Sabiedrības veselības apakškomisijā un arī Sociālo un darba lietu komisijā mums bija plašas diskusijas, piedaloties visām ieinteresētajām pusēm, - gan tiesībsargājošo iestāžu, gan arī mediķu pārstāvjiem, sabiedriskajām organizācijām. Un iezīmējās viena ļoti bīstama tendence - ar saukli “Mēs aizliegsim Latvijā smēķēt vispār!” balsot “par” jebkurām normām, kas ir vērstas pret smēķēšanu, nedomājot, kā tās var tikt īstenotas dzīvē un kā tiesībsargājošās institūcijas (konkrētajā gadījumā - pašvaldības policija) varēs tam visam sekot līdzi un sodīt, lai likuma normas tiktu ievērotas. Es nesmēķēju pats, un neviens nesmēķē arī manā ģimenē. Viens no iemesliem ir tas, par ko Parādnieka kungs šeit tēlaini pastāstīja, - šī iedarbība, šī ietekme, ko nikotīns un citas šādas vielas atstāj uz organismu. Tāpēc... Bet mēs nevaram ar šo saukli “Aizliegsim smēķēt Latvijā!” nostādīt pilnīgi bezjēdzīgā stāvoklī tiesībsargu un citus cilvēkus, kuru pienākumos ir ievērot likumus, aizliedzot grūtniecēm smēķēt. Jautājums: tad no kura mēneša, un kad tas ir, un kā...? Apakškomisijā un Sociālo un darba lietu komisijā mēs pieņēmām lēmumu modificēt jau esošo normu - “aizliegts smēķēt bērna klātbūtnē” -, papildinot to: “un grūtnieces klātbūtnē”. Tātad, ja grūtniecība ir vizuāli redzama, tad smēķēšana grūtnieces klātbūtnē ir jāpārtrauc, negaidot aizrādījumus. Gan Sociālo un darba lietu komisijā, gan Sabiedrības veselības apakškomisijā mēs esam runājuši par tālākiem pasākumiem smēķēšanas ierobežošanai, taču mēs esam pret tiesisko nihilismu, proti, pret to, ka ar nodomu tiktu radīti likumi, kurus nevar izpildīt un kuru izpildi nevar kontrolēt.".

Es citēšu tikai vienu, kas tur ir minēts: “Smēķējot topošā māte liek mazulim elpot kā caur saspiestu salmiņu.” Kolēģi, es pieļauju, ka viena daļa no jums pavisam nesen redzēja plašsaziņas līdzekļos... internetā bija izplatīts video, kur kāda visnotaļ situēta ģimene (vismaz pēc skata) diezgan necienīgi un necilvēcīgi apgājās ar kādu sunīti, kuram ar skoču tika aizsieta mute, sasietas kājas, un par to visa sabiedrība bija pamatoti sašutusi. Tad sakiet, lūdzu, kā jūs vērtētu situāciju, ja tādā video kāda visnotaļ cienīga ģimene, labi ��ērbti cilvēki, savam bērnam uzliktu galvā maisiņu un ar skoču notītu, lai viņš nevarētu elpot, un iebāztu tikai caurulīti, pa kuru viņš var mazliet ieelpot. Un tad šajā video viņi vēl to salmiņu saspiestu. Sakiet, lūdzu, vai tajā brīdī visai sabiedrībai nešķistu, ka tas taču ir neiedomājami! Tas taču ir neprāts! Kā cilvēki var tā rīkoties!
