Es arī gribu runāt par valdības deklarāciju, kuru pats Ministru prezidenta amata kandidāts ir nosaucis nevis par utopisku dokumentu, bet par rokasgrāmatu ministru izvirzīto uzdevumu un paveikto darbu vērtēšanai. Kopumā lasot un iepazīstoties ar publiskajā telpā iepriekšējā dienā publicēto valdības deklarācijas, teikšu, toreiz vēl melnrakstu, tajā saskatu gan jaunas pieejas problēmu risinājumam, gan skaidrus mērķus un izmērāmus rezultātus, gan arī tos pašus iepriekšējo valdību solījumus - uzsākto, bet nepabeigto darbu turpinājumu. Taču mani personīgi “uzrunāja” dažas lietas, kuras uzskatu par pozitīvām un kuras vēlos akcentēt. Pirmām kārtām - pašvaldību iesaiste uzņēmējdarbības veicināšanā. Es patiesi gribu noticēt un cerēt, ka nu reiz pienācis ilgi diskutēto un pašvaldību kongresos izteikto domu un viedokļu realizācijas brīdis, kurš valdības deklarācijā izteikts šādi: “Jāpaplašina pašvaldību iespējas izmantot dažādus instrumentus uzņēmējdarbības veicināšanā.” Es teiktu konkrētāk: ļaut pašvaldībām pašām lemt un darboties uzņēmējdarbības jomās saprātīgi, nekropļojot uzņēmējdarbības vidi. Es nešaubos, ka vietējās varas atradīs risinājumus, pieejamus līdzekļus un veidus, lai kopā ar uzņēmējiem realizētu vietējai sabiedrībai interesantus un vajadzīgus projektus. Varbūt beidzot sāks realizēties dzīvē tik daudz minētie privātās partnerības projekti. Ceru, ka šis deklarācijas punkts varētu dot zaļo gaismu arī to īstenošanai. Svarīga ir tieši valdības attieksme, lai reāli sāktos investīciju piesaiste un projektu realizācija daudzās - ne vien lielās, bet arī vidējās un mazās - pašvaldībās. Kā pozitīvu punktu es gribu citēt arī šo valdības deklarācijā ierakstīto tekstu: “Stiprināsim kooperatīvo krājaizdevu sabiedrību darbību.” Latvijas Reģionu apvienība jau vairākkārt ir rosinājusi diskusiju par šo tēmu, īpaši toreiz, kad mūsu rindās bija profesors Brīvers, bet tagad es varu tikai paust mūsu atzinību, ka tas tiek nostiprināts arī valdības deklarācijā un lielā mērā iedrošinās šīs kustības entuziastus to realizēt dzīvē, balstoties uz konkrētu valdības deklarācijā paustu nostādni. Varbūt tā ir tikai nodeva atsevišķu vadošo partiju programmās solītajam, bet topošās valdības attieksme tomēr ir pozitīva, un es ceru, ka tāda tā būs arī turpmāk. Ar zināmu gandarījumu, bet, nenoliegšu, arī ar bažām es lasu vēl vienu punktu: “Veicinot policentrisku valsts attīstību, izveidosim pašvaldību sadarbības teritorijas, vairojot teritoriju ekonomiskās attīstības potenciālu un pašvaldību sadarbību publisko pakalpojumu sniegšanā, kā arī radot ekonomiskās sviras brīvprātīgai pašvaldību sadarbībai.” No vienas puses, man gribas ticēt, ka šī jaunā valdība izgaisinās bažas par jaunu reformu - pašvaldību piespiedu reformu, tā vietā dodot iespēju un valstiski atbalstot katru pašvaldību demokrātiski un brīvprātīgi izraudzīt darbības modeļus savai ilgtspējīgai attīstībai. Es domāju, ka nepaies ilgs laiks, līdz pašvaldības pašas būs gatavas rosināt, kur tās iedzīvotāji izvēlēsies veidot savu pašvaldības dzīves telpu, iespējams, arī kopā ar kaimiņiem. Bet kā āža kāja man šķiet un raisa bažas tas, kas ir rakstītas deklarācijas pirmajā daļā, un tas attiecas uz policentrisku valsts attīstības veicināšanu. Es tomēr ceru un ticu, ka, veicinot jaunā sadarbības modeļa attīstību, pašvaldības no tām, kuras ir neizdevušās (kā to ir teicis pats Ministru prezidenta kandidāts), kļūs par tām, kuras ir izdevušās. Diemžēl jau no pirmās dienas man bija skumji dzirdēt, ka mēs jūs izslēdzam