Cik tad ilgi Ekonomikas ministrija mēģinās izstrādāt noteikumus un metodiku iepirkumu organizēšanai? Nav Ekonomikas ministrijai noteikta galatermiņa. Es ieteicu galatermiņu - 2016.gada 31.decembri. Mēs varam, protams, diskutēt par to, vai šis termiņš ir pietiekams vai nav pietiekams. Par to mēs komisijas sēdē arī diskutējām, un ir saņemta Ekonomikas ministrijas apņemšanās mēneša laikā sagatavot pārskatu par Latvijas enerģētikas attīstības pamatnostādņu (līdz 2016.gadam) izpildi un jauno pamatnostādņu (līdz 2020.gadam) iecerēm. Līdz ar to es šo savu priekšlikumu atsaucu, cerot un ticot, ka Ekonomikas ministrija tomēr uzsāks diskusijas ar Latvijas Atjaunojamās enerģijas federācijas pārstāvjiem, jo, manā izpratnē, Ekonomikas ministrija jau nekādas darbības atjaunojamo energoresursu apguves atbalstam neveic teju jau desmit gadu. Uzņēmēji ir neziņā, vai vispār kāds atbalsta mehānisms tiek plānots. Cik es zinu, Ekonomikas ministrijas nodoms ir mēģināt sagatavot jauno metodiku līdz 2018.gadam ar tādu domu, ka tikai 2020.gadā varētu sākt kādu jaunu līgumu slēgšanu. Manuprāt, tā ir absolūti nepiedodama vilcināšanās, un atliek tikai cerēt, ka Ekonomikas ministrija būs mazliet straujāka savās izpausmēs. Kāpēc es to vēlos un uzstāju uz to, ka tomēr jābūt skaidrībai šajā jomā? Jo, raugiet, šajā likumā - 1.pantā, ja nemaldos, - ir minēts, ka šī likuma mērķis... viens no mērķiem ir atbalsts atjaunojamo energoresursu izmantošanai. Reāla atbalsta nav! Tas pats ir minēts Latvijas ilgtspējīgas attīstības stratēģijā līdz 2030.gadam; arī tur ir izcelts, ka prioritāte ir atjaunojamiem energoresursiem. Darbību jau desmit gadu nav nekādu! Mēs esam nobijušies no tā saucamās OIK, bet Latvijas Atjaunojamās enerģijas federācija būtībā bija jau sagatavojusi priekšlikumu, kā varētu organizēt kvotu izsoles principu, kas lieliski darbojas Lietuvā: tur zaļās enerģijas iepirkuma cena ir jau ļoti pietuvojusies tirgus cenai. Un līdz ar to šeit ir nesaprotama Ekonomikas ministrijas absolūti nogaidošā attieksme. Kaut kas ir jādara, lai samazinātu OIK, bet kaut kas ir jādara arī, lai tomēr prioritāti iegūtu atjaunojamo energoresursu apgūšana, jo galu galā Latvija ir apņēmusies līdz 2020.gadam sasniegt 40 procentus zaļās enerģijas galapatēriņā. Latvijai galu galā tas tomēr ir uzdevums numur viens. Ekonomikas ministrijai tas būtu tuvākajā laikā jāizdara. Latvija joprojām dzīvo bez ilgtspējīgas enerģētikas stratēģijas. Praktiski šāda dokumenta izstrādāšana ir nepieciešama. Tas jāveic ātri, lai mēs saprastu, ko un no kādiem resursiem Latvija plāno iegūt. Cik tur tiks atvēlēts vēja enerģijai, cik saules enerģijai, cik galu galā gāzei un cik biodegvielai kaut vai, teiksim, transportā. Pašlaik notiek tāda gramstīšanās kā aklam pa tumšu istabu, un šajā gadījumā mēs braucam no viena grāvja otrā, piemēram, ir vai nu pārāk liels atbalsts zaļajai enerģijai, vai tāda atbalsta vispār nav. Esmu, protams, par sabalansētu Latvijas enerģētikas attīstību. Kā jau minēju, šo priekšlikumu es tagad atsaucu. Tas nenozīmē, ka tāda nebūs uz trešo lasījumu. Paldies.".
