesību aizsardzības likuma 48.pantu un noteic, ka bērns nedrīkst smēķēt un lietot alkoholiskos dzērienus, bērnu aizliegts pakļaut alkoholisko dzērienu un tabakas dūmu ietekmei, aizliegts pārdot bērnam alkoholiskos dzērienus un tabakas izstrādājumus, kā arī bērnam ir aizliegts strādāt darbus, kas tieši saistīti ar tabakas izstrādājumu un alkoholisko dzērienu ražošanu, izmēģināšanu, glabāšanu, lietošanu, tirdzniecību un reklāmu. Ņemot vērā tirgus piedāvājuma nepārtraukto paplašināšanos, sabiedrībai, tai skaitā bērniem, kļūst pieejami arvien jauni smēķēšanas produkti un ierīces, kuru darbības princips un izskats faktiski neatšķiras no smēķēšanai paredzētiem tabakas izstrādājumiem, tomēr to sastāvā var arī nebūt tabakas, un tādējādi tie nav uzskatāmi par tabakas izstrādājumiem un uz tiem neattiecas spēkā esošais regulējums. Bērnu tiesību aizsardzības likuma 48.panta pirmā daļā ir papildināma, nosakot, ka bērns nedrīkst atrasties smēķēšanai paredzētu tabakas izstrādājumu vai augu smēķēšanas produktu dūmu vai elektronisko smēķēšanas ierīču tvaika ietekmē un bērna klātbūtnē nedrīkst smēķēt, lai nodrošinātu bērnam no smēķēšanai paredzētu tabakas izstrādājumu vai augu smēķēšanas produktu dūmiem vai elektronisko smēķēšanas ierīču tvaika brīvu vidi. Tāpat arī papildināma Bērnu tiesību aizsardzības likuma 48.panta otrā daļa, paplašinot ierobežojumus attiecībā uz bērnu nodarbinātību, nosakot, ka bērnam ir aizliegts strādāt darbus, kas tieši saistīti ar tabakas izstrādājumu, augu smēķēšanas produktu, elektronisko smēķēšanas ierīču vai to uzpildes tvertņu ražošanu, izmēģināšanu, glabāšanu, lietošanu, kā arī tirdzniecību vai reklāmu. Un vēl izmaiņas ir paredzētas Bērnu tiesību aizsardzības likuma 48.panta ceturtajā daļā, kas nosaka atbildību par bērnu iesaistīšanu minētajās pozīcijās. Cilvēktiesību un sabiedrisko lietu komisija lūdz atbalstīt likumprojektu “Grozījumi Bērnu tiesību aizsardzības likumā” pirmajā lasījumā.".
