Pašreiz Liepājas speciālās ekonomiskās zonas likums paredz, ka Liepājas speciālās ekonomiskās zonas valdes locekļus ieceļ Ministru kabinets. Līdz ar to Ministru kabinets šīs valdes locekļu amatā ieceļ arī Liepājas pilsētas domes deleģētus pārstāvjus un pārstāvjus, kurus pašvaldība ir ieteikusi no komersantu vidus. Taču Likums par ostām paredz, ka Ventspils brīvostas un Rīgas brīvostas valdes locekļi, kurus amatam deleģējusi attiecīgā pilsētas dome, amatā tiek iecelti un no amata atbrīvoti ar attiecīgās pilsētas domes lēmumu. Savukārt valsts interešu pārstāvjus amatā ieceļ un atbrīvo Ministru kabinets. Ņemot vērā to, ka Liepājas speciālās ekonomiskās zonas pārvalde tāpat kā Ventspils ostas pārvalde un Rīgas ostas pārvalde ir atvasināta publisko tiesību juridiskā persona, Liepājas speciālās ekonomiskās zonas ostas valdes locekļu iecelšana un atcelšana no amata būtu jāparedz līdzīgi, kā tas ir noteikts Likumā par ostām. To tad arī paredz šie grozījumi likuma 9.pantā, nosakot, ka Liepājas pilsētas domes deleģētos pārstāvjus un ieteiktos Liepājas komersantu pārstāvjus Liepājas speciālās ekonomiskās zonas valdes locekļa amatā ieceļ un atbrīvo no šī amata ar Liepājas pilsētas domes lēmumu. Savukārt valsts interešu pārstāvjus ieceļ amatā un atbrīvo no amata Ministru kabinets. Likumprojektā paredzēts, ka tie valdes locekļi, kuri jau ir iecelti amatā, stājoties spēkā šiem grozījumiem, turpina pildīt amata pienākumus līdz pilnvaru termiņa beigām. Komisija šo likumprojektu izskatīja un lūdz atzīt par steidzamu.".