pat no sarunām par iespējamu sadarbību. Man likās, ka tā ir ļoti augstprātīga attieksme, kuru vajadzētu mainīt. Man nebija patīkami to dzirdēt ne kā cilvēkam, ne kā deputātei. Valdības veidošanas process bija smags un ilgstošs process. Un šķiet, ka tomēr nav attaisnojušās sabiedrības gaidas pēc īstām pārmaiņām. Manuprāt, procesā netika izmantota būtiska iespēja - izveidot stabilu platformu parlamentā, lai varētu veikt plašas reformas, par kurām vadošie politiskie spēki runā gadiem. Un šī augstprātīgā attieksme neiesaistīt un pat nerunāt ar opozīcijas partijām, kaut vai pieklājības vizītē atnākot, lai uzklausītu, man patiesībā rada iespaidu, ka ir maza interese par to, ko domā opozīcija. Ar mazu cerību dzirksti es tomēr novēlu Māra Kučinska vadāmajai valdībai būt izlēmīgai, nevis rīcību imitējošai. Lai Latvijā beidzot tomēr tiktu sasniegts tas sen solītais ekonomiskais uzrāviens, lai kaut vai vienu solīti tiktu uz priekšu. Vēlot visu labu jaunajai valdībai, es tomēr ceru sagaidīt un piedzīvot ieinteresētu attieksmi bez augstprātības pret citu viedokli, lai ievadteksta daļā ierakstītie vārdi “valdības prioritātes (..) ir vērstas uz valsts attīstību” patiešām tam arī kalpotu. Es secinu, ka deklarācija ir izveidota kā pamatīgs dokuments tautsaimniecības stiprināšanai, kurš krasi atšķiras no iepriekšējo, ekonomiski liberālo valdību deklarācijām, īpaši Valda Dombrovska valdību deklarācijām. Un šeit es saskatu tieši Māra Kučinska roku, kura vadībā es esmu strādājis pirms pieciem gadiem Nacionālā attīstības plāna izstrādes un ieviešanas uzraudzības apakškomisijā. Ja šī programma, šī deklarācija un šis nodoms reducēsies... vainagosies ar to, ka ekonomikas politika tomēr kļūs par dominējošo politiku un pakļaus sev budžeta politiku, tas gan būs labs pagrieziens Latvijas tautsaimniecības turpmākai attīstībai. Ja nekas nemainīsies un ekonomikas attīstība joprojām būs pakļauta budžetam, tad valdība turpinās strādāt, saslēgta tajos pašos roku dzelžos, kuros strādājušas iepriekšējās liberālās valdības kopš Latvijas neatkarības atjaunošanas. No deklarācijas ir izkritis Laimdotas Straujumas otrās valdības darbības virziens ar daudzsološu nosaukumu, proti, sociālās un ienākumu nevienlīdzības mazināšana. Šis virziens šajā deklarācijā nemaz nav minēts. Un tas nav nejauši. Ir acīm redzami, ka iepriekšējā valdība ir pārstiepusies, mēģinot pacelt svaru, kurš labējai valdībai nav pa spēkam. Acīmredzot Māris Kučinskis nolēma neriskēt, lai gan viens no kliedzošiem izaicinājumiem Latvijas sabiedrībā ir tas, ka sociālā nevienlīdzība Latvijā ir viena no izteiktākajām Eiropas Savienībā. Bet, ja ir zems pieprasījums tirgū un tas kļūst par vienu no bremzēm ekonomikas attīstībai sabiedrībā, tad tas var kļūt arī par nopietnu šķērsli visiem labajiem nodomiem, kurus Māris ir ieplānojis. Būs jānodarbojas ar daudz ko, bet tomēr šī pretruna paliek. Un šīs pretrunas rezultātā valdība var izjukt. Šī pretruna padara šo valdību vāju. Deklarācijā ir vēl viena tēze, kuru es nevaru atstāt bez ievērības. Topošā valdība iecerējusi (citēju): “Jāizstrādā plāns pārejai uz vienotu izglītības standartu mācībām valsts valodā valsts un pašvaldību finansētās izglītības iestādēs un jāuzsāk tā īstenošana.” (Citāta beigas.) Tulkojot no politiskās valodas cilvēku ikdienā izmantojamā valodā, tas nozīmē, ka valdība iecerējusi sākt mācīt bērnus no Latvijas mazākumtautību ģimenēm tikai valsts valodā. Žēl, ka Saeimā vairs nav Inas Druvietes, kura lepojās ar savu izgudroto un īstenoto mazākumtautību