Frakcijas “No sirds Latvijai” deputāti neatbalsta grozījumus Saeimas vēlēšanu likumā un uzskata, ka likumprojekts neatbilst mērķim, kāds norādīts anotācijā. Likumprojekts, mūsuprāt, pārmērīgi apgrūtina partiju dibināšanu Latvijā un līdzdalību Saeimas vēlēšanās. Tāpat likumprojekts ierobežo pilsoņu tiesības izdarīt savu izvēli brīvās vēlēšanās. Neatkarības deklarācijas autors, Satversmes preambulas izstrādātājs Eiropas Savienības Tiesas tiesnesis Egils Levits šos grozījumus sauc par bīstamu izgudrojumu, bet Latvijas Universitātes prorektors profesors Jānis Ikstens tos dēvē par aptaurētiem grozījumiem. Mēs tos saucam par likumdošanas brāķi un ceram uz Latvijas... cerējām uz Latvijas tautas kalpu tiesisko apziņu un godaprātu. Vairs neceram. Deputāti, iepazīstoties ar likumprojektu, secināja, ka grozījumi ir pretrunā ar nacionāli konstitucionālo regulējumu, Satversmes pamatnostādnēm un Eiropas Cilvēktiesību un pamatbrīvību aizsardzības konvenciju. Konkretizējot iepriekš minēto apgalvojumu, norādām, ka likumprojekts ir pretrunā ar Satversmes ievadu, 1., 8., 101. un 102.pantu, kā arī Eiropas Cilvēktiesību un pamatbrīvību aizsardzības konvencijas Pirmā papildprotokola 3.pantu. Dārgie kolēģi deputāti, kas atbalstīja šos likuma grozījumus! Mēs pievēršam jūsu uzmanību, ka likumprojekts ir pretrunā ar tādām fundamentālām lietām kā mūsu valsts pamatnorma (atgādināšu - Latvijā valda demokrātija) un tādām sakrālām politiskām tiesībām kā tiesībām piedalīties vēlēšanās un valsts pārvaldē. Šis likumprojekts ir vērsts pret šīm katram Eiropas Savienībā pašsaprotamajām lietām. Aiz izkārtnes “Mēs par spēcīgu valsts pārvaldi un spēcīgām partijām” var samanīt cinisku partiju karteļa āža kāju. Labākajā gadījumā tas ir brāķis, kas ir paslīdējis garām Juridiskā biroja konsultantu modrajām acīm un deputātiem. Nu negribas ticēt, ka Saeimā kāds patiesi vēlas ierobežot politisko konkurenci un neredz vai negrib redzēt acīmredzamo - piedāvātais risinājums ir demokrātijai kaitīgs. Vai tiešām kāds izmisīgā vēlmē noturēties pie varas ignorē mūsu valsts Satversmi, kā arī dibināšanas dokumentus - Tautas padomes politisko platformu (1. un 2.pants) un Latvijas Republikas proklamēšanas aktu. Tas būtu antikonstitucionāli un drīzāk piederētos kādai Austrumu varai, demokrātijai tepat kaimiņos. NSL deputāti pievienojas uzskatam, ka jau pašreiz pastāvošā ierobežojuma kombinācija - 200 biedri plus partiju monopols - kopā ar striktajiem priekšvēlēšanu ierobežojumiem ir uz galējas robežas, pēc kuras vadzis lūst. Augstākā tiesa to ir secinājusi jau pirms 10 gadiem savā 2006.gada 3.novembra spriedumā. Uz partiju monopolu norāda arī EDSO eksperti. Ja Valsts prezidents izsludinās šo likumu, tad pie esošajiem ierobežojumiem klāt nāks jauni. No dalības vēlēšanās tiks izslēgtas partijas, kuras ir dibinātas mazāk nekā gadu pirms vēlēšanām, un partijas, kurām ir mazāk nekā 500 biedru. Demokrātija no šiem apstākļiem neuzlabosies, un cerētās valsts pārvaldes stiprināšanas vietā notiks vēl lielāki varas deģenerācijas procesi. Šodien pieņemto likumu, ja tas tiks izsludināts, mēs apstrīdēsim Satversmes tiesā, un, kā ikviens zina, pēc uzvaras reibonī jautri pavadīta vakara nāks drūms paģiru rīts. Vienīgais “labums” (pēdiņās) tad būs juridisko zinātņu studentiem, kuriem papildus Satversmes spriedumiem, kas noteikti jāapgūst konstitucionālajās tiesībās (piemēram, 2007.gada 29.novembra spriedums robežlīguma lietā), mūsuprāt, nāks klāt vēl viens Satversmes tiesas spriedums, jo šie likuma grozījumi nevar izturēt tiesas pārbaudi, jo to mērķis ir stiprināt partijas un tas ir pretrunā ar demokrātijas pamatprincipu, ka jābūt politiski atšķirīgiem piedāvājumiem konkurences nodrošināšanai.
