Latvijas regulārie zaudējumi Eiropas Cilvēktiesību tiesā ir saistīti ar nespēju iztiesāt lietas saprātīgos termiņos. Viens no lielākajiem lietu izskatīšanas atlikšanas iemesliem ir saistīts ar lietas dalībnieku neierašanos uz tiesas sēdēm. Piespiedu atvešanu kā galējo procesuālo piespiedu līdzekli tiesas, tiesneši vai prokurori piemēro, lai atrastu lietas dalībnieku, kurš izvairās no ierašanās uz tiesas sēdēm, un nodrošinātu viņa piedalīšanos tiesvedības procesā.