mācību modeli, par kuru līksmoja un gavilēja arī Eiropas Drošības un sadarbības organizācijas misija Latvijā, Eiropas Padomes Parlamentārās Asamblejas visādas uzraudzības komisijas un komitejas, kā arī ANO komitejas. Es gribētu zināt, ar kādu psiholingvistisko teoriju viņa šodien pamatotu viņas sabiedroto nolūku iestumt aizsaulē savas politiskās dzīves galveno sasniegumu. Es tiešām gribētu dzirdēt, kā tagad Šadurska kungs pamatos nolūku nogalināt produktu, kuru pats radījis un ar sveci stāvējis pie tā šūpuļa. Varbūt pamatosiet ar to, ka bērns, kuru jūs nolēmāt piedzimšanai pirms 10 gadiem, nav izturējis reālās apmācības gaisu, nosmacis un tāpēc būs labāk, ja jūs izliksieties, ka viņa vispār nekad nav bijis? Varētu aprobežoties ar sarkasmu, ja esošās, jūsu izgudrotās, politiskajām vajadzībām radītās mazākumtautību bērnu apmācības sistēmas izmaiņas tagad tiktu pakļautas jaunajam konjunktūras pagriezienam. Nebūt nē! Mazākumtautību izglītības sistēmu, kuru valsts nodrošina ar līdzekļiem, topošā valdība paredzējusi likvidēt, un tas ir skaidrs. Tas ir ierakstīts deklarācijā. Līdz ar to tiks pārrautas vēsturiski izveidojušās tradīcijas skolmācībā mazākumtautību valodās, ar kurām Latvija ir vienmēr lepojusies, kā arī tiks pārkāptas starptautiskās saistības, kuras ir uzņēmusies Latvijas Republika. No visām mazākumtautību valodām Latvijas skolās kā mācību valoda visbiežāk tiek lietota krievu valoda. Tāpēc šis plāns pirmām kārtām ir vērsts pret krievu valodu, kurā savās ģimenēs runā vairāk nekā trešdaļa Latvijas iedzīvotāju. Krievvalodīgajiem iedzīvotājiem ir pamatots iemesls prasīt, lai no viņu samaksātajiem nodokļiem valsts nodrošinātu viņu bērniem mācīšanos skolā tajā valodā, kurā viņi audzina savus bērnus. Gan Latvijas cittautietis, gan latvietis uzskata skolu, kurā sūta bērnu, par savas ģimenes turpinājumu. Mūsu sabiedrības saliedēšana nav iedomājama bez Latvijas iedzīvotāju savstarpējas uzticēšanās, un tieši sabiedrības saliedētība ir viens no pamatakmeņiem, uz kuriem Māris Kučinskis taisās balstīt savu turpmāko darbību. Uzticēšanās pamatā ir cieņpilna attieksme pret to katra cilvēka lepnumu, kas ir nesaraujami saistīts ar etnisko pašapziņu. Un dīvaini, ka tas ir jāskaidro valdībai un politiķiem, kuri lielākoties taču ir latvieši. Lai skolēni pilnvērtīgi apgūtu savu dzimto valodu, attīstītos viņu prāta spējas un pašcieņa (pašcieņa - tas ir ļoti svarīgi!) un lai viņi apzinātos savu kultūras un nacionālo identitāti, mācībām skolā ir jānotiek valodā, kuru lieto ģimenē. Šī patiesība ir attieksmes pret skolu pamatu pamats. Es mēģināšu izteikt savu patiesību vienkārši un skaidri. Kungi un dāmas! Pie jebkādiem politiskajiem apstākļiem ģimenes valodai kā bērna un pusaudža mācībvalodai skolās ir jābūt pārsvarā - salīdzinājumā ar citām valodām -, nekaitējot oficiālās valodas apguvei vai izglītības iegūšanai šajā valodā. Pēc visiem tiem pozitīvajiem momentiem, kuriem es pieskāros savas runas pašā sākumā, es gribētu secināt, ka apmācības mazākumtautību valodā izbeigšana ir darvas karote, kura sabojās jebkādu labiem nodomiem pilnu valdības deklarāciju, un šī deklarācija nav izņēmums. Ja audžuvecāki netiks atrasti, zēns nonāks bērnu namā, kur pusaudža uzturēšanās izmaksas būs jāsedz Ropažu novadam no sava budžeta. Man ir jautājums. Vai Ropažu novada iedzīvotāji ir vainīgi par to, ka viņu novadā valdība ir akceptējusi patvēruma meklētāju centra izveidi, kā rezultātā Ropažu novadam no sava budžeta jāsedz valdības līdz galam neizdarītie darbi?
